Terms of Reference: Respect Photography Project
Introduction
Rural Community Network’s Rural Enabler Programme is inviting tenders to deliver a
photography project around the concept of ‘Respect’ to 22 participants aged 13-16 years in
Omagh, Co. Tyrone. This project will be delivered with support from FOCUS’s Young Adult
Leadership Programme (YALP).
The final work will be exhibited on Friday 21st September, International Peace Day as one of
the opening events for Rural Respect Week which is being led by the Rural Enabler
Programme from 21st – 29th September.
Rural Enabler Programme
The Rural Enabler Programme employs a community development approach to tackling
conflict impacts and modern day racism within rural NI and the Border Counties of Ireland.
The Programme is aimed at supporting communities to take steps in addressing conflict
impacts, racism and social inequality and in doing so overcome tensions, develop increased
understanding and build positive relationships for the future.
This delivery is supported by Sub Regional Advisory Groups (SAG), and each County Enabler
adopts a local specific approach in response to the identified needs of the area.
The programme provides support and assistance to groups and individuals in rural
communities (DARD defined as <4.500), in building relations with the ‘other’, as a legacy of
the conflict or in terms of newcomers to these areas.
The Programme is funded under the European Union’s PEACE III Programme through the
Special EU Programmes Body.
Young Adult Leadership Programme
The Young Adult Leadership Programme (YALP) is a cross-community and cross-border
project based within FOCUS, Omagh.
YALP is aimed at young people aged 12-17 years old who live within the Omagh District
Area. The programme aims to enable our young people to tackle and address the important
issues of sectarianism and racism within our communities, by providing specific training,
relationship building opportunities and valuable life experiences.
The Young Adult Leadership Programme is financed by the European Union's European
Regional Development Fund (or ERDF) through the EU Programme for Peace and
Reconciliation managed for the Special EU Programmes Body by the NW Peace III Cluster.
Objectives of the project

Photography will be used in exploring the concept of ‘Respect’ and allowing young
people to air and challenge views.

Training on the basic skills of photography.

Support the young people in identifying unique images of people/places/things,
taken from a young person’s perspective, which depict life in their communities
which they feel are of particular importance to their culture, identity that they would
like other people to respect.
Outputs

Young people will have gained the necessary skills of basic photography

A collection of photographs suitable for exhibiting

Exhibition plan based round the concept ‘Respect’

Evidenced evaluation process which has captured the young people’s personal
learning journey through the project
Budget
Maximum amount for this programme is £1,500
Time frame
Workshops will take place in Omagh Community House on 31thAugust, 6th Sept and 13th
Sept 3.45-5.30 pm and will include visits to a number of urban and rural communities.
The final exhibition of work will take place in Omagh Community House on Friday evening
21st September, International Peace Day.

Child protection policy and procedures
A breakdown of all fees and costs, including artist (s) fees per hour, travel,
equipment and exhibition costs. Also please indicate whether or not they
are inclusive of VAT
CVs must also be included.
Failure to provide any of the above will result in the tender submission being declared
ineligible.
Award Criteria
Tenders will be selected against the following :
60% for methodology
40% for cost
