Progress Report of Sai Kung District Council
Food and Environmental Hygiene Committee
The first meeting (2004-2005) of the Food and Environmental Hygiene
Committee of the Sai Kung District Council was held on 29 April 2004. Major
issues discussed are summarized below:
Minor Environmental Improvement (MEI) Projects Funding Applications

The Committee approved the funding applications of 12 MEI projects,
including “Grass Cutting Programme in Sai Kung Area (04-05), Phase I”, “Grass
Cutting Programme in Hang Hau Area (04-05), Phase I”, “Grass Cutting Programme
in Pak Sha Wan Area (04-05), Phase I”, “Grass Cutting Programme in Tseung Kwan
O Area (04-05), Phase I”, “Grass Cutting Programme in Sai Kung Area (04-05), Phase
II”, “Grass Cutting Programme in Hang Hau Area (04-05), Phase II”, “Grass Cutting
Programme in Pak Sha Wan Area (04-05), Phase II”, “Grass Cutting Programme in
Tseung Kwan O Area (04-05), Phase II”, “Grass Cutting Programme in Sai Kung Area
(04-05), Phase III”, “Grass Cutting Programme in Hang Hau Area (04-05), Phase III”,
“Grass Cutting Programme in Pak Sha Wan Area (04-05), Phase III” and “Grass
Cutting Programme in Tseung Kwan O Area (04-05), Phase III”. The total provision
for the above projects applied for was $645,000.
Report on Environmental Pollution

The Environmental Protection Department (EPD) reported that the EPD
found 8 suspected cases of small-scale sewer misconnection and a case of sewer
damage in Sai Kung Town early this year, and follow-up action was still being taken.
As regards the motor shops in the vicinity of Hong Tsuen Road, three of which had
completed sewer connection projects while four of them had not yet taken any action.
Control of Illegal Itinerant Cooked Food Hawkers

The Food and Environmental Hygiene Department (FEHD) reported that the
FEHD had arrested a total of 29 illegal hawkers and dealt with 37 cases of seizure of
commodities abandoned by illegal hawkers in March this year. The FEHD and the
Police also joined hands in clearance operations during late night period.

The Housing Department (HD) reported that the HD’s Mobile Operation
Unit had conducted six operations to arrest illegal workers in Tseung Kwan O
between January and April this year, one of which was a joint operation with the
Police.
Bicycle Problem in Tseung Kwan O Area

The Sai Kung District Office (SKDO) reported that the ‘Working Group on
Facilitation of Use of Bicycles in Tseung Kwan O Area’ had carried out six bicycle
clearance operations in Tseung Kwan O and a total of 739 bicycles were cleared.
Suggestions on Improving Walkway Leading from MTR Tseung Kwan O Staion
to Oscar By The Sea

The Highways Department (HyD) reported that the HyD, having discussed
with SKDO, consented to the proposed installation of road lighting on the road
section, and that the project was scheduled to commence in August this year.
Working Group on Anti-mosquito Campaign

Members unanimously approved the continuance of setting up “Working
Group on Anti-mosquito Campaign” and elected Mr. YEUNG Wai-hing as the
convener of the Working Group.
Construction of Tseung Kwan O Trail (TKO Trail)

Sai Kung District Office reported that the construction of TKO Trail
commenced in February this year and was scheduled to be completed in August this
year.
Problem of Stray Dogs in Tseung Kwan O

The Agriculture, Fisheries and Conservation Department (AFCD) reported
that the AFCD had carried out a total of 458 operations to catch stray dogs and 432
dogs were caught last year. So far this year, there had been 140 dogs caught.
Problem of Bulk Refuse at Oscar By The Sea

The Marine Department (MD) reported that the refuse at the inner bay near
Oscar By The Sea had been cleared away. The MD would arrange with members to
conduct inspection at the above location.
Conversion of Nullah into Culvert at Fuk Man Road in Sai Kung

The Drainage Services Department (DSD) reported that in making

application for nullah decking, the department concerned, in principle, had to state
clearly the future use of the nullah deck and arrange with relevant departments to take
charge of the works and undertake its maintenance and management in future. If
applicants fully complied with the above requirements, DSD would assist in carrying
out the nullah decking works. The Planning Department supported the conversion of
the nullah into a culvert at Fuk Man Road, Sai Kung on condition that the department
concerned could not construct any tall buildings on the nullah deck upon completion
of the works and the area could be used as footpath or open space only.

The Transport Department (TD) pointed out that the nullah was not directly
leading to the Sai Kung Pier. If the nullah deck was used as a driveway after
decking, the road opposite the Tang Shiu Kin Sports Ground would become a
bottleneck, which was of little help in relieving traffic congestion there. The Civil
Engineering Department was constructing a new road connecting Wai Man Road and
Tai Mong Tsai Road, which was scheduled for commissioning in 2005. In addition,
the TD had requested the Architectural Services Department to re-site the temporary
warehouse behind the bus stop by the nullah further backwards. The space vacated
would be used as a lay-by, thereby causing no traffic congestion while passengers
were boarding and alighting from buses.
