Slab Leaks – Just as plumbing in cement around the pools has been deteriorating in the past 40+ years, there are slab leaks within homes. If you have water coming from slab plumbing, be sure the lines are redirected outside the slab and do not put in hardwood floors without adequate water barriers. Doggie Bags – A different distributor for the doggie bags has been selected and the bags will be less expensive. However, it would be very helpful if pet owners would use their own plastic bags when possible. Please take the bags only as needed and do not leave the bags in the common areas. Insurance at Risk – If you change the exterior of your home in any way, you need to get prior approval from the VPCA Architectural Committee and you will want to be sure any changes inside or outside meet State Building Codes. If not in compliance, your insurance coverage could be at risk. Tax Time Questions - Every year we get calls from homeowners asking what portion of their monthly assessment goes to the VPCA master insurance policy. Please see the 2012 Budget mailed last month. For example: under General & Administrative Expenses line item 8410 Insurance it shows $58.84 per Unit. That is what each homeowner pays for monthly insurance. Who to Call – Each month we include phone numbers (on the left side of the newsletters) for services most likely needed when the VPCA office is closed. Please note that NORDIC has a 24 hour number available to homeowners for off hour emergencies or needs. 1 experience with pool decks. The Board reviewed the four bids and discussed the pros/cons of each contractor with Mr. Kiss. After the review the Board requested to meet with contractor #3. BITS FROM THE BOARD VPCA Pool Deck December Update The Board Is Gathering Information In addition, the Board directed Mike Kiss to move ahead with the City of Irvine and the County Health Department to determine what permits and updates will be required for the pool deck project. Would Deck Coating be a good alternative to Concrete? The Board requested a 40 year comparison of the cost of deck coating and concrete. While it is true that the initial cost of deck coating is much less, the cost advantage disappears over the 40 year period due to the maintenance (cleaning and seal coating) required to keep the deck coating under warranty and the appearance up to standard. For Area 1 of the project, which is 14,280 sq. feet of deck, concrete replacement would cost approximately $257,000 to $300,000. Using Deck Coating material, the total cost over a 40 year period can range from $295,000 to $547,000 depending on when the deck is re-coated. To keep the warranty in effect, the deck coating should be re-coated every two years at an estimated cost of $17,850 per treatment. If the deck coating was re-coated every 4 years instead, that would lower the overall cost over the 40 year period to approximately $295,000, but coating would then be out of warranty. In summary, at this time the board is uncomfortable with pool deck coating because it is not as durable or long lasting as concrete and because of the ongoing maintenance requirement and related cost. Lastly, the Board has asked the Finance Committee to review the Association’s Reserve balance and report back with a recommendation as to a projected analysis that would ensure that remaining Reserve balances are adequate to meet expected near future expenditures as recommended by the Association’s Reserve Study. The Board is mindful that VPCA will need to replace the pool deck at the large pool at some time and also the small pool over the next few years. The Board wants to ensure that we can afford these projects in order to avoid special assessments or spending down our reserves to an undesirable level. Because the Board would like to see the project completed in time for the summer season, the Board has tentatively scheduled a Special Meeting for Thursday, January 12, 2012 at 7 pm to review the current status of the project and meet with the project manager and prospective contractor at that time. All residents are welcome. Check the VPCA bulletin board for meeting date confirmation. What about the cost to replace plumbing and electrical which will be required if concrete is used. The Board expects to replace the old plumbing and electrical at the time of the pool deck replacement. While the current plumbing and electrical systems are working they are also 40 years old! There is no need to wait for the old plumbing or electrical to fail and then dig up the deck for repairs. We will take the opportunity while the ground is open to replace both systems as part of this project. HELEN HARDER VOLUNTEER OF THE QUARTER The VPCA Board of Directors selected Pete Snetsinger as the Volunteer of the Quarter Award recipient for the first quarter of 2012. Mr. Snetsinger served on the Board for 4 years and was President for two terms. He helped found the VPCA swim team, which is the most successful and important program in VPCA history. He continues to volunteer for the swim team. Thank you to Mr. Snetsinger and all of the great volunteers who contribute to the quality of life in our community. Why now. The Associations Reserve study recommends that the pool concrete be replaced in 2013; however, the Board believes that accelerating the replacement of the pool concrete decking to 2012 can save on overall costs as contractors are willing to bargain due to the poor economy. What is the project status now? For the cost, durability and maintenance issues discussed above the Board voted against using deck coating as a replacement solution and approved replacing Area 1(pool decking) with Concrete. VISTA VERDE DEVELOPMENT The Irvine Planning Commission is tentatively scheduled to conduct a public hearing January 19th and the City Council on February 14th on the proposed development by William Lyon Homes on the old Vista Verde school site. SUMMARY OF GREENBELT COMMITTEE MEETING MINUTES DECEMBER 1, 2011 PRESENT: Chairperson: Jean Anne Turner; Board Liaison: Carol Tipper; Secretary: Carol Lamphier; Members: Bill Wright, Luis Balcarcel, Richard Dirricq, Frank McGill and Joyce Tachner. Total Landscaping: Jose Ordaz. ABSENT: Amira Mansour and Sona Simsarian. Minutes of the October meeting and the October and November walks were approved with one clarification. Ms. Turner provided a landscape budget update. As of October 31, 2011 there was a positive variance of $17,353. The committee will visit a location during the December walk because of a homeowner’s concern about tree roots. The association continues to incur few or no IRWD penalties. The Board will consider Mr. McGill’s suggestion for a monument sign at University and Beech when funds become available. Mr.Ordaz reported that the controller replacement project begins on December 5, 2011. Questions arose concerning tree trimming at several locations. These will be visited during the December walk. The committee made suggestions for topics to focus on in 2012. The committee voted to change the greenbelt walk day from second Mondays to second Wednesdays of each month for 2012. Mr. Balcarcel agreed to begin checking on the condition of Area 1 of the greenbelt. Seven locations were visited in response to homeowner concerns. Issues were: Possible tree trimming and removal, tree roots, tree health, and irrigation overspray. Visited the planting bed inside the large pool front fence. When funds are available, the dead Tupidanthus will be replaced with two Phoenix Rubellini multi-trunk palms. Noted poor turf condition on the large Redwood island. Mr. Ordaz informed the committee that lowered water pressure in that location is mostly the cause. He is attempting to remedy the problem by changing to MP Rotator heads, but this will require adding additional heads. A new Pine on the same island has failed. It will be replaced under warranty. Inspected work on a mainline break between 15 and 17 Redwood. Repairing the leak will necessitate trenching under the street and bypassing the old line with the new one. When the area is restored, the drainage problem in the area will be evaluated and the efficiency improved. The committee discussed the removal of chronically poor turf along a walkway behind Sequoia and Redwood. Mr. Ordaz will submit a proposal to replace the grass with shrubs. The manager will investigate a possible rebate for turf removal from IRWD. Discussed the renovation of plantings along the path between 25 and 27 Redwood. Mr. Ordaz will submit a proposal to improve drainage on the main greenbelt behind Sequoia. The committee agreed to plant shrubs under the Elm Tree in front of the small pool gate. Trees were added to the 2012 trim list in two locations The Total crew will remove two trees, one dead, the other falling. Aquatics Program for the months of January/February, 2012 YARD OF THE MONTH 35 OAK TREE LANE (LAST MONTH) AND 4812 ROYCE ROAD THIS MONTH CONGRATULATIONS! The Aquatics Program is an active water exercise program that meets three times each week here at VPCA. We meet most Tuesdays and Thursdays, with the third day floating between Mondays, 4 DATES TO REMEMBER Wednesdays and Fridays. The class meets from 9:30 to 10:30 in the morning at the small pool facility. The schedule for January is: 3, 4, 5, 9, 11, 12, 17, 18, 19, 23, 24, 26, 30 and 31. The tentative February schedule is: 2, 6, 7, 9, 13, 15, 16, 21, 22, 23, 27 and 28.
