Guangdong’s cultivation and introduction
of talents

Ladies and gentlemen, media friends:
On behalf of Department of Human resources and Social Security of Guangdong
province, I would like to update you on what Guangdong province has been doing to
introduce and cultivate talents. Guangdong CPC (Communist Party Committee) and
People’s Government of Guangdong have always been attaching priority to talents
cultivation and introduction. Our practice and efforts are dedicated to meeting the
needs and requirements of social and economic development of Guangdong. We
actively implement the strategy of rejuvenating the province by talents. Mr.Wang
Yang, Member of Political Bureau of the CPC Central Committee and secretary of
Guangdong CPC chaired and led the significant policy formulation process on
facilitating introduction and cultivation of high caliber talents. Remarkable
achievements on talents introduction and cultivation have been made:
Firstly, our policies on high caliber talents cultivation and introduction have
been innovative. Guangdong CPC and People’s Government of Guangdong stick to
the guiding principle of “Mindset Emancipation, Reform and Innovation” and plan
talent cultivation and introduction with a global vision. We strive to formulate the
nation’s most competitive policy on talents. A series of favorable policies on talent
cultivation and introduction have been promulgated. “Several opinions of Guangdong
CPC and People’s Government of Guangdong on facilitating introduction and
cultivation of high caliber talents” , “Guideline of Guangdong’s Mid-term and
Long-term Talent Development” ,“Implementation Measures of One-Stop-Service For
Introduction of High Caliber Talents, Guangdong” , to name but a few. Government’s
strategy and policies have established our competitive edge. A comprehensive
favorable scheme on talents has been established province-wide. These policies have
furthered enhanced our strength in attracting high caliber talents. Local Governments
in Guangzhou, Shenzhen, Zhuhai and Dongguan followed suit and promulgated their
favorable policies on talents introduction and cultivation. Local governments give
priority to talent development, and are dedicated to innovation and business
environment optimization, quality service with an aim to create new strengths in
attracting high caliber talents and facilitate the work of talents introduction and
cultivation. Talent pools have built up with remarkable progress.
Secondly, generous awards given to introduced talents have been very

successful. The province responds to the central government’s requirements on talent
development, and puts investment on talents at its top of the agenda. Guangdong has
been investing generously on key projects of talent introduction and cultivation, and
has made remarkable achievements. The 2 talent selections in 2010 and 2011 have
confirmed introduction of 31 Innovation Research Teams and 31 Leading Talents in
total. Every Innovation Research Team will receive a Special Working Fund ranging
from RMB 10 million to RMB 100 million, and every Leading Talent will receive
Special Working Fund of RMB 5 million plus RMB 1 million (after-tax) as housing
subsidy. The first group of Innovation Research Teams and Leading Talents has made
outstanding achievements in research and product development. The province
successfully attracted a large cluster of high caliber, innovation-oriented talents. The
Province has perfected its incentive scheme on outstanding talents by setting Nanyue
Outstanding Award and Nanyue Innovation Award .Earlier this year, Guangdong held
its first selection of Nanyue Outstanding Award and Nanyue Innovation Award. The
award winners received RMB 30 million bonus and RMB 5 million bonus
respectively. Our measures and policies have made enormous percussions in China
and overseas countries, and have played a crucial role in attracting high caliber
talents.
Thirdly, our talent pools are increasingly expanding. By the end of 2010, the
province had 16.3 million talents (an increase of 37.6% compared to the end of 10th
Five-Year-Plan Period). Among which, 4.2 million is professionals (an increase of
25.8% compared to the end of 10th Five Year Plan Period), Currently, 220,000
professionals in the province have PhD degrees or senior titles of
professional/technical posts, representing 46.7% increase compared to that of the end
of 10th Five Year Plan Period. The province has witnessed a remarkable improvement
of its outstanding talent pool. We are proud to have 86 academicians (including 46
academicians wearing two hats, referring to those work for Chinese Academy of
Engineering and Chinese Academy of Sciences at the same time),82 state-level talents
listed in nation’s “New Century Talent Projects”,5048 experts receiving special
allowance awarded by the State Council , and 4300 people with post-doctorate
research experience. In the province, 70000 people have overseas study experience,
the third in China. Foreign experts (including experts from Hong Kong, Macau and
Taiwan) in Guangdong are recorded at 130,000 to 150,000 person/times per annum,
taking up one third of the nation’s total, making Guangdong the leading province in
attracting foreign (including experts from Hong Kong, Macau and Taiwan) experts. In
aggregate, 2 million foreign experts (including experts from Hong Kong, Macau and
Taiwan) worked in Guangdong.
Fourthly, talents have played significant roles in social and economic
development. Talents in Guangdong, in particular, high caliber technology talents
have played
significant roles. They have made outstanding contributions to
research projects, key projects construction, state-of-art technology development,
addressing challenges arising from national welfare and people’s livelihood,
facilitating commercialization of high-tech and new-tech, theory innovation,
institution innovation, technology innovation and culture innovation. Official statistics

have indicated that the innovation-oriented talents in the province have made
remarkable achievements. The province is ranked number one in China in terms of
innovation performance, enterprise innovation capability, number of patent
application, and patent award. Currently, we are implementing the strategy of
rejuvenating the province by talents. Our talent pool, in particular, our high caliber
technology talents will be fundamental and crucial and strategically important in
social and economic development.
Ladies, gentlemen and friends,
Talent resources are precious and scarce, every country in the world is competing
against each other in attracting talents. At this moment, the province is at the crucial
stage in transformation and industry upgrading. The key to a Happy Guangdong and
acceleration of its industry transformation and moving up the value chain is talents.
To upgrade our industry and to transform our economic structure, we should upgrade
our talent and transform our knowledge structure. Mr.Wang Yang, sectary of
Guangdong CPC has reiterated: “to rejuvenate the province, we identify top strength
as the strength of talent” . Hence , the overall guiding principle in the 12th
Five-Year-Plan Period will be : to implement the Guideline of Nation’s Mid-term and
Long-term Talent Development and the Guideline of Guangdong’s Mid-term and
Long-term Talent Development , with the objective of accelerating economic
development mode, constructing a modern industry system and innovation-driven
Guangdong. We shall be seizing emerging trends and establishing new schemes and
new strengths. We shall leverage the introduction of high caliber talents as the new
engine to maintain Guangdong’s leading position in sustainable and scientific
development. We shall use a coordinated approach in building domestic and overseas
talents pool, and reinforce our efforts to achieve a better talents cluster effect. Our top
agenda will be introduction and cultivation of high caliber talents and highly skilled
professionals who are needed urgently. By the end of the 12th Five-Year-Plan Period,
our efforts will help us to witness a 19.5 million talent pool in Guangdong. Among
which, 5.5 million will be professionals, 4 million will be highly skilled professionals.
To achieve this end, we will vigorously implement key talents projects and take active
measures to introduce and cultivate high caliber talents who are in urgent need for our
social and economic development.
Firstly, we shall actively implement appraisal and introduction of
Innovation Research Teams and Leading Talents, with the focus on key research
projects, key projects, key disciplinary areas of study, and key research bases. Based
on our past practice, we shall continue our introduction and appraisal of talents and
we will stick to our generous funding scheme. Financial fund investment and award
scheme will give priority to talents introduction. Our priority will be introducing
first-rate Innovation Research Teams who will generate significant impact on our
province development and who will generate enormous economic performance and
social benefit. Another priority will be introducing leading Talents who are
academicians in Chinese Academy of Sciences and/or Chinese Academy of
Engineering, or talents holding academician-level titles who can lead province-level
key science and technology projects; chief engineering specialists for key engineering

projects and highly talented managers. In 5 to 10 years time, we strive to introduce
100 first rate Innovation Research Teams and 100 leading Talents who can lead
emerging discipline, develop high and new tech, and lead advanced culture.
Secondly, we shall actively implement the Award Scheme on Strategic and
Emerging industries. Not long ago, the People’s Government of Guangdong
promulgated the No. 〔2011〕87 policy. The policy stipulates that, in the next five
years of the 12th Five-Year-Plan period, Financial Fund totaled at RMB500 million
will be arranged to award 100 high caliber talents who play leading roles and make
breakthrough achievements in strategic and emerging industry development. Every
year, 20 high caliber talents will be selected and awarded with RMB 5 million bonus
each. Department of Human Resources and Social Security will work with
Department of Organization, Guangdong CPC and Department of Finance to launch
this project. We shall draft and promulgate our implementation plans on construction
of innovate talents of strategic and emerging industries within the shortest possible
timeframe. We strive to introduce 1,000 talents who are in urgent need and master
core technology and who are in strategic and emerging industries.
Thirdly, we shall speed up the launching of 100 Nanyue Talents Cultivation
Project. In the 12th Five-Year-Plan period, every year, we shall select 15
innovation-oriented talents with great potentials for a five- year cultivation program.
The project is designed to cultivate a group of candidates who are qualified to run for
academicians in Chinese Academy of Sciences and/or Chinese Academy of
Engineering. Each candidate will receive RMB 1 million special cultivation fund from
the Provincial Financial Fund for its own and its team’s research work. Recently, the
Implementation Program of 100 Nanyue Talent Cultivation was jointly promulgated
by the Department of Organization, Guangdong CPC and the Department of Human
Resources and Social Security of Guangdong. The program has made arrangements to
future work and first batch of talents appraisal shall be launched in due course.
Fourthly, we will actively implement post-doctorate cultivation project.
Currently, the province has 104 mobile centers for post-doctorate studies and 204
centers for post-doctorate research, 55 bases for post-doctorate innovation practice. In
total, we have more than 250 research findings received provincial and ministerial
level awards. In our future work, our focus will be the practice of “Implementation of
Post-Doctorate Cultivation in Guangdong” .We shall be innovative in our cultivation
scheme to perfect our management and service, to deliver a quality management, and
give full play to the post-doctorate system in introducing and cultivating
innovation-oriented talents. We endeavor to establish another 40 mobile centers for
post-doctorate studies, another 80 centers for post-doctorate research. We strive to
recruit 800 talents per year and attract another 3000 post-doctorate.
Fifthly, we will vigorously attract overseas high caliber professionals to
Guangdong. On one hand, we promulgate the “Rules for Encouraging Overseas High
Caliber Professionals to Work, Make Innovations and Start up Their Business in
Guangdong”. We shall provide more favorable policies, more competitive and liberal
environment and be more inviting to attract overseas high caliber professionals to
Guangdong. We endeavor to introduce 10,000 talents who studied overseas to start up

their business and/or make innovations in the province. On the other hand, we shall
take concrete measures to improve our “Overseas Recruitment Campaign”. Mr. Xiao
Zhiheng, standing member of Guangdong CPC led the overseas recruitment campaign
delegation for consecutive two years. And since 2008, Mr. Ou Zhenzhi, Deputy
Director General of Department of Organization, Guangdong CPC, Director General
of Department of Human Resources and Social Security led the delegation to USA,
Germany, Canada, and Spain for four consecutive years. The campaign has worked
extremely well, a number of overseas high caliber talents whom Guangdong needs
urgently are introduced, and a group of first-rate scientists are invited to work for the
province. The campaign has established itself as a long standing mechanism aiming to
recruit worldwide outstanding talents. We shall review and optimize our overseas
recruitment practice and strive for the best. In the meantime, we shall reinforce
development of overseas talent recruitment offices. With existing 7 offices overseas,
the province plans to establish new offices in Canada, Australia, UK, Japan, Russia. In
the coming months, one or above offices will be set up at each of the above
mentioned countries. We strive to optimize overseas recruitment offices and improve
service networks for talents with an aim for highly effective talents recruitment.
Sixthly, we shall take solid measures to facilitate introduction of foreign
talents(including experts from Hong Kong, Macau and Taiwan). In the 12th FiveYear- Plan Period, we shall observe the flow of international talents, take more
innovative schemes, more proactive, open policies and more flexible approaches in
talent introduction to constantly improve our work. We shall continue our practice of
“100 Overseas Experts’ visit to Guangdong”. We funded and shall continue to fund
key universities, key research institutions to recruit world renowned
experts/professors to work for Guangdong. We shall continue our practice of foreign
experts recruitment and project screening in an optimized and pragmatic manner. We
shall be committed to the development of “Demonstration Base of Foreign
Agriculture Intellectual Property Introduction”. We shall play a leading role to
facilitate commercialization of projects. We shall be dedicated to our practice of
Friend of Guangdong Award to motivate foreign experts(including experts from Hong
Kong, Macau and Taiwan)in their engagement of social and economic development.
Seventhly, we shall actively reinforce platform construction for high caliber
talents to make innovation and set up business in Guangdong . We shall continue
our successful practice of Guangzhou Convention of Overseas Chinese Scholars in
Science and Technology, Conference on International Exchange of
Professionals(Shenzhen), China High-Tech Fair(Shenzhen), China Postdoctoral
Talents exchange and Sci-Tech Project Fair (Foshan). We shall bid for a permanent
host city status for China Postdoctoral Talents exchange and Sci-Tech Project Fair. We
are dedicated to providing service platforms for high caliber talent exchange and
project cooperation. We will speed up the development of Overseas Chinese High
Tech Venture Park(Dongguan). We will take advantage of industry zones and industry
clusters to accelerate the development of emerging industries, modern service
industry and advanced manufacture industry. We shall advance our construction of
One-Stop Service Platform for high caliber talents and perfect our schemes and

service. We shall establish 50+/- provincial-level innovation and venture parks for
overseas high caliber talents in well developed large enterprises, higher education
institutions, High-tech and New-tech Development Zones. We will establish 100+/centers for academicians in innovation-oriented enterprises, high-tech and new-tech
enterprises. We shall actively develop commercialization centers like innovation
alliances, centers for post-doctorate and engineering (technology) centers to establish
a number of public service platforms for innovation and venture.
Last but least, we shall actively explore new approaches in “Special Talent
Zones”. We take innovation approaches in talent introduction and cultivation,
research management mechanisms. We shall implement favorable and competitive
policies on talent introduction. We shall establish 5 Special Talent Zones at qualified
State-level, Provincial-level Technology Development Zones, and Science Parks. We
shall implement favorable and competitive policies on talent introduction and give
more generous financial support to projects. We are dedicated to delivering a quality
service and pleasant living environment for talent development. We hope to attract a
number of first rate international/domestic scientists to tackle scientific challenges.

Department of Human Resources and Social Security of Guangdong Province is
the provincial government arm of talent management. We shall take more innovative
measures in talent policies, mechanisms to optimize our environment and deliver
quality service for high caliber talents. We shall take solid measures to meet the
requirements set by secretary Wang Yang to promulgate the nation’s most competitive
talent policies. We shall always give priority to talent development and take pragmatic,
innovative approaches. We shall constantly improve our talent introduction,
cultivation, incentives, and social security mechanisms. We shall reinforce our efforts
on One-Stop-Service platform for high caliber talents. We deliver quality service and
establish a green track of talent introduction and cultivation. We shall take concrete
measures to address immigration, inhabitation, financing, housing, education for
talents’ children, employment for talents’ spouses, medical insurances, social security
issues. We are committed to establishing Guangdong as the prime choice for talents’
living and work.
Talent introduction is a systematic project, involving a number of departments
and stages of implementation. For the interest of time, I shall draw an end to my
overview. We appreciate the sincere care and strong support from all walks of life,
