The bill's sponsor is State Representative Gregg Harris. From the House Chamber at the State Capitol: Republican State Representative Bill Black, who has served in the legislature for 24 years, delivers his farewell address to the Illinois House. Before his final remarks, Representative Black was honored by some 40 members of the House from both sides of the aisle. Representative Black recalls his tenure, as well as the challenges which face the state. From the Annual Meeting of the Illinois Association of School Boards: we speak with State Representative Roger Eddy about the impact of the state's fiscal crisis on education.
