DECISION
OF THE GOVERNMENT OF THE RUSSIAN FEDERATION
NO. 1301 OF OCTOBER 13, 1997
ON THE STATE REGISTRATION OF HOUSING FACILITIES
IN THE RUSSIAN FEDERATION
For the purposes of accelerating the performance of the reform of the housing and utility
sectors and bringing the state registration of housing facilities in conformity with the legislation of
the Russian Federation the Government of the Russian Federation hereby resolves:
1. To endorse the attached Regulations on the State Registration of Housing Facilities in the
Russian Federation.
2. To establish that the state registration of housing facilities, no matter the ownership thereof,
shall be performed according to a registration system uniform for the whole of the Russian
Federation in accordance with the legislation of the Russian Federation.
3. The State Committee for Housing and Construction Policy of the Russian Federation shall:
provide, on the basis of federal statistics observations, accounting and technical records of
housing facilities, the conduct of a complex analysis and generalization of the trends in the
development of the housing and utility sectors with the eventual use of the materials so obtained in
the pursuance of the state policy in this sphere of economy;
elaborate and on the approval of the State Statistics Committee of the Russian Federation
endorse in the first quarter of 1998 the Instructions for Conducting Registration of Housing Facilities
and provide verification of its implementation; provide methodological leadership and coordination
of the activities of the technical stock-taking organisations for technical registration of housing
facilities.
4. To recommend to the bodies of executive power of the subjects of the Russian Federation
to consider the issue of setting up the unified technical stock-taking organisation of a subject of the
Russian Federation on the basis of the existing technical stock-taking organisations through the
use of the positive experiences acquired in the Republic of Karelia, Ivanovo Region, Orel Region,
the Cities of Moscow, St.Petersburg and other subjects of the Russian Federation.
5. To deem invalid the Directions of the Council of Ministers of the RSFSR No. 264-r of
February 22, 1985.
6. To deem invalid on the territory of the Russian Federation the Decision of the Council of
Ministers of the USSR No. 136 of February 10, 1985 on the Procedure for the State Registration of
Housing Facilities.

REGULATIONS
ON THE STATE REGISTRATION OF HOUSING FACILITIES
IN THE RUSSIAN FEDERATION
(Endorsed by the Decision of the Government of the Russian Federation
No. 1301 of October 13, 1997)
1. The major task of the state registration of housing facilities in the Russian Federation is to
obtain information on the location, quantitative and qualitative composition, technical condition,
level of landscaping, value of the facilities and the variations in these indicators.
2. Subject to the state registration, no matter the form of ownership, shall be residential
houses, specialized houses (hostels, hotels, maneuver facility houses, special houses for single
old-age persons, boarding houses for disabled persons, veterans etc.), apartments, service
residential premises, other residential premises in other buildings suitable as living quarters.
The inclusion of residential buildings and residential premises in the housing facilities as well
as the exclusion thereof shall be performed in accordance with the housing legislation of the
Russian Federation.
3. The state registration of housing facilities in the Russian Federation shall include technical
(operative) registration, official statistics and accounting.
The basis of the state registration shall be made up of the technical registration performed with
no regular to the ownership of the housing facilities according to the registration system uniform for
the whole of the Russian Federation by means of technical stock-taking and registration of the
documents on the responsibilities of the title holders in respect to the maintenance of residential
buildings and residential premises (hereinafter referred to as "registration").
The procedure for technical registration shall be established by the State Committee for
Housing and Construction Policy of the Russian Federation.
The technical registration of housing facilities shall be vested in the specialized state and
municipal organisations in charge of technical stock-taking, unitary enterprises, services,
administrations, centers, bureaus (hereinafter referred to as "technical stock-taking bureaus") the
methodological back-up for which is provided by a state specialized organisation.
4. Technical stock-taking bureaus shall perform the technical registration of housing facilities
in city/town and rural localities no matter the ownership thereof, full in and present the forms of the
federal state statistics observations over housing facilities to the territorial state statistics bodies.
5. The official statistical records in respect to housing facilities shall be performed by the State
Statistics Committee of the Russian Federation and the territorial bodies thereof on the basis of
generalizing the forms of the state statistics observations over housing facilities presented by the
technical stock-taking bureaus as frequently and on the dates set by the annual federal statistics
work programs.
The forms of the federal statistics observations over housing facilities, the methodology, the
procedure and fill-in and submittal terms shall be elaborated and endorsed by the State Statistics
Committee of the Russian Federation on the approval of the State Committee for Housing and
Construction Policy of the Russian Federation.

The indicators of the technical registration of housing facilities shall correspond to the
indicators of the official statistical records.
6. Accounting shall be performed in respect to housing facilities in accordance with the
Federal Law on Accounting (Collection of Legislation of the Russian Federation, item 5369, No. 48,
1996) and other regulatory legal acts.
7. The technical stock-taking bureaus shall perform the following:
the technical stock-taking of housing facilities and the making of housing facility passports;
the verification of the technical condition of residential houses and residential premises;
the evaluation and re-evaluation of residential buildings and residential premises including for
taxation purposes;
providing information and consultation services and other activities relating to the state
registration of housing facilities.
8. The technical passport of a house and grounds, building and residential premises
(apartment) shall be compiled as residential buildings are accepted to be commissioned or when
residential premises are included in housing facilities.
Subsequent technical registration shall be performed by means of holding scheduled stocktaking of residential buildings and residential premises at least once every five years and as
changes in the registration indicators get revealed in the process of off-schedule check-ups.
9. Stock-taking data and other technical registration data concerning housing facilities shall be
binding for application except as otherwise provided in the legislation of the Russian Federation in
the following cases:
the compilation of state statistics and accounting reports on housing facilities;
the state registration of the rights to real property and deals with real property;
the computation and verification of the taxable base of real property in the housing sphere;
the commissioning of residential buildings and residential premises; the determination of the
technical condition and physical wear of residential buildings and residential premises;
the registration of housing owners' partnerships;
the attributing cadastre numbers to real property facilities in the housing sphere.
10. The making of the passports and the scheduled technical stock-taking in respect to
residential buildings and residential premises shall be performed by the technical stock-taking
bureaus at the expense of the resources of their owners at the rates endorsed by the bodies of
executive power of the subjects of the Russian Federation.
Off-schedule check-ups may be conducted by the technical stock-taking bureaus on the
requests of the owners of residential buildings and residential premises at the prices agreed upon.
11. The executive registration/technical documentation for a completed residential house
compiled by a technical stock-taking bureau shall be included in the set of documentation submitted
by the customer (developer) to the acceptance commission.
The issuance of the technical passports of buildings having residential premises without the
acceptance certificate confirming that they have been accepted for commissioning is prohibited.
Abstracts and copies of specific kinds of information out of a technical passport shall make up
separate documents for which the procedure of issuance shall be set by the bodies of executive
power of the subjects of the Russian Federation.
The bodies of executive power of the Russian Federation may endorse additional kinds of
information for the technical passport containing the technical information they require.
12. The registration of a house and grounds, buildings and residential premises (apartments)
shall be performed by the technical stock-taking bureaus by means of keeping a housing facilities
register.
13. The technical passports, registration books, other documents compiled by the technical
stock-taking bureaus prior to the putting into force of the present Regulations shall be deemed
valid.
14. The registration/technical, evaluation and right-establishing documentation for housing
facilities including the technical passports, registration books, copies of registered documents
united into stock-taking cases as well as other stock-taking documents shall be kept in the archives
of the technical stock-taking bureaus as well as in the united archives of the State Committee for
Housing and Construction Policy of the Russian Federation.
The archives of the technical stock-taking bureaus shall be referred to the state archives fund
of the Russian Federation and shall be federal property used by the subjects of the Russian
Federation.
Alienation of the archives of the technical stock-taking bureaus is prohibited.
15. The procedure for granting access and providing information from the archives of the
technical stock-taking bureaus shall be determined by the bodies of executive power of the subjects
of the Russian Federation.
16. The technical stock-taking bureaus of the subjects of the Russian Federation shall perform
the following:
the keeping of the state registers of the archives of the technical stock-taking bureaus of the
subjects of the Russian Federation;
the annual stock-taking of the archives of the technical stock-taking bureaus.
17. The officials of the bodies of executive power of the subjects of the Russian Federation as
well as the officials of the technical stock-taking bureaus shall be legally accountable under the
legislation of the Russian Federation for improper implementation of the provisions of the present
Regulations.
