Town of Clinton Solid Waste Collection Regulations Section 1. Supervision The Superintendent of Public Works shall have the supervision, direction and control of the collection and recycling of solid waste. Section 2. Definitions Unless other required by the context, the following words shall be afforded the following definitions: Section 3. “Superintendent” Superintendent of Public Works “Department” The Department of Pubic Works “Solid Waste” Any solid waste which is not designated as a recyclable item or as a bulk item as contained in these regulations “Bulk Item” Any item, which weighs more than twenty-five pounds or measures more than thirty-six inches in any on direction (mattress, furniture, lumber, trees, appliances, tires, etc) “Recyclable” Any item on the list of recyclable items issues and amended by the Town of Clinton Recycling Commission. Solid Waste Collection The Department shall collect solid waste from single family dwellings and multiple family residential buildings containing up to four dwelling units. Solid Waste collection shall be made on a weekly basis. Solid Waste shall be collected only if place in plastic bags bearing an official trash sticker issued by the Town of Clinton. No bag shall be collected if its weight exceeds twenty five pounds. No solid waste shall be collected by the Department from inside dwelling units or garages or any place other than the curbside area. The Department shall not collect bulk items placed on the curb for collection with the solid waste pick up. Bulk items shall be the responsibility of the owner to dispose of and shall not be included with the regular collection. The Department shall not collect residential solid waste collection bags if any of the following conditions exist: Solid waste not bearing an official sticker Dangerous dog or other animal loose on the premises Improper location of collection bag Collection bag in excess of weight limit Sharp object not properly wrapped or packaged Unsanitary conditions at the collection point resulting from ripped or torn collection bags Section 4. Placement of Items for Collection Any person desiring collection of solid waste shall place solid waste bags at the curbside, or as near as possible without interfering with pedestrian traffic. No person shall place solid waste bags on the roadway for collection. Solid waste bags must be in place prior to the arrival of the collection truck Nothing of value shall be placed at or near the collection point Owners, including tenants or designated agents, shall maintain safe and sanitary conditions at the collection point Section 5. Prohibited Actions No person shall place any building debris, explosives or hazardous materials (paint, batteries, motor oil, etc) in any collection bag No person shall dispose of dead animals in any collection bag No person shall dispose of leaves or yard waste in any collection bag No person shall place any sharp objects such as broken glass, syringes or needles in any collection bag which could puncture the bag and endanger the collection person No person shall place recyclable items in any solid waste placed out for collection No person shall violate any of the provisions of these regulations concerning the disposal and collection of solid waste. Section 6. Rules and Regulations The Board of Selectmen or Board of Health may promulgate rules and enforcement regulations relative to the administration and operation of solid waste collection of the Department. Section 7. Enforcement Any person violating any provision of this regulation or any rule of the Board of Selectmen or Board of Health concerning the disposal and collection of solid waste, shall be subject to the following non-criminal penalties: First Violation Second Violation Third Violation Fourth Violation Written Warning Twenty Five Dollars Fifty Dollars One Hundred Dollars The Town of Clinton reserves the right to cancel trash collection services to location with repeated offenses beyond the fourth violation
