SPECIFIC PROCEDURE FOR DISPOSING OF
HOUSEHOLD REFUSE
This summarises the arrangements to ensure the safe and efficient handling,
disposal and collection of household refuse in accordance with Health & Safety
requirements:
Consideration must at all times be given to Hampshire County Council’s sustainability
programme in respect of re-cycling waste.
1.
Household / domestic waste is that waste which is normally collected by the
general refuse disposal services.
Household waste includes : Food waste - from kitchen and dining areas
 Non-contaminated paper waste - all sections
 Household materials - all sections.
Household waste does not include : Clinical waste
 Offensive waste
 ‘Sharps’
 Toxic materials such as fuel
This waste must never be included in household waste disposal.

This guideline only addresses the disposal of household waste. For other
categories of waste see guidelines 128E, 417, 418 and 420.

The responsibility for the daily management of waste is that of every
member of staff working in the location where the waste is generated.
It is the responsibility of the Registered Manager to ensure that this is
done correctly, safely and according to policy, procedure and
legislation.
4.
Household waste will be collected and placed in black plastic bags. The
bags must not be filled to more than three quarters capacity and
should then be securely tied to avoid spillage.
5.
Food waste must be double bagged.
6.
Black bags will be kept in storage bins until collection day. The bins will be
sited in a designated and have lids which can be closed and secured.
7.
Collection will be through the normal refuse collection services, as listed on
the Preferred Service Sub-contractors List, see guideline No. 424.
