A set of tender documents containing detailed specifications including terms and conditions
for the purchase of Oil Fired Forging Furnace L-Type with Side Burner (01 No.) is attached
herewith as Annexure-I.
You are requested to fill up the tender document strictly as per the enclosed format. The
specifications of the item offered by you must be indicated against our required specifications.
Last date for receipt of tenders duly complete in all respects is 18th October, 2013 before
11.00 A.M. The techno-commercial bids shall be opened on the same date at 2.00 P.M. in the
presence of the tenderers or their authorised representatives.

Others: As per tender or standard supply. Oil consumption will be
checked on 40/50mm dia blanks weighing 1250 Gms. It should be 130
Litres/Ton when the furnace is run at full load.
NOTE: There should be arrangement of partially openable Gate on the
back side of the Furnace to repair work of Floor Area. Gate Size: 3’ x 3’.
GENERAL DESCRIPTION:
The furnace will be rectangular in shape having two cast iron doors each
to be used for charge and discharging of material. The furnace will be
provided with recuperator and motorized combination valve besides
burner and blower. The material in the furnace chambers will be charged
manually and pushed forward manually.
SCOPE OF SUPPLY:
The scope will cover design, engineering, manufacture, supply, erection
and commissioning of the above furnace consisting of the following main
components.
FURNACE SHELL:
The main outer rectangular shell would be of sturdy construction and
fabricated out of 6mm thick rolled mild steel plates for main walls and
8mm thick mild steel plate for the burner side wall and bottom side. The
shell will be duly reinforced with adequate angles and channels.
FURNACE LINING:
The hearth and side walls of the furnace would be lined with suitable
thickness of High Alumina bricks of different grades backed up by
suitable thickness insulation bricks. The roof of the furnace will be lined
with ceramic fibre lining of suitable thickness which will be held with
stainless steel anchors. Refractory lining will be done at CIHT, Jalandhar.
COMBUSTION EQUIPMENT:
BURNER:
IIP Film Burner Size 3A of oil firing rate 5-20 Litres/Hr. operating at low
excess air levels giving improved fuel economy of the order of 10-15%
and reduced scale burning losses.
BLOWER:
One No. centrifugal steel plate blower of suitable capacity having air
pressure of 40” W.G. fitted with suitable motor of reputed make. The
impeller of the blower will be dynamically balanced.
OIL HEATING AND PUMPING UNIT:
One No. Encon Oil Heating & Pumping Unit of suitable capacity
comprising of two oil pumps with motors (one working and one standby)
and single heater of suitable capacity alongwith standard accessories like
pressure regulator, oil filters, pressure gauge, temperature gauge,
thermostat etc. The complete unit will be mounted on a neatly fabricated
steel tray.

-3OIL AND AIR PIPE LINE:
Complete oil and air pipe lines from oil heating and pumping unit and
from blower to the burner through motorized Air/Oil combination valve
and recuperator.
CHIMNEY WITH DAMPER:
One No. M.S. fabricated chimney of suitable length and dia meter
alongwith manually operated damper for controlling the flue gases and
furnace pressure.
ELECTRICAL CONTROL PANEL:
One No. Electrical Control Panel in rectangular shape, made out of steel
sheet, ground mounting type, equipped with contractors, overload relays,
fusses, push buttons, indicating lamps, ampere meter and voltmeter of
suitable capacity alongwith one PID controller and thermocouple
facilitating centralized control for all basic utilities.
FUEL CONSUMPTION:
Fuel consumption shall be in the range of 100-130 litres per ton of
material heated when the furnace is operated at full load and the weight of
the material to be heated is more than 400 Gms.
RECUPERATOR (Waste Heat Recovery System):
The furnace would be provided with a Radiant Type Recuperator, which
will preheat the combustion air to the temperature of about 200-225
degree C which will give a fuel saving of 5 to 7%.

TERMS & CONDITIONS:
01. The Techno-Commercial tender/quotation should be submitted in triplicate.
02. The rates quoted should be on F.O.R. destination basis.
03. The tender/quotation should remain valid for 90 days from the date of opening of the tender.
04. The tender/quotation should be made in lumpsum price separately for any/each item.
05. In case available on DGS&D rate contract, please attach valid Registration Certificate.
06. 90% Payment shall be made after delivery and installation, commissioning, successful trial,
functioning & training of the offered item at CIHT, Jalandhar and remaining 10% in one
month subject to final acceptance of stores. The party will have to deposit a Performance
Bank Guarantee equal to the 5% amount which will remain valid till Warrantee period.
07. (a) The tender/quotation must accompany demand draft / pay order amounting Rs.14,000/(Rupees Fourteen Thousand only) in the name of the Principal Director, Central Institute of
Hand Tools payable at Jalandhar towards lumpsum amount of Earnest Money (Refundable).
The Earnest Money must be attached with the Techno-Commercial Bid. The same will
be forfeited, if the execution of the order is not made in time. The offers without Earnest
Money Deposit will be considered as unresponsive and will be rejected.
(b) Parties registered with DGS&D or NSIC under Government Store purchase programme
are exempted from the payment of Earnest Money. A photocopy of the valid Registration
Certificate must be attached with the Techno-Commercial Bid.
08. The Principal Director, Central Institute of Hand Tools, Jalandhar does not undertake any
responsibility for non receipt/loss in transit or late receipt of tenders and also reserves the
right to reject any or all the tenders either in part or full without assigning any reason thereof.
09. The tender/quotation should be duly sealed and addressed to The Principal Director, Central
Institute of Hand Tools, G.T. Road, Bye Pass, Opp. Shaheed Bhagat Singh Colony, Jalandhar
City as “TENDER/QUOTATION FOR THE SUPPLY OF OIL FIRED FORGING
FURNACE L-TYPE WITH SIDE BURNER” and should reach this office latest by 18th
Ocotber, 2013 before 11.00 a.m. The techno-commercial bids shall be opened on the same
date at 2.00 p.m. in the presence of tenderers or their authorised representatives.

-210. The Purchase Committee has the right not to accept the lowest rates quoted by the suppliers/
manufacturers without assigning any reason.
11. Non fulfilling of any of the conditions, the tenders/quotations are liable to be rejected.
12. The decision of the Purchase Committee shall be final and binding on all the parties.
13. Conditional, late, incomplete and telegraphic tenders or tenders without earnest money shall
not be accepted.
14. The tender documents can also be downloaded from Website:eprocure.gov.in and the party
will have to pay Rs.500/- by means of demand draft at the time of submission of tender.
