ATTACHMENT Q-1
Provide plans and specifications for each primary road to include the following:
A.
Design drawings, plan view, map, construction specifications and cross sections;
1. Peerless Eagle is proposing to modify Haul Road #1. The as-built certification has
been included and attached in Section Q.
B.
Road width, gradient, and surfacing materials;
1. Haul Roads will be constructed to the proper width to handle the volume and weight of
the traffic proposed. The roadways will be surfaced with a durable material (i.e., gravel,
asphalt, etc.)
2. The overall grade shall not exceed ten percent (10%).
3. The maximum pitch grade shall not exceed fifteen percent (15%) for three hundred feet
(300') in each one thousand feet (1,000') of road construction.
4. The road surface shall pitch toward the ditch at the minimum rate of 1/2 inch per foot of
surface width or crowned at the minimum rate of 1/2 inch per foot of surface width as
measured from the centerline of the road.
5. Drainage control is designed to handle a 10-year, 24-hour storm event.
C.
Fill embankment and road cut;
Embankment sections shall be constructed in accordance with the following provisions:
Where an embankment is to be placed on side slopes exceeding thirty-six percent
(36%), the following conditions shall be required:
1)
All vegetative material and topsoil shall be removed from the embankment
foundation to increase stability, and no vegetative material or topsoil shall be
placed beneath or in any embankment.
2)
A keyway cut shall be required at the proposed toe of the fill so as to increase
stability; said keyway shall be at a minimum 10 feet in width and shall be sloped
inward.
3)
The embankment shall be constructed in uniform compacted layers not to
exceed 24 inches.
4)
The embankment slopes shall be no steeper than 1.5 horizontal to 1 vertical.
Where an embankment is to be placed on side slopes less than thirty-six percent
(36%), the following conditions shall be required:
1)
All vegetative material and topsoil shall be removed from the embankment
foundation to increase stability, and no vegetative material or topsoil shall be
placed beneath or in any embankment.
2)
Embankments shall be constructed to conform to compaction, stabilization and
techniques as required in the controlled placement of the rules and regulations.

3)
The embankment slopes shall be no steeper than 2 horizontal to 1 vertical.
The haulroads shall not be surfaced with any acid-producing and/or toxic material. All
ditches, sumps, and culverts shall be installed according to design specifications shown on
the following pages. All disturbed areas shall be seeded and mulched immediately after
construction and maintained thereafter. Temporary erosion and sedimentation control
measures such as straw bale dikes and/or filter fence shall be implemented during
construction until permanent sediment control is established.
D.
Culverts, bridges, and low-water crossings;
Minimum culvert size shall be no smaller than 12” in diameter. Culverts along the proposed
haulroads typically consist of smooth walled spiral helix pipe (Manning’s roughness
coefficient of 0.015), traditional corrugated metal (Manning’s roughness coefficient of
0.024), or smooth cast iron pipe (Manning’s roughness coefficient of 0.014). Any deviation
from the proposed culvert size or type of culvert will be adjusted due to field conditions and
drainage requirements.
No part of any road shall be located in the channel of an intermittent or perennial stream
unless specifically approved by the Director. Such culverts, bridges, or low water crossings
shall comply with the following:
Roads shall be located to minimize downstream sedimentation and flooding.
Any such stream crossing that involves the relocation or alteration of the stream
channel shall comply with Sections 5.2 and 5.3 of 38CSR2.
E.
Drainage ditches and structures;
Ditches shall be provided on the inside shoulder of a cut - fill section, with ditch relief
culverts being spaced according to grade. All ditches shall be capable of passing the peak
discharge of a 1-year, 24-hour precipitation event.
Ditch relief culverts shall be installed as necessary to insure proper drainage of surface
water beneath the access road, according to the following provisions:

All culverts shall be installed across the road at a thirty-degree (30o) angle downgrade with
a minimum grade of three percent (3%) from inlet to outlet. The inlet end shall be protected
by an appropriate headwall of stable material as approved by the Director and the slope at
the outlet shall be protected with an apron of rock rip-rap, an energy dissipater, or other
similar structure. All culverts shall be covered by compacted fill to a minimum depth of one
foot (1') or half the culvert diameter, whichever is greater. All culvert openings shall be
adequate to pass the peak runoff of a 1-year, 24-hour precipitation event.

F.
Operation and maintenance procedures;
All ditches and sumps will be inspected quarterly and cleaned as needed. Equipment shall
be used as necessary to maintain road grade, remove spills, and to fill and smooth any
surface depressions. All reasonable means will be employed to control dust. The roadway
surface shall be maintained at regular intervals to control or prevent erosion and siltation.
G.
Certification and periodic inspection procedures;
Upon satisfaction of the design criteria included in the approved plan, a certification
statement will be prepared and submitted to the DEP. Roads constructed or improved in
accordance with designs found in the approved permit application will not be used for coal
haulage until properly certified. Acceptance of the certification by DEP shall release the
subject road for general use.
H.
Abandonment and/or removal plan.
Immediately after the haulroads are no longer needed for operations, reclamation,
monitoring, or other valid use, such roads shall be abandoned according to the following
requirements:
1)
Every effort shall be made to prevent erosion by the use of culverts, water bars,
or other devices.

Bridges, culverts, stream crossings, or other similar facilities necessary to provide access to
the operation will not be removed until reclamation is completed and approved by the
Director. Precautions will be taken to protect the water quality during the removal of any
drainage control structure, including the placement of durable material or mulch/straw
immediately after removal.
Upon abandonment of the haulroads, the roadway shall be seeded and mulched
according to the Revegetation Plan.
