MEMORANDUM OF COOPERATOIN CONCERNING
SCIENTIFIC COOPERATION
BETWEEN
JAPAN SCIENCE AND TECHNOLOGY AGENCY
AND
THE MINISTRY OF SCIENCE, TECHNOLOGY, AND SPACE OF THE STATE OF
ISRAEL
Japan Science and Technology Agency (hereinafter referred to as “JST”) and The Ministry of
Science, Technology and Space of the State of Israel (hereinafter referred to as “MOST”),
herein referred to as "the Participants",
Desiring to further strengthen scientific cooperation between both countries,
Recalling the Agreement between the Government of Japan and the Government of the State of
Israel on Cooperation in Science and Technology, signed in Tokyo, on 12 December 1994, and
The Memorandum of Understanding Concerning Scientific Cooperation between Japan Science
and Technology Agency and the Israeli Ministry of Science, Culture and Sport signed in
Jerusalem, on 11 December 2008,
The Participants have decided to inaugurate a new program for the joint funding of cooperative
Japanese-Israeli research in strategically important areas of scientific interest (herein referred to
as the “Program”).
Paragraph I
The Program will promote research exchange in scientific fields of mutual interest in order to
achieve sustainable growth.
Research fields under the Program are to be selected by mutual consent of JST and MOST.
Paragraph II
The Program may include the following collaborative activities, made under approval by both
Participants:
1) support of cooperative research projects conducted by scientists of both countries;
2) support of joint seminars, symposia and other scientific meetings;
3) support of research personnel exchange within the approved joint projects;
4) encouragement of preparatory visits for planning and formulating joint research projects;
5) other cooperative activities as may be decided by both Participants.
Paragraph III
The collaborative activities to be carried out under the Program should meet the following
requirements:
- All collaborative activities must be of high scientific standard and beneficial to the
advancement of science and technology.
- Each collaborative activity should be significant both from a scientific point of view and
as a project for bilateral cooperation.
- All collaborative activities under the Program should be performed on a basis of equality
and by mutual consent of the Participants.
Paragraph IV
JST will apply its “Strategic International Collaborative Research Program” which is operated
by its Department of International Affairs and MOST will apply its rules concerning
international cooperation to the Program.
The Program is to be implemented in conformity with the Joint Guidelines for Implementation
that are to be established by the Department of International Affairs of JST and MOST.
Paragraph V
The Program will be conducted subject to the budgetary resources made available by each
Participant and to the applicable laws and regulations in each country.
Paragraph VI
This Memorandum will be valid for a period of five years and thereafter will automatically be
extended annually, unless a written notice of discontinuation has been given by either
Participant six months in advance.
Discontinuation of this Memorandum will not affect activities already approved jointly or in
progress thereunder.
Paragraph VII
This Memorandum will commence on the date of its signature by the representatives of the two
Participants.
Paragraph VIII
This Memorandum may be modified by mutual consent of the Participants in writing.
This Memorandum is signed in two original copies in English, both copies being equally valid.
Paragraph IX
This Memorandum replaces the Memorandum of Understanding Concerning Scientific
Cooperation between Japan Science and Technology Agency and the Israeli Ministry of
Science, Culture, and Sport signed in Jerusalem on 11 December 2008, which is hereby
terminated.
Signed in Jerusalem on January18, 2015, which corresponds to the day of Tevet 27, 5775, in
the Hebrew calendar.
