Executive Engineer, Water Resources Department, Bilaspur has submitted application (Form-I) for grant of environmental clearance/ prescribing Terms of Reference (TOR) for construction of Kalhamar Diversion Scheme on 22/12/2009. The proposal was considered in 51st, 55th and 60th meeting of SEAC, Chhattisgarh held on 27/03/2010, 28/04/2010 and 03/07/2010 respectively. As project proponent had undertaken construction work of the project after the year 2006 without obtaining environmental clearance as per provisions of EIA Notification, 1994/2006, hence Committee also recommended to initiate legal action against project proponent for the violation of EIA Notification, 1994/2006. SEIAA may be informed accordingly. (7) M/s Mongra Barrage Project (Water Resources Division, Dongargaon, Village – Mongra, Tehsil – A. Chowki, District – Rajnandgaon. Executive Engineer, Water Resources Division, Dongargaon, District- Rajnandgaon has submitted application (Form-I and Project Report) for grant of environmental clearance/ prescribing Terms of Reference (TOR) for construction of Mongra barrage Project on 27/01/2010 and 21/05/10. The proposal was discussed in 58th meeting of SEAC, Chhattisgarh held on 18/06/2010. Committee then decided to ask the project proponent to submit the various information/documents and present the case. Accordingly project proponent was informed vide letter dated 26/07/2010. Project proponent was present before SEAC, Chhattisgarh on 07/08/2010. Project proponent then informed the Committee that the desired information is being prepared. Project proponent then requested to postpone the presentation. Committee then decided that after submission of the information/documents, project proponent should be informed to present the case before SEAC, Chhattisgarh incorporating the information/documents desired vide letter dated 26/07/2010. Project proponent submitted some information/documents on 10/09/2010 vide letter dated 06/09/2010. Project proponent made presentation in the 65th meeting of SEAC, Chhattisgarh held on 13/10/2010. It is noted that project proponent has not submitted the requisite information/documents as desired vide letter dated 26/07/2010. If Culturable Command Area of right bank canal also included, then the total Culturable Command Area will increase significantly and project might be classified as category ’A’ and accordingly project proponent have to revise the whole proposal and submit revised application in prescribed form to concerned authority. After discussion Committee decided to ask the project proponent to submit the following information/documents: 1. Revised form I, feasibility report/project report along with all relevant information/documents including total project involving headwork, complete canal system (L.B.C., R.B.C., Minors, Distributaries) etc. should be submitted before concerned authority i.e. Ministry of Environment and Forests, Government of India, if Culturable Command Area of project is ≥10000 ha. Project proponent assured the Committee that they will submit the requisite information/documents shortly. Committee decided that after receipt of the above information/documents, the proposal will be considered. Project proponent should be intimated accordingly. (8) M/s Sukha Nalla Barrage Project (Water Resources Division, Dongargaon), Village – Ganeri, Tehsil – Dongargaon, District – Rajnandgaon (C.G.) Executive Engineer, Water Resources Division, Dongargaon, District- Rajnandgaon has submitted application (Form-I and Project Report) for grant of environmental clearance/ prescribing Terms of Reference (TOR) for construction of Sukha Nalla barrage Project on 27/01/2010 and 14/05/2010. The proposal was discussed in 58th meeting of SEAC, Chhattisgarh held on 18/06/2010. Committee then decided to ask the project proponent to submit the various information/documents and present the case. Accordingly project proponent was informed vide letter dated 26/07/2010. Project proponent was present before SEAC, Chhattisgarh on 07/08/2010. Project proponent then informed the Committee that the desired information is being prepared. Project proponent then requested to postpone the presentation. Committee then decided that after submission of the information/documents, project proponent should be informed to present the case before SEAC, Chhattisgarh incorporating the information/documents desired vide letter dated 26/07/2010. Project proponent informed that construction works had been started in November 2005. Project proponent further informed that about 95% headwork and about 70% of left bank canal work has been completed in June 2010. There is no proposal for right bank canal. Minors work has not yet started. Presently work is closed due to rainy season. After discussion Committee decided to ask the project proponent to submit the following information/documents: 2. Copy of Forest Clearance Letter. 3. Rehabilitation Scheme details and present status of implementation). 4. Present status of land acquisition details (Private, Revenue, Forest). Project proponent assured the Committee that they will submit the requisite information/documents shortly. Secretary, SEAC D:\106729277.doc Chairman, SEAC -11 Annexure –I ENVIRONMENTAL CLEARANCE CONDITIONS FOR M/S KALHAMAR DIVERSION SCHEME AT LOCAL NALA NEAR VILLAGE –SILPAHARI, BLOCK/TAH-KOTA, DISTRICT- BILASPUR (C.G.) i) As per proposal submitted total length of canal is 57 m, maximum height of weir is 4.27 m, Total cultivable command area is 365.71 ha. Gross command area is 1233.59 ha. Project proponent shall not deviate from the administrative sanction and technical sanction from the state Government for Kalhamar Diversion Scheme. ii) Catchments area shall be taken care of to minimize sediment transport, eutrophication, siltation. Flora & fauna, drainage pattern of the area shall not be affected. All mitigate measures shall be taken for the same during construction phase and operational phase. iii) Excavated soil shall be stacked properly and adequate arrangement shall be provide to avoid erosion of soil during rainy season. iv) Adequate steps shall be taken to control fugitive dust emissions from various sources during construction and operation of the project. Project proponent shall provide adequate pollution control arrangement to control emission during excavation of earth material, loading-unloading of earth material and other mechanical operations during construction. Project proponent shall provide adequate air pollution control systems as per requirement for control of air pollution (if any) during operation phase. v) Effective steps shall be taken for proper storage and disposal of solid wastes and sludges. All solid waste generated shall be disposed off safely in scientific manner during construction phase. Solid waste, garbage etc. shall be disposed off properly after proper treatment. vi) Good house keeping practices shall be adopted by the project proponent. vii) Project proponent shall take proper action to control the noise pollution. viii) R&R policy Government of Chhattisgarh shall be followed (if any).
