Homeowners/Residents of VPCA are very considerate about putting their
trash containers out of sight right after pick up days. It is unusual when we
have to send reminders. Keep it up and good for you!
 New service providers: Thank you to Frank Gaffey for his help over
the past few years. His other responsibilities take priority, so
janitorial is now Calico Building Services, Inc. and security is now
Nordic Security Services. Please continue to call the VPCA office
with janitorial, security or maintenance concerns.
 Pools: Small pool is heated year round. The gates are open all
year from 7:00 a.m. to 10 p.m. If you hear or see someone
trespassing during unscheduled hours please call the police at
(949) 724-7200 or Security Dispatcher at 1-800-883-3880. We
have had considerable damage from people climbing over the
fences, leaving gates ajar and breaking locks. How can anyone
leave a gate open when it could mean a child could get in and
drown? Please help monitor this problem. Leave gates locked.
 Not personal: Real estate sales and property values are declining
and the competition for buyers is accelerating. If you receive a
letter asking that you improve the appearance of your home with
new paint, roof, fence, or better landscape maintenance for
example, please don’t take it personally. Each of you contributes
toward the value of the whole community by maintaining the
condition and appearance of your property and part of my job is to
help keep your neighborhood looking great.
 If you notice vehicles parked more than 72 hours in common areas
without being moved, please call the office so we can ticket them
and help relieve some of the “packed” areas.

LANDSCAPING ISSUES:
If you have requested that bare areas near your home be filled in, please
be patient. To the extent the 2007 budget for plant material allows, new
plantings will be done this year, however, many areas will have to wait until
2008. Meanwhile, we are aware that in some of our shrub beds, not all
plants receive adequate water due to the type of sprinkler heads that were
installed. Our landscape supervisor, Jose Ordaz, plans to change the
heads in the shrub beds to allow for better distribution of the water. We are
also aware that in some areas, our soil needs conditioning and we will be
working to improve soil conditions in 2008 through cultivation and with the
use of gypsum. This will allow water to be absorbed more readily and
should improve plant growth. Thank you for your patience.

DOG OWNER SURVEY:
A homeowner conducted an informal survey of 17
people over seven months who were walking
/running their dogs on our main greenbelt and/or
paths. Nine of these were not residents of VPCA.
(They came from UCA, Terrace, Parkview
Apartments and Parkside. When our manager
contacted these associations they claimed that an
equal if not greater number of our residents walk
dogs on their property. All nine stated that they had
been barred or threatened with fines by their own
associations and our pathways were inviting to them
since there were no consequences here. Two stated
that they use our doggie bag dispenser and no longer
provide their own bags. Two claimed not to know
there was a leash law in Irvine. All claimed to be
unaware that our association has rules regarding
pets.
Of the eight people who reside in our village, three
felt it was the maintenance people or the gardener’s
responsibility to pick up after their dogs and two said
they carried doggie bags but never used them. Two
claimed not to know of the Irvine leash laws and
several carried leashes but let their dogs run loose.
And far worse, there was an incident where dogs off
leash got into a fight near a tot lot with children
present and their owners could not restrain them.
While we are no longer allowed to restrict pet
owners from walking their dogs on the main
greenbelt, we implore our pet owners to use common
sense, obey the law and exhibit common courtesy.
VPCA residents are subject to all Animal Regulations
in the City of Irvine. These include a licensing law, a
leash law, a noise nuisance law, an excreta nuisance
law and a regulation regarding unattended animals.
We have published these in their entirety and they
will be republished in our newsletter when space
allows, however, there have been numerous articles
regarding this matter in the Villager – one as recent
as two months ago.
It is difficult to imagine that anyone could not be
aware that they must clean up after their own pet and
not allow a pet to create a nuisance. In addition,
pages 43 and 44 of our Information Handbook
provides all the specifics on Animal Regulations as
does our website. Residents should remember that
the city provides a dog park on Sand Canyon, which
is open to the public free. Most importantly, when
violations are spotted on VPCA property, residents
should not hesitate to call the Irvine Police or Animal
Control Services to report violators. The numbers are
in the Villager every month. Let’s work together to
change this situation. Thank you.
BLOCK CAPTAINS:
Although the changes to HOA election laws have
changed the traditional role of our Block Captains,
we hope our captains will continue to function as
valuable liaisons for residents to answer questions
and/or serve as emergency contacts. We are in the
process of compiling a welcome packet for Block
Captains to deliver to new homeowners in order to
welcome them and answer questions they may have
about the community they are entering. We hope to
have a sample ready to share with the Block
Captains before too much longer and will schedule a
meeting to discuss the contents of the packets and
share ideas on how to best deliver them.

UNIVERSITY COMMUNITY PARK
IMPROVEMENTS
In the last Villager, we reported on proposed
improvements to the facilities at University Community
Park that were discussed at a public meeting. A second
public meeting was recently conducted with some minor
changes made in response to the first meeting. At this
point, we still do not believe the proposed project will have
any significant adverse impact on VPCA. For more
information, call city staff member, Debra Mears, at 7246672. A public hearing before the Irvine Community
Services Commission to approve the project is scheduled
for October 17 at 6:30 in City Hall.

SUMMARY FACILITIES COMMITTEE
MEETING
AUGUST 6, 2007
Members Present:

Frank McGill and Tim Canby.
Members of the committee met for a walk- through
meeting to review condition of the small pool area
facilities. The following motions were approved:
1. Keep footprint of bathroom as is; remove all siding
and repair damaged studs; install new siding; paint
finish. 2. Replace flooring with tile. 3. Replace exhaust
fans & light fixtures. 4. Remove clock. 5. Redirect irrigation.
6. Provide splash guard at water fountain. 7. Clean
equipment rooms. 8. Caulk around all openings, replace
vent screens & provide mesh. 9. Replace roof vent caps.
The next regularly scheduled clubhouse meeting was
scheduled for September 10, 2007 at 7:05 p.m.
GREENBELT WALK SUMMARY SEPTEMBER 11, 2007
Present: Committee Members: Jean Anne Turner, Carol Lamphier and Joyce Tachner. Landscape Supervisor: Jose Ordaz and
and General Manager: Sheila Robbins.










The committee examined an area where Southern California Edison plans to add an additional
capacitor adjacent to an existing one behind 4492 Elm Tree.
Mr. Ordaz will submit a proposal to change sprinkler heads in approximately 50% of the shrub
beds in order to widen the distribution of water in those beds.
Mr. Ordaz will do a soil test on the Elm Tree entry island in an attempt to learn why the new trees
are failing.
The committee will propose installing stepping stones at back gates where the turf swales have
become too sparse and muddy.
Several shrub beds were noted as needing fill in. Jasmine have done especially poorly due to
rabbits, foot traffic, and irrigation issues. Other species will be used instead.
Several locations where sprinkler heads have broken were noted for repair.
The landscaping bordering the wrought iron fence around the small pool was examined. Ms.
Tachner informed the committee that the Facilities Committee believes that the soil level,
irrigation, and plant size are causing damage to the fence. These conditions need to be
remedied before repairing the fence.
Trees on the Redwood Tree entry island were checked. They have failed to thrive over many
years and it was decided to replace them with a different species.
Nine areas were checked in response to homeowner questions of concerns.
The manager will send letters to seven homeowners regarding maintenance issues on their
properties.

SUMMARY OF SEPTEMBER 6, 2007 GREENBELT MEETING
Present: Committee Members: Richard Derricq, Amira Mansour, Carol Lamphier, Sona Simsarian, Jean Anne Turner,
Jose Ordaz, Total Landscaping and Sheila Robbins, General Manager.

Homeowner, Chris Wirges, of 32 Oak Tree attended the meeting. He spoke to the committee about
three irrigation issues: start and stop times, duration, and sprinkler head options. The committee
discussed his suggestions.

Other irrigation concerns were discussed.
Four area maps were collected.
The walk and meeting minutes of June 12, July 5, July 10 and August 14 were approved.
Ms. Turner noted inconsistencies in the service charges levied by IRWD. So far, they have not
given a satisfactory explanation.
Board Treasurer, Ms. Mansour, asked the committee to submit needed items well in advance, if
possible, so that money can be budgeted. She suggested a 3 to 5 year plan so that a reserve could
be built up to satisfy any major greenbelt needs.
Mr. Ordaz submitted proposals for three items: freeway berm renovation and two french drains.
Mr. Ordaz reported on irrigation repairs, vertical mowing, and costs for car stops in the parking
bays.
Discussed a letter from a resident about withholding irrigation from areas not visible in the
association. This has been done in the case of the back slope of the freeway berm. Most other
areas in the association are visible to homeowners and cannot be allowed to go without water.
Ms. Turner gave the committee a budget update through July 31, 2007.
Lunch for the landscaping crew was scheduled for September 18.
Ms. Turner provided a partial list of items for the September 11th walk.

COMMUNITY EMERGENCY RESPONSE TEAM “CERT” is offered by the Irvine Police
Department and Orange County Fire Authority. The training covers basic skills important in a
disaster, when emergency services are unavailable and you will want to help. With training,
practice and direction, you will be able to do the greatest good for the greatest number of
people after a disaster, while also protecting yourself from becoming a victim. CERT is a group
of responsible, trained individuals who have come together to form a skilled group of Disaster
Service Workers. If you are interested in the training offered, please contact: City of Irvine,
