SUMMARY RECORD OF THE 65TH MEETING OF
STATE LEVEL EXPERT APPRAISAL COMMITTEE, CHHATTISGARH
The 65th meeting of State Level Expert Appraisal Committee, Chhattisgarh was
held on 13/10/2010 at Conference Hall, SEAC, Secretariat, 1-Tilak Nagar, Shiv Mandir
Chowk, Main Road, Avanti Vihar, Raipur at 12:00 Noon. Dr. Harendra Kumar, Chairman,
SEAC, Chhattisgarh chaired the meeting. The following members of SEAC were present

At the outset, the Technical Officer, SEAC, Chhattisgarh welcomed the
Chairman and Members of State Level Expert Appraisal Committee, Chhattisgarh.
Agenda wise discussions were carried out as follows: Agenda Item No. 1 -
Confirmation of minutes of the 64th meeting of SEAC,
Chhattisgarh.
Minutes of the 64th meetings of SEAC, Chhattisgarh held on 29/09/2010 was
presented before the Committee. The Committee approved the minutes of the meeting.

held on 27/03/2010, 28/04/2010 and 03/07/2010 respectively. The information/documents

After discussion, based on the consideration of the documents submitted and the
presentation made by the project proponent, being minor irrigation project, the Committee
decided to consider the project as category B-2 and recommended for grant of
Environmental Clearance for the Kalhamar Diversion Scheme, Village – Silpahari, Block &
Tehsil – Kota, District – Bilaspur subject to the fulfillment of terms and conditions as per
Annexure-I.
As project proponent had started construction work of the project after the year
2006 without obtaining environmental clearance as per provisions of EIA Notification,
1994/2006, hence Committee also recommended to initiate legal action against project
proponent for the violation of EIA Notification, 1994/2006.
SEIAA may be informed accordingly.

3067 (E), dated 01/12/2009 and has not given the status of forest clearance, acquisition of

After discussion, committee decided to ask the project proponent to submit the
above required information. After submission of the same, proposal should be considered.

M/s Mongra Barrage Project (Water Resources Division, Dongargaon, Village
– Mongra, Tehsil – A. Chowki, District – Rajnandgaon.
Executive Engineer, Water Resources Division, Dongargaon, District- Rajnandgaon
has submitted application (Form-I and Project Report) for grant of environmental
clearance/ prescribing Terms of Reference (TOR) for construction of Mongra barrage
Project on 27/01/2010 and 21/05/10. The proposal was discussed in 58th meeting of
SEAC, Chhattisgarh held on 18/06/2010. Committee then decided to ask the project
proponent to submit the various information/documents and present the case. Accordingly
project proponent was informed vide letter dated 26/07/2010. Project proponent was
present before SEAC, Chhattisgarh on 07/08/2010. Project proponent then informed the
Committee that the desired information is being prepared. Project proponent then
requested to postpone the presentation. Committee then decided that after submission of
the information/documents, project proponent should be informed to present the case
before SEAC, Chhattisgarh incorporating the information/documents desired vide letter
dated 26/07/2010. Project proponent submitted some information/documents on
10/09/2010 vide letter dated 06/09/2010. Project proponent made presentation in the 65th
meeting of SEAC, Chhattisgarh held on 13/10/2010. The information/documents
submitted were considered in the 65th meeting of SEAC, Chhattisgarh on 13/10/2010. It is
noted that project proponent has not submitted the requisite information/documents as
desired vide letter dated 26/07/2010. During presentation also project proponent has not
submitted the same.

Project proponent informed that construction works had been started in 2004.
Project proponent also informed that headwork has been completed in December 2006
and left bank canal work completed in June 2008. Project proponent further informed that
about 40% works of right bank canal have already been completed. During discussion
project proponent informed that the application submitted for environmental clearance is
meant for left bank canal only. If Culturable Command Area of right bank canal also
included, then the total Culturable Command Area will increase significantly and project
might be classified as category ’A’ and accordingly project proponent have to revise the
whole proposal and submit revised application in prescribed form to concerned authority.
After discussion Committee decided to ask the project proponent to submit the following
information/documents: 1. Revised form I, feasibility report/project report along with all relevant
information/documents including total project involving headwork, complete
canal system (L.B.C., R.B.C., Minors, Distributaries) etc. should be submitted
before concerned authority i.e. Ministry of Environment and Forests,
Government of India, if Culturable Command Area of project is ≥10000 ha.
Project proponent assured the Committee that they will submit the requisite
information/documents shortly. Committee decided that after receipt of the above
information/documents, the proposal will be considered.
Project proponent should be intimated accordingly.

M/s Sukha Nalla Barrage Project (Water Resources Division, Dongargaon),
Village – Ganeri, Tehsil – Dongargaon, District – Rajnandgaon (C.G.)
Executive Engineer, Water Resources Division, Dongargaon, District- Rajnandgaon
has submitted application (Form-I and Project Report) for grant of environmental
clearance/ prescribing Terms of Reference (TOR) for construction of Sukha Nalla barrage
Project on 27/01/2010 and 14/05/2010. The proposal was discussed in 58th meeting of
SEAC, Chhattisgarh held on 18/06/2010. Committee then decided to ask the project
proponent to submit the various information/documents and present the case. Accordingly
project proponent was informed vide letter dated 26/07/2010. Project proponent was
present before SEAC, Chhattisgarh on 07/08/2010. Project proponent then informed the
Committee that the desired information is being prepared. Project proponent then
requested to postpone the presentation. Committee then decided that after submission of
the information/documents, project proponent should be informed to present the case
before SEAC, Chhattisgarh incorporating the information/documents desired vide letter
dated 26/07/2010. Project proponent submitted the information/documents on 13/09/2010

Project proponent informed that Ministry of Environment and Forests, Government
of India has accorded clearance for use of 39.92 ha forest land for non forest use vide
their letter no. 6 CHC 067/ 2006 – BHO/ 725 dated 20/03/2009. Project proponent
informed that construction works had been started in November 2005. Project proponent
further informed that about 95% headwork and about 70% of left bank canal work has
been completed in June 2010. There is no proposal for right bank canal. Minors work has
not yet started. Presently work is closed due to rainy season. After discussion Committee
decided to ask the project proponent to submit the following information/documents: 2. Copy of Forest Clearance Letter.
3. Rehabilitation Scheme details and present status of implementation).
4. Present status of land acquisition details (Private, Revenue, Forest).
Project proponent assured the Committee that they will submit the requisite
information/documents shortly. Committee decided that after receipt of the above
information/documents, the proposal will be considered.
Project proponent should be intimated accordingly.

the construction work at project cost so that indiscriminate felling of trees is
prevented.
