In accordance with N.J.S.A. 19:44A-20.5, the Borough of Spring Lake Heights in the County of Monmouth solicits resumes setting forth qualifications for the following services: TOWNSHIP ATTORNEY. (The duties of Township Attorney are set forth in the The Borough of Spring Lake Heights Code 2-9-2 and in accordance with the requirements of New Jersey law.) The established criteria for awarding a contract shall be: 1. Attorney-at-law of the State of New Jersey for a minimum of five (5) years. 2. Multi-disciplinary civil law practice for a minimum of five (5) years. 3. Experience practicing before State and Federal Courts for a minimum of five (5) years. 4. Experience representing a New Jersey municipal government in a community with demographics similar to The Borough of Spring Lake Heights for a minimum of five (5) years. Fees to be negotiated. Experience and reputation to be considered. MUNICIPAL BOND COUNSEL. (The duties of Municipal Bond Counsel are in accordance with New Jersey Statutes.) The established criteria for awarding a contract shall be: 1. Attorney-at-law of the State of New Jersey for a minimum of five (5) years. 2. Has a minimum of five (5) years experience representing local government entities appearing before the New Jersey Local Finance Board. 3. Must be a nationally recognized Bond Counsel and appear in the Red Book. 4. Has a minimum of five (5) years representing public entities with regard to State of New Jersey Local Bond Law, Local Budget Law and Local Fiscal Affairs Law. 5. Experience representing a New Jersey municipal government in a community with demographics similar to The Borough of Spring Lake Heights for a minimum of five (5) years. Fees to be negotiated. Experience and reputation to be considered. PLANNING BOARD ATTORNEY. (The duties of the Planning Board Attorney are in accordance with New Jersey Statutes. The established criteria for awarding a contract shall be: 1. Attorney-at-law of the State of New Jersey for a minimum of five (5) years. 2. Experience practicing before State Courts for a minimum of five (5) years. 3. Experience representing a New Jersey municipal land use board in a community with demographics similar to The Borough of Spring Lake Heights for a minimum of five (5) years. Fees to be negotiated. Experience and reputation to be considered. ZONING BOARD ATTORNEY. (The duties of the Zoning Board of Adjustment Attorney are in accordance with New Jersey Statutes). The established criteria for awarding a contract shall be: 1. Attorney-at-law of the State of New Jersey for a minimum of five (5) years. 2. Experience practicing before State Courts for a minimum of five (5) years. 3. Experience representing a New Jersey municipal land use board in a community with demographics similar to The Borough of Spring Lake Heights for a minimum of five (5) years. Fees to be negotiated. Experience and reputation to be considered. MUNICIPAL AUDITOR (The duties of Municipal Auditor are in accordance with New Jersey Statutes and regulations). The established criteria for awarding a contract shall be: 1. Certified Public Accountant and Registered Municipal Accountant in New Jersey for a minimum of five (5) years. 2. Has a minimum of five (5) years of experience representing municipal entities appearing before the New Jersey Local Finance Board. 3. Has a minimum of five (5) years experience representing public entities with regard to compliance with the State of New Jersey laws including but not limited to the Local Bond Law, Local Budget Law and Local Fiscal Affairs Law. 4. Five (5) years of experience representing a New Jersey municipal government in a community with demographics similar to The Borough of Spring Lake Heights. Fees to be negotiated. Experience and reputation to be considered. TOWNSHIP ENGINEER. (The duties of Township Engineer are set forth in the Borough of Spring Lake Heights Code and in accordance with applicable State Law). The established criteria for awarding a contract shall include: 1. Licensed as a Professional Engineer and is certified as a Certified Municipal Engineer in the State of New Jersey for a minimum of five (5) years. 2. Multi-disciplinary engineering firm with at least five (5)years of experience in providing engineering design and administration services, surveying services and land use engineering plan review and inspection services with a New Jersey municipal government in a community with demographics similar to The Borough of Spring Lake Heights. Fees to be negotiated. Experience and reputation to be considered. A certification, pursuant to N.J.S.A. 19:44A-20.8 will be required from each entity awarded a contract.
