Shipping of Chemicals
The US Department of Transportation (DOT) requires all chemical shipments to be in
accordance with regulations that include specific shipping documentation, labeling,
packaging, and access to emergency information. To insure compliance, all members of
the University must complete the following form. This will provide information
necessary to insure that we are in conformance with the regulations. Chemicals for
shipment include:
returns of commercial chemicals and gas cylinders to vendors
samples sent outside the university for analysis
samples sent to other universities or organizations
Regulations cover the shipment of any and ALL chemicals! A signature is required
on the form; certification of compliance is mandated.
The following materials CANNOT be shipped:
explosives
infectious agents (biohazards)
radioactives
Each shipment requires a separate form. Once the form is completed, please attach
copies of Material Safety Data Sheets (MSDS) for each chemical (including the solvent
where applicable), and give this form to Don Brown in the S.T. Olin stockroom (G75).
Chemicals CANNOT be shipped without a completed form, signature, and MSDS’s. It is
not necessary to include an MSDS for non-hazardous material such as water. If the
chemical being shipped is “new”, provide the MSDS’s for the materials used to
synthesize the chemical.

Direct any questions you have regarding the process to John Terry at 5-4389 or jht1@cornell.edu
Is the material hazardous?
- on Table B-9 (Hazardous Materials Table) or
- on Table B-65 with quantity greater than RQ** (Hazardous Substances & Reportable Quantities –
Appendix A) or
- on Table B-103 (Marine Pollutants – Appendix B) or
- if shipping by air, a material one with an anesthetic, noxious, or other similar property which could
cause extreme annoyance or discomfort to a crew member or
- the material is a compressed gas, flammable liquid, combustible liquid, flammable solid, liquid or solid
oxidizer, organic peroxide, poisonous/toxic, corrosive
If NO, the material is not regulated.
If YES, the material must be classified Chapter 2 (pages 2-3 to 2-9):
2.1 Flammable gas
2.2 Non-flammable compressed gas (exempt if pressure if less than 40psi at 20 degrees C)
2.3 Poisonous gas
3 Flammable (and combustible) liquid
4.1 Flammable solid
4.2 Spontaneously combustible materials
4.3 Dangerous when wet materials
5.1 Oxidizer
5.2 Organic peroxide
6.1 Poisonous materials
8 Corrosive materials
9 Miscellaneous hazard material
After the classification, the packing group must be determined (pages 2-11 to 2-15).
Check for small quantity exemptions 173.4 on page C-6.
FOR SMALL QUANTITY EXCEPTION:
Can’t exceed 64 lbs. Total weight including packaging material.
Is the material a Class 3, Division 4.1, 4.2, 4.3, 5.1, 5.2, 8, 9.
(for Division 4.2 and 4.3 PG II & III)
If the material is 30ml liquid and 30g solid or less and falls under any of these classes or divisions and
ISN’T a 6.1 PG I. It is covered under small quantity exemption and all you need to do is place the label
on the package that reads: This package conforms to 49 CFR 173.4
If the material is 6.1 PG I the small quantity exception is 1g or less. Other 6.1 treat as above (Class 3,
Division 4.1, etc.)
Class 7 – Radioactive - Call EH&S
Class 2 – Gas - No small quantity exception.
Division 4.2 (PG I) Spontaneously cumbustible or 4.3 (PG I) Dangerous when wet – NEED SPECIAL
PERMISSION
Packing – No violation of 173.21
If no small quantity exceptions apply, proceed with chapters 4-10.
If you have any questions, contact John Terry at jht1@cornell.edu or 5-4389.
** If the quantity shipped is greater than the quantity listed in Table B-65, RQ must appear on the label.
