LEGAL NOTICE
REQUEST FOR STATEMENTS OF QUALIFICATIONS FOR ENGINEERING
SERVICES
“WEIR MIDDLE SCHOOL SAFE ROUTES TO SCHOOL” PROJECT
The City of Weirton, West Virginia is seeking an engineering firm for the design of a sidewalk
and related structures and utilities under the “Safe Routes to School” program. The sidewalks
will be located on the east side of South 11th Street, from Heights Street north to the Rider Mart.
Anticipated services include, but are not limited to:

Engineering design of concrete sidewalk, curb and gutter, grading, any necessary
retaining walls, possible relocation of existing utilities and stormwater management
facilities to meet City of Weirton and WVDOT standards.

Topographic survey of all existing conditions.

Preparation (including any necessary revisions) of all surveys for right-of way acquisition
in recordable form and for construction and permanent easements from private property
owners.

Provide cost estimates, surveys in recordable form and final construction plans and
documents for sidewalk, curb and gutter, grading, any necessary retaining walls,
relocation of existing utilities and stormwater management facilities.

Prepare contract documents for the project, including drawings, details, and
specifications.

Provide bid phase services, including distribution of bid packages, answering questions
from bidders, conducting the pre-bid conference, participating in the bid opening, and
assisting the City in analyzing the bids.

Provide construction management and inspection services throughout the construction of
the project.
The City of Weirton requires that the actual construction of the project be completed by
April 1, 2013 so the engineering design should be completed by the end of December 2012.
Interested firms shall submit three (3) copies of their “Statement of Qualifications” that must
include the following information in order of relative importance:






Letter of Interest
Technical qualifications and experience of the individuals to be involved in the project
Ability to meet the project’s schedule
List of similarly designed projects
References
Other information at the discretion of the firm

The purpose of the competitive process is to objectively select an individual/firm who will
provide the highest quality service at a reasonable fee. The candidate judged most qualified will
be asked to prepare a proposal reflecting fixed fees for said services.
Please submit all requested information to: City of Weirton, 200 Municipal Plaza, Weirton, WV
26062, ATTENTION: City Manager.
Sealed qualifications will be publicly opened in Conference Room 206 of the Weirton City
Building, 200 Municipal Plaza, Weirton, WV, and must be received no later than 2:00 p.m. on
Tuesday, October 9, 2012.
The City of Weirton reserves the right to reject any and all proposals, to waive any informalities
or irregularities in the proposals received, and to accept any proposal which it deems most
favorable.
