Impact Assessment of Heavy Precipitation on Network reliability 胡大瀛,何偉銘,陳麗雯 Transportation Technology and Logistics Management Management liwenchen@chu.edu.tw Abstract As the advancement of Intelligent Transportation Systems (ITS), real-time information has been proved to be a vital solution to relieve traffic congestion. However, most of the studies focus on normal traffic environment without considering possible failure due to climate change. Climate change and associated impacts on transportation and infrastructure have become an important issue around the world in recent years. This research aims at assessing possible impacts of heavy precipitation on network reliability under real-time information. Two reliability indexes, including connectivity and travel time, are used to examine network reliability under heavy precipitation. Numerical experiments are conducted to illustrate the impact of heavy precipitation on network reliability. A real city network, the Jiaxian network, which is heavily affected by Typhoon Morakot in Taiwan, is coded. Keyword:network reliability, disabled roads, precipitation, typhoon
