POST: LOCUM CONSULTANT VASCULAR SURGERY

BASE: WESTERN INFIRMARY

Locum Consultant Vascular Surgeon, for 6 months in the first instance, to cover the clinical commitments of a colleague who is now Associate Medical

Director. The vascular inpatient service for Glasgow is based at the Western

Infirmary covering 1.2 million population. The successful candidate will participate in a 1 in 7 vascular on call and have outpatient and day case commitments in hospitals around Greater Glasgow and Clyde.

We are looking for suitably trained individuals who are able to provide an elective and emergency Vascular Surgical service at locum consultant level.

Initially based at the Western Infirmary this post will transfer to the new facilities at the South Glasgow site. This will include two hybrid theatres

(within the theatre suite) and two interventional rooms within the radiology department. The successful applicant will be expected to possess or acquire endovascular skills. There is an expectation that the successful candidate will support sessions within the Western Infirmary and other GG&C sites.

Applicants must have full GMC Registration and a licence to practise.

Job Description

Acute Services Division

NHS Greater Glasgow and Clyde is the Largest NHS Employer in the UK and in partnership with 8 local authorities, is responsible for the health needs of a population of 1.2 million, almost a quarter of the entire Scottish population.

The Acute Services Division is split into nine Directorates across 18 sites with a workforce of 27,500 and an annual budget of £1.2 billion. The geographical area covered is diverse; it covers the major city of Glasgow, large and small towns, villages and some rural areas. We have significant challenges ahead as we deliver the objectives set out in Better Health Better Care and we seek to ensure that we have the right people for the right posts.

The Acute Services Division is the largest group of adult acute hospitals in

Scotland. This allows individuals a wide range of opportunities for professional development whether in community-based care or general and specialty hospital services.

The investment in acute services in Glasgow in the last ten years has been considerable with two new Ambulatory Care Hospitals opened in 2009. The new 14 floor South Glasgow adult hospital is due for completion in January

2015 and will be one of the largest acute hospitals in the UK. It will be home to major specialist services such as renal medicine, transplantation and

Vascular Surgery with state of the art Critical Care, theatre and diagnostic services. Recent identification of the new South Glasgow Hospital as a future

Trauma centre will ensure an exciting development for all specialties.

Reconfiguration of services continues with full consultant participation and it is anticipated that Vascular services will be one of the first services to move into the hospital early next summer.

A substantial volume of complex surgical work is performed in the Glasgow units that provide a range of tertiary and national services. We enjoy close links with Glasgow’s three universities and make a significant contribution to teaching at both undergraduate and postgraduate level. Research has a high profile within the organisation. We provide excellent facilities for students and their tutors in the £15 million, state of the art, Wolfson Medical School based at Glasgow University adjacent to the Western Infirmary site.

Living & Working in Glasgow

Today Glasgow is a compact, vibrant and modern city. The scale of the City comes as a surprise to many people. It has the largest suburban rail network outside London and is second only to the UK capital as a retail centre.

There are top-ranking schools, excellent leisure facilities, beautiful golf courses and elegant accommodation across all price ranges.

The night life and restaurants are renowned and its high quality opera, theatres, art galleries and museums offer an abundance of cultural stimulation.

From Glasgow, it is only a short journey to many picturesque sites including

Loch Lomond (45 minutes), the Argyll peninsula

– or over the sea to Arran,

Skye, Iona and Mull.

The Western Infirmary, Glasgow (WIG):

The Western Infirmary is a teaching hospital with an acute operational bed complement of approximately 357. The hospital is situated in the West End of

Glasgow providing a range of high quality health care services including

Accident and Emergency, General Medicine (including sub-specialties),

General Surgery (including sub-specialties), Medicine for the Elderly

(including Assessment, Rehabilitation, and Day Services), and Orthopaedics.

The range of services provided by the Department of Medicine includes the sub-specialties of Cardiology, Respiratory Medicine, Gastro-Enterology,

Diabetes and Endocrinology. On-site Surgical Services include Orthopaedic and Trauma, Vascular, Breast Care, Transplant and Colorectal surgery.

The above services are supported by other consultant-based services which incorporate diagnostic and clinical components including Anaesthetics,

Laboratory Medicine, and Radiology. There is also available a wide range of therapeutic services which include Clinical Psychology, Dietetics,

Occupational Therapy, Physiotherapy (including specialist amputation physiotherapy) and Speech and Language Therapy.

The New Victoria Hospital

The New Victoria Hospital is one of the most modern and well equipped in

Scotland. It provides an attractive and welcoming environment for patients and visitors with light, airy public spaces, comfortable waiting areas and modern consulting rooms. Approximately 400,000 patients attend the hospital every year.

In addition to outpatient clinics, day surgery and diagnostic services, the hospital provides a number of specialist services such as cardiology and gynaecology.

There is also a Minor Injuries Unit with its own dedicated entrance for rapid access to a highly skilled clinical team. The unit is open seven days a week

9am – 9pm.

Southern General Hospital:

The Southern General Hospital is a large teaching hospital with an acute operational inpatient bed complement of approximately 900 beds. The

Hospital is sited in the south-west of Glasgow and provides a comprehensive range of acute and related clinical services.

District General Hospital services are provided for the south-west of the city, with some services provided for the whole city. Services include Accident and

Emergency, Dermatology, ENT, General Medicine (including sub-specialties),

General Surgery (including sub-specialties), Medicine for the Elderly

(including Assessment, Rehabilitation and Day Services), Gynaecology,

Neonatal Paediatrics, Obstetrics, Ophthalmology, Orthopaedic Surgery,

Urology, Physically Disabled Rehabilitation and Continuing Care. The

Obstetrics, Urology, Ophthalmology and Dermatology Departments provide the single in-patient location for the whole population of South Glasgow. The

Division manages the Dermatology Service for the whole city.

The Maxillofacial Department for the whole city was centralised at the hospital in the autumn of 2002 providing trauma and elective surgery and specialist provision for head and neck cancer. The Assessment and Rehabilitation service for the Physically Disabled is also provided for the whole city from the

Southern General Hospital.

There is also a wide range of diagnostic and therapeutic services including

Audiology, Clinical Psychology, Dietetics, Occupational Therapy, ECG,

Physiotherapy, Radiology (including MRI and CT provision for the general hospital service) and Speech Therapy.

The site is currently under development in preparation for the opening of the

New South Glasgow Hospital in 2015. This will see the opening of an integrated adult and children’s hospital with over 1,000 beds in the adult hospital.

2. The Work of the Department and scope of the post

This Locum post will have sessions within the Western Infirmary,

Victoria Hospitals and the Southern General Hospital. This post is available as interim measure due to internal promotion of consultant to

Assistant Medical Director

There are currently ten (8 whole time equivalents) consultant vascular surgeons committed to a centralised service based at the WIG. The catchment population for this service is 1.2 million. The consultants work

across all the major acute hospital sites covering out-patient clinics, day surgical activity and offering support to the in-patient services. The present

WIG facilities include one interventional radiology room, a theatre suite with co-located ITU and HDU beds and a 46 bed vascular ward.

This post seeks applications from suitably trained individuals who are able to provide an elective and emergency surgical service at locum consultant level.

The new facilities at the South Glasgow site will include two hybrid theatres

(within the theatre suite) and two interventional rooms within the radiology department. The successful applicant will be expected to possess or acquire endovascular skills. There is an expectation that the successful candidate will support the multi-disciplinary diabetic foot clinics at the Southern General and

Victoria Infirmary sites.

In addition to providing clinical services, the successful candidate will be required to participate in the training and assessment of junior staff and to undertake the administrative duties required in a consultant job. This will include but not be exclusive to the maintenance of appropriate patient records, keeping and participating in personal and unit audit and the retention of documentation for appraisal. All locum consultants are required to have an annual appraisal.

Surgical trainees, at all levels, rotate from the West of Scotland Deanery and are based at the Glasgow sites. Teaching of Undergraduate medical students, trainee surgeons and visiting surgeons from overseas is considered an integral part of the work of the Directorate. It is anticipated that the appointee would contribute to the education of Surgeons in training.

Emergency and in-patient elective surgery for the post is based at the

Western Infirmary with clinics and elective surgery split between the two sites.

Fully staffed Intensive Care and High dependency beds are provided and emergency theatres are available at all times.

Applicants should have a broad surgical training and should have full GMC registration and eligibility for inclusion on the Specialist Register. UK trainees will have evidence of Higher Specialist Training leading to CCT, or be six months of confirmed entry from the date of interview. Non-UK applicants must demonstrate equivalent training.

4. Duties of the Post

Clinical Commitments

The post holder will be based at Western Infirmary Glasgow and will contribute to the on call receiving. The on-call commitment is currently 1: 7. It

should be noted that the postholder’s job plan may be subject to alteration in conjunction with other consultant colleagues as clinical services are reviewed pending the transition of services to the new Southern General Hospital. This would be by agreement and fully discussed through the clinical leads.

The Job Plan outlined below will include clinical commitments on multiple

GG&C sites and is indicative of the duties of the post. The exact detail of the duties of the post and the timetable will be discussed with the successful candidate and agreed in line with the needs of the service.

It is envisaged that the successful candidate will provide a range of sessions across hospitals. The postholder will be asked to be responsive to and commit to supporting the management of the wider vascular patient group as a member of the consultant team.

The tenure of the post is for six months from appointment but is negotiable by mutual agreement to be extended to one year.

This constitutes a 10 PA post. Two additional EPAs may be available by discussion and are dependent upon the needs of the service.

5. Arrangements to Visit the Division

Short-listed candidates are invited automatically by the Director of Human

Resources to visit the hospitals concerned. If candidates on their own initiative have visited the hospital prior to short-listing, they will only be allowed expenses for that prior visit if they are subsequently short-listed.

When it is thought that there will be difficulty in filling the post, the Director of

Human Resources has the authority to approve a second visit.
