VILLAGE OF WYOCENA VILLAGE BOARD MINUTES MONDAY, JANUARY 13, 2014 Call to order: Village President, Jim Struck, called the meeting to order at 7:00 P.M. Roll call: Present was Gil Kuzera, Kim Bauer, James Struck, Jennifer Nickel, Carolyn Schroeder, Paul Crary, and Todd Hepler. Other attendees were Roxann Brue, Administrator, Clerk/Treasurer, Jared Anderson, Public Works Foreman/Utility Operator, Jennifer Casey, Library Director, Kathy Morrison, Madonna Struck, Ben Grosse, Kimberly Chouinard, and Gene Kyburz. Proof of Posting: Village clerk posted the agenda for the January 13, 2014 Village Board meeting on the bulletin board at Wyocena Community Center, Wyocena Post Office, the United Cooperative – Wyocena and the Village website on Thursday, January 9, 2014. Recognition of Visitors: Ben Grosse addressed the board about issues with the EMS service for the village. Mr. Grosse is currently on the service and he stated he saw deficiencies in the service which he would like the board to consider. President Struck instructed the clerk to place Mr. Grosse on the February 10th agenda. Kimberly Chouinard introduced herself to the board as a new resident. Minutes: Motion by Crary, seconded by Nickel, to approve the minutes of December 9, 2013 Village Board meeting. M.C. Reports: Library Report: Jennifer Casey gave the board a written report. Jennifer explained that circulation was up for 2013. Jennifer informed the board she had met with both assistant librarians and that the new library hours were in effect. Police Report: Written report given to board. No questions. Public Work Foreman Report: The board reviewed the report. Jared gave the board a picture of the lift station pump that Brabazon would be installing. Jared explained this was a different pump that original bid but the cost would be the same since Brabazon has taken so long to install a replacement pump. Jared also informed the board that on Friday, January 10 he went into the shop and heard water running. Jared discovered water running out of a wall and he notified the owner who cleaned and fixed the problem. President Struck inquire on the flooding of the basketball court was going which Jared informed him they had started but with the warmer weather they have not completely flood in area. Administrator Report: Roxann informed the Board as of today she has sent out 17 applications for the position and received back 7. The last day to apply is January 15 th. Roxann also informed the board of the frozen pipes in the kitchen which Jared and Jeremy were able to unthaw and insulate. Tax collections are up slightly from 2012 and Columbia co still has a few items to remove form the community room that were for the nutrition program. Treasurer Report: Roxann presented the following vouchers for approval. Motion by Bauer seconded by Schroeder, to approve paying the following bills. Motion by Struck, seconded by Bauer to allow the girls to use the gym when available. M.C. Mr. Kyburz is to check with the clerk on available days. Kathy Morrison requested use of the gym on a future Saturday for the gymnastics fund raising Euchre party which she stated would be sometime in April or May. Motion by Hepler, seconded by Bauer to allow the Pardeeville gymnastic club use of the gym subject to scheduling. M.C. Trustee Nickel requested that the gym be open on Sundays for use by resident starting January 19 till May 1st. Trustee Nickel stated her husband would supervise the activities. Motion by Bauer, seconded by Schroeder to allow the gym to be open on Sundays till May 1 st. M.C. Copier lease: Motion by Hepler, seconded by Nickel to table until the clerk can get information on a short lease period. M.C. Shop lease: Motion by Crary, seconded by Bauer, to not sign the proposed lease. M.C. Cemetery clean up day: Trustee Nickel explained she would like Saturday May 10th, from 8 AM till noon for cleaning of the cemetery. Motion by Crary, seconded by Bauer to have May 10th as cemetery clean up day. M.C. Park committee: Trustee Nickel requested that the Ad Hoc committee meet on February 10 th at 6:30 pm. Interview Schedule: Roxann asked the board how they wanted to proceed with the application received for the Administrator/clerk-treasurer position. The board decided they would meet in closed session on Monday, January 20, at 6:30 pm to review applications. Ordinances: Trustee Hepler requested the committee meet at 6:30 pm on Monday January 27th to work on the proposed ordinances. Items for next Board meeting: Policy and fees for gym use.
