GLOBAL INVITATION FOR EXPRESSION OF INTEREST (EOI) TO
PROVIDE MUSEUM PLANNING CONSULTANCY SERVICES FOR
A MUSEUM PROPOSED AT THE SAWAI MAN SINGH TOWN HALL,
JAIPUR
Department of Art, Literature and Culture, Government of Rajasthan
invites through this global invitation for Expression of Interest (EOl) from
reputed international consultants - with an Indian partner (association /
joint venture) for short listing as consultant for the said project. The
details of the work are as under:
1. OBJECTIVES OF THE PROJECT:
The objectives of the project are to convert the Sawai Man Singh Town
Hall in the heart of Jaipur city into a world class museum and exhibition
area, representative of Rajasthan's history. The existing middle 19th
century structure with four levels (basement plus 3 floors) is currently
under restoration. The project thus aims at also reviving the historic
structure, increasing the number of visitor arrivals and also integrating it
with the other monuments in the area.
2. SCOPE OF WORK:
The Consultant is to be appointed to perform the services necessary to
attain the objectives set out for the development of the museum project.

He or she will be required to provide comprehensive museum planning
consultancy services of which the details are as follows:
a) The consultants would need to be experienced in managing largescale museum planning projects as Project Manager, as well as to
have been involved, preferably, in tourism site development
projects including the planning, interior design of museums in
heritage structures.
b) The consultant should also have the expertise to design and
develop attractive facilities in terms of design, functional and
operational methods with sensitivity to the historic fabric of the
existing spaces.
c) Management of tenders, approval procedures, finance and budget
in addition to the implementation and management of interior works
will be the consultant's responsibility.
d) The consultant will be required to coordinate with the local
authorities, implementing agencies and relevant institutions for the
implementation of the project.
e) The consultant will play a leading role in the survey /investigation,
design development, pre-tendering and construction supervision
for the following sub projects besides museum planning and
interior design:
 Museum renovation
 Museum signage and visitor centre
 Safety and security aids.
 Suggesting assisting services for project management and for
the implementing unit.

development of utility improvement sub projects such as
electrical fixtures, lighting etc.
 Assisting service for bid, evaluation and contract of sub projects.
3. NATURE

4. LOCATION OF PROJECT SITE: Sawai Man Singh Town Hall (Old
Rajasthan Legislative Assembly Building), Jaipur
5. PERIOD OF CONSULTANCY: 6 months.
6. PRE BID CONFERENCE: Interested individuals / firms can participate
in a pre-bid conference on 18.6.2007 at 3.00 PM in the office of
Director, Department of Art and Culture, Ramniwas Garden , Jaipur
Tel.: 0141-2565124 for seeking any clarification.
7. ELIGIBILITY:
International firms / individuals having executed at least one museum
planning project individually in the last 10 years would be an essential
criterion. The value of the project in each such case should not have
been less than INR 200 million (about USD 5 million).

 Experience and capability of the applicant in the light of the size and
the nature of the projects undertaken by them (major experience of the
applicant during the past 10 years)

 Financial and operational capability including balance sheets of the
firms for the last 3 years certified by authorized accountants
 Availability of experienced personnel
 A photocopy of the business registration certificate issued by a
competent National Authority stating the full name of the applicant, the
person or persons or board authorized to represent the applicant, the
date and place of registration as a consultant
 Detailed information of current and future commitments of contractual
or other nature together with their financial status
 If applicants wish to submit further information to demonstrate their
ability and/or to support their previous working record, they should
attach such supplementary information to the documents
All information in the application should be in English. Information in any
other language should be accompanied by an English translation.
9. LAST DATE FOR SUBMISSION:
Interested individuals/ firms are required to apply in the office of the
Director, Department of Art and Culture, Ramniwas Garden , Jaipur Tel.:
0141-2565124 by registered mail / courier in a sealed envelope clearly
marked "Application for EoI for Museum Consultant for Appointment
as a Museum Consultant for SAWAI MAN SINGH TOWN HALL,
JAIPUR " up to 01.00 PM on 30.06.2007. The envelope should contain
two separate sealed envelopes one marked "Technical Bid" & the other
"Financial Bid". The technical bid envelope should contain the complete
concept proposal along with the detailed CV of the individual \ firm and
that of the an Indian partner (association / joint venture)and the financial
bid envelope may indicate the charges proposed as consultancy fee as a
percentage of the project cost.

The firms applying in response to this EOI may also be required to make
a presentation for selection at their cost.
The undersigned reserves the right to accept or reject any offer without
assigning any reason whatsoever. In case of any clarification the
