Administrative and Professional Performance Assessment Policy: In accordance with the provisions of the by-laws and procedures of the Board of Trustees, college administrators and professional staff shall: 1) carry out the policies of the college district; 2) perform their duties as outlined in approved job descriptions; 3) perform their duties in conformance with college district regulations and procedures; and 4) perform their duties in support of the college's goals and objectives. Philosophy: The administration of the college shall be structured in such a way that all administrators shall provide effective leadership and support in the planning, implementation and evaluation of district objectives, the creation of a stimulating environment for learning; the effective use of district resources to achieve these objectives; the recruitment, supervision, training and evaluation of personnel; and contribution to the development and improvement of district programs and services. In support of their essential responsibilities, administrators and professional staff are expected to uphold the highest standards of competence and integrity to respect individual differences, to provide for human dignity and privacy, and to be guided by the elements of due process. General Duties and Responsibilities: All administrators have broad, general duties and responsibilities in common. The general duties and responsibilities of each administrator are: To implement College policies and programs accurately and constructively. To fulfill the College’s obligations under Negotiated Agreements with employee groups. To plan and carry out affirmative action programs which promote equal opportunity. To plan, organize, and administer the activities of his/her office or division. To be kept informed of new developments relating to his/her area of responsibility and to maintain a positive attitude toward change in order to improve the operations of his/her unit. To recommend the organizational structure, staffing compliment, and necessary changes in the administrator’s area of responsibility. To utilize adopted selection processes to identify and recommend personnel within administrator’s area of responsibility. To evaluate services and personnel in the administrator’s area of responsibility. To encourage professional development of personnel. To maintain effective communication with the administrator’s immediate supervisor. To promote an integrated effort in administration through cooperation with other administrators. To promote effective relationships with faculty staff, students, members of the community, and other educational institutions. To develop, recommend, and administer the budget for the administrator’s area of responsibility. To serve on committees and councils as directed by the President or the Administrators immediate supervisor. To perform any other duties assigned by the Administrator’s immediate supervisor. Procedures: The annual performance assessment is an on-going process to encourage professional growth and improvement, to recognize outstanding performance and to implement corrective and improvement processes related to administrative and professional-technical performance when appropriate. The annual assessment will consist of multiple steps, which will include a supervisor’s evaluation, selfevaluation, and peer evaluation and goals/objectives development. Following completion of the assessment tools, the employee’s supervising administrator will meet with the administrative or professional-technical employee to discuss the elements of the evaluation. These elements will include the following, at a minimum: 1. Administrative responsibilities including a review and update of the related position description. Administrative and professional-technical contract renewal recommendations with written summaries will be sent by the hiring authority and maintained by the Human Resources department. The hiring authority will inform the Human Resources Office of the contract status. Notices of non-renewal will be made no later than ________________.
