1. Introduction
The national interlaboratory comparison program on humidity measurement was firstly
proposed at the 1st Temp club meeting in 2008 by Department of Thermometry Metrology,
NIMT. A main objective of this program is to identify the measurement capability in
relative humidity of any secondary calibration laboratory in Thailand. In addition, this
project has been undertaken to improve the dissemination of relative humidity
measurement in Thailand.
The first inquiry of interest was circulated in October 2006. Based on the feedback, a
preliminary protocol was sent to all interested laboratories in November 2008. A final
protocol was sent to and approved by all participating laboratories before the start of the
comparison. NIMT offered two electronic thermo-hygrometers as transfer standards for
relative humidity. The comparison range covers the relative humidity from 20%rh to
80%rh, accepted by all participating
The first period of comparison was hold from January 2009 to October 2009. NIMT was
the first laboratory to calibrate the artefact and then the transfer standard was sent to all
participating laboratories as listed in Appendix A. The sequences of laboratories were shown
in Appendix B, separated in two loops. The second period was concerned by NIMT about
collection and evaluation of all measurement results, as well as preparation of the
comparison report.
In details, results of stability check of two artefacts measured by NIMT are shown in
chapter 4, along with their reproducibility in chapter 5. More details in calculation of
interpolation error are described in chapter 6. Then a summary of comparison results are
presented in chapter 7. In addition, comparison reference values for this comparison are
analyzed in chapter 8 and then the degree of equivalences for each laboratory are calculated
in term of difference from the calibration reference values as shown in chapter 9.

The artefact
Artefacts are Electronic Thermo-Hygrometers range 20%rh to 90%rh in air
@ 25oC and atmospheric pressure. Their specifications are shown below.
Temperature Range and Accuracy – “H” Model
16 °C to 24 °C: ± 0.125 °C (calibrated)
0 °C to 16 °C, 24 °C to 50 °C: ± 0.5 °C (uncalibrated typical)
RH Range and Accuracy – “H” Model
20 % to 70 % RH: ± 1.5 % RH (calibrated)
0 % to 20 % RH, 70 % to 100 % RH: ± 3 % RH (uncalibrated, typical)
RH Resolution User selectable up to 0.01 % (on front-panel display)

Condition of Artefact
The ambient temperature of the laboratory should be within (23 ± 3)oC and the ambient
relative humidity should be within (50 ± 20) % during the calibration.
The electronic thermo-hygrometers were calibrated by NIMT using a two pressure
humidity generator checked with a dew-point hygrometer. The measuring point of artefacts
in relative humidity are 20%, 30%, 40%, 50%, 60%, 70%, and 80% at the fixed
temperature of 25°C. However only 9 laboratories performed the first measuring point at
30%rh, while 14 laboratories performed the last point at 80%rh.
Over the period of the measurement, the comparison went well until repeated measurement
by the pilot laboratory. Moreover any physical damage was not found after the returning to
NIMT.

Stability check of the artefacts
The stability of the artefacts during the comparison was checked by comparison with the
primary standard generator of NIMT. For all comparison points, the artefacts were checked
firstly before sending to the first participant, during the comparison process and finally
after the last measurement as scheduled.
For the artefact S/N: A72176+A7A935, the measurement was performed for 3 times to
evaluate the differences from the NIMT standard. The stability in terms of change from the
first measurement are graphically shown in Figure 1

For the artefact S/N: A72177+A72146, the measurement was performed for 4 times and its
changes from the first measurement are graphically shown in Figure 2.

It seems the long-term stability of the first artefact is well within about 0.7 %rh while the
second artefact is well within 0.5 %rh cover the comparison range.
5. Estimation of reproducibility
Since the long-term stability of the two artefacts consists of the drift of the artefact and also
a reproducibility of the measurements by the reference laboratory, an estimation of the
reproducibility of the measurement by NIMT is required to ensure the comparison results.
The artefact S/N: A72176+A7A935 was calibrated three times and S/N: A72177+A72146
was calibrated four times by the reference laboratory against the NIMT primary humidity
generator. In analysis of data results, the reference laboratory needs to evaluate its
reproducibility of the measurement for uncertainty estimation. The uncertainty of
reproducibility would be given by

The drifts at each time of measurements for different artefacts are show in Table 1. In this
comparison, the calibration data for seven times was used to estimate the reproducibility of
the reference laboratory.

6. Estimation of interpolation error
Since the measuring points obtained from each participating laboratory were slightly
deviated from the defined measuring point, an interpolation was applied in order to
compare all measurement results at the same nominal values. In this case, the 1st-order
polynomial equation was used to interpolate from the measurement data of each laboratory
and then the results at the nominal measuring points were determined using fitting
coefficients, and are given by,

The errors of interpolation were also considered as a component of this comparison
uncertainty. Tables of the interpolation errors at any points for each loop are shown below:

8. Calculation of a Comparison Reference Value
The comparison reference value (CRV) has been calculated by weight mean averaging
because of significantly large difference in uncertainties for all laboratories. The weighted
CRV and its associated uncertainty are calculated by:

In this case, Birge ratio must be calculated because the all uncertainties are related with
measured variance of the comparison data and the estimated measurement uncertainties
explained in the measured dispersion of the actual data values, and are given by,

If the deviation of the data points Xi from the weighted mean is within the uncertainty (Xi)
of the data, then the Birge ratio will be less than 1, and if the deviation of the data is larger
than expected from the error bars, the Birge ratio will be greater than 1. A statistical
criterion for a Birge ratio for n data points is given by:

Therefore, in this comparison, the average criterion is 1.1 for 15 laboratories.
After all comparison datas are completely calculated, the obtained Birge ratio should be
lower than or equal to the calculated Birge criterion (≤1.1). However, it was found that
the first estimated Birge ratios including all participant results were higher than 1.1
excepting for the results at 20 %, as shown in the second row in Table 4. From the results
in last section, the results from the failed laboratories were excluded to calculate the
second Birge ratio as shown in the third row in Table 4. From the new estimation, the
Birge ratios for all nominal point are well within the Birge criterion.

Elaboration of comparison results
The obtained comparison reference values are compared to the laboratory values in terms
of the degree of equivalence Di of the participant:

The uncertainty in the difference from the comparison reference value uDi is estimated by
including the following contributions:

The calculated values of degree of equivalence Di and the expanded uncertainty UDi = 2 uDi
for each participants are given in Appendix D. These values represent the laboratories for
which the deviation from the reference value is larger than its expanded (k=2) uncertainty
(i.e. |Di| / UDi = En >1). The degree of equivalences Di for each participant is reported in
Appendix D
10. Conclusions
The national interlaboratory comparison of electrical hygrometer was performed in two
loops among 14 calibration laboratories in Thailand, with NIMT as reference laboratory
and pilot laboratory. Most of the participating laboratories carried out the comparisons at
7 nominal points of relative humidity (20 %, 30 %, 40 %, 50 %, 60 %, 70 %, and 80 %).
The calibration results of each participant were compared to the reference values of the
reference laboratory to evaluate the measurement capability of the participants. Only three
participants yield their results deviating from the reference values.
In addition, the comparison reference values were calculated by weighting the calibration
results (excepting those from the fail three participants) with the measurement uncertainty.
Finally the obtained comparison reference values are compared to the laboratory values at
each nominal measuring point to evaluate the degree of equivalences for each participant.
