We, Ahmed bin Ali Al-Thani, Ruler of Qatar,
Having perused the proposal of the Deputy Ruler,
Hereby promulgate the following law:
Articles
Article 1
The tariffs for the consumption of electricity and the exemptions thereof shall be determined as
follows:
1. For non-Qatari senior governmental, public corporations and bodies officials and
beneficiaries of government accommodation:
(Group 1) from one to four thousand (1-4000) KWH: exempted.
(Group 2) above four thousand (4000) KWH: The employee shall pay due bills for any
consumption that exceeds four thousand (4000) KWH at the rate of eight Qatari Riyal (QR
8) per unit.
1. For non-Qatari junior governmental employees, public institutions and bodies and
beneficiaries of government accommodation:
The provisions of paragraph c) of this article shall be applied.
1. For the private residences occupied by non-Qataris:
(Group 1) from one to four thousand (1-4000) KWH: the resident shall pay due bills at the
rate of six Qatari Riyal (QR 6) per unit.
(Group 2) above four thousand (4000) KWH: The resident shall pay due bills for any
consumption that exceeds four thousand (4000) KWH at the rate of eight Qatari Riyal (QR
8) per unit.
1. For commercial shops, restaurants, artisanal workshops and others related thereto falling
under the same category:
(Group 1) from one to four thousand (1-4000) KWH: due billsshall be paid at the rate of
six Qatari Riyal (QR 6) per unit.
(Group 2) from four thousand one to fifteen thousand (4001-15000) KWH: Due bills shall
be paid for any consumption ranging between four thousand one and fifteen thousand
KWH at the rate of ten Qatari Riyal (QR10) per unit.
1. For major hotels, the bills shall be determined by a decision of the Minister of electricity
and water in consultation with the Minister of information and culture:
(Group 1) from one to three hundred thousand (1-300000)KWH: Due bills shall be paid at
the rate of six Qatari Riyal (QR 6) per unit.
(Group 2) from three hundred thousand one to five hundred thousand(300001500000)KWH: Due bills shall be paid for any consumption ranging between three hundred
thousand one and five hundred thousand KWH at the rate of eight Qatari Riyal (QR 8)
per unit.
(Group 3) Due bills shall be paid for any consumption exceeding five hundred thousand
KWH at the rate of ten Qatari Riyal (QR10) per unit.
1. For small hotels:
(Group 1) from one to fifty thousand (1-50000) KWH: due bills shall be paid at the rate of
six Qatari Riyal (QR 6) per unit.
(Group 2) from fifty thousand and one to one hundred thousand (50001-100000) KWH:
Due bills shall be paid for any consumption ranging between fifty thousand one and one
hundred thousand KWH at the rate of seven Qatari Riyal (QR 7) per unit.
(Group 3) Due bills shall be paid for any consumption exceeding one hundred thousand
(100000) KWH at the rate of eight Qatari Riyal (QR 8) per unit.
1. For heavy and light industries:
Heavy and light industries, determined by a decision of the Minister of electricity and water
in consultation with the Minister of industry and public works, shall pay their due billsat
the rate of six Qatari Riyal (QR 6)per unit, if no contract is signed with one of the heavy
industries. In the case where such a contract exists, bills shall be paid accordingly.
The determination of light industries shall comply with the standards stipulated in the Law
No. 11 of 1980 concerning the Law of Industrial Organization.
Article 2
The tariffs for the portable water consumption and the exemptions thereof have been fixed as
follows:
1. For non-Qataris living in private residences, which has not been linked to the water
distribution network and where the water has been provided via tank trucks:
1. For residential villas: the resident shall pay a fixed lump sum of two hundred Qatari
Riyal (QR 200) per month.
2. For residential apartments: the resident shall pay a fixed lump sum of one hundred
and fifty Qatari Riyal (QR150) per month.
1. For non-Qataris living in private residences which has been linked to the water distribution
network:
Due bills shall be paid at the rate of 4.4 Qatari Riyal per cubic meter.
1. For non-Qatari senior governmental, public institutions and bodies officials and
beneficiaries of government accommodation which has been linked to the water
distribution network:
1. Residential Villas: from one to fifty (1-50) m3: Exempted.
2. Residential Flats: From one to forty (1-40) m3: Exempted.
Any consumption exceeding the foregoing exempted volume for both categories shall be
paid at the rate of 4.4 Qatari Riyal per cubic meter.
1. For non-Qatari senior governmental, public institutions and bodies officials and
beneficiaries of government accommodation which has not been linked to the water
distribution network:
1. Residential Villas: The State bears for them a fixed lump sum of two hundred
Qatari Riyal (QR 200) per month.
2. Residential Flats: The State covers for them a fixed lump sum of one hundred and
fifty Qatari Riyal (QR 150) per month.
Article 3
Water and electricity consumption shall be measured with meters that the Administration of
electricity and water imports and installs after paying due costs in accordance with the following:
Electricity meters: Monophasic -two hundred Qatari Riyal (QR 200)- , Triphasic-four hundred
Qatari Riyal (QR 400).
Water meters: - Half an inch to an inch and a half three hundred Qatari Riyal (QR 300)
1. Two inches to four inches one thousand Qatari Riyal (QR1000)
2. Six inches to Twelve inches four thousand Qatari Riyal (QR 4000)
In addition to the forgoing, the consumer shall pay one Qatari Riyal (QR 1) monthly to the Ministry
of Electricity and Water towards the cost of maintenance of every meter. It shall be collected with
the charges of consumption.
Article 4
The meters shall be read each month on the date determined by the competent administration. The
consumers shall be notified monthly of the volume consumed and the bills due. If the consumers
are not regularly notified of their consumption, they shall inform the competent administration to
take the necessary measures thereof.
Article 5
Electricity and water charges shall be paid monthly by consumers to the collector appointed by
the competent department for this purpose. They shall have no right to refuse to pay or delay such
charges for any reason whatsoever.
In case of complaints, the consumer shall report to the competent department without delaying
payment as a result.
Article 6
Where the consumer fails to pay the bills due according to the provisions of this Law upon request,
the collectors shall leave a notification stating that they will be back to collect the dues in three (3)
days. Where the consumer fails to pay directly to the department during this period or to the
collectors when they come back for collection, the competent department shall inform the
consumer to pay the dues at the headquarters of the department within seven (7) days. If the period
has been elapsed and the consumer still fails to pay, electricity and water shall be disconnected
and shall be reconnected only once the bills are paid with an additional fee of ten Qatari
Riyal (10)towards the reconnection fees.
Article 7
The consumer shall request at any time the administration to examine the meter to make sure of
its good functioning for a fee of ten Qatari Riyals(QR 10). The fee shall be returned to the consumer
if it appears that the meterhas been marking higher than the actual figures.
Article 8
All the competent authorities, each within its own jurisdiction, shall implement the provisions of
this Law and shall be effective after thirty (30) days from the date of its publication in the Official
Gazette. The Deputy-ruler may issue the necessary Bylaws for its implementation.
Article 9
a)
Both the landlord and the tenant shall notify the consumption department at the
Department of Electricity and Water of the names of the landlord and the tenant and the
date of commencement of the Leasing relationship, within sixty (60) days from the date of
the occupation of the rented property by the tenant. They must also notify the
aforementioned department before vacating such rented property.
The landlord shall be responsible for paying the consumption of electricity and water of
the tenant if the landlord fails to notify the aforementioned department on time or neglected
to do so.
1. The consumer shall pay a deposit for the consumption of electricity and water as follows:
1. Deposit for electricity:
Five hundred Qatari Riyal
consumption fees.
(QR 500) for the Qatari consumer who are subject to
1. One thousand two hundred Qatari Riyal (QR 1200) for non-Qatari consumers. Deposit
for water:
Four hundred Qatari Riyal (QR 400) for Qatari consumer subject to consumption fees.
Eight hundred Qatari Riyal (QR 800) for non-Qatari consumers.
In all the foregoing cases, the deposit shall be reimbursed to the consumer once this latter no longer
occupies the property after deducting the dues from the deposit if claims for reimbursement have
not been made within two (2) years from the date of maturity.

Article 10 (Amended By Law 3/1999)
The Ministry of Power, Industry, Electricity and Water shall disconnect electricity and/or water
and remove the meters if the consumer commits one of the following acts:
1. Preventing the employees of the competent department from reading the electricity or
water meters related to the consumption.
2. Tampering with, and unsealing meters.
3. Connecting electricity lines or water pipes to others without the consent of the competent
department.
4. Refusing to vacate a property owned by the State, allocated for government
accommodation or its ownership is expropriated for the public benefit, within sixty (60)
days from the notification thereof.
5. Failing to pay the rental value of the property to the State within sixty (60) days from the
date of notification in writing to pay the rent.
The disconnection mentioned in clauses (4) and (5) of this article shall be effected upon the request
of the concerned party.
In all foregoing cases, electricity and water shall not be reconnected unless after settling the fees
for disconnection as determined by the Ministry of Energy, Industry, Electricity and Water, in
addition to payment of fifty Qatari Riyal (QR 50) towards the cost for removing the meters and
reinstalling them.
Article 11
Where it appears that the meter dysfunctions due to the consumer's tampering, the Ministry shall
install a new meter and force the consumer to pay an amount of five hundred Qatari Riyal (QR
500), in addition to the amount that should be paid according to the provisions of the previous
article.
Article 12
Added by Law no. 6 of 1990- official gazette issue no. 6 of 1990):
The Ministry of Electricity and Water shall be entitled, in all cases of malfunction of consumption
meters or illegal wiring and water canalling to third party, to assess the volume of consumption in
light of the consumption rate of the previous months.
Article 13
Employees appointed by the Minister of electricity and water have the status of law officers to
prove the breaches of the provisions of the present law or the decisions implementing it.
Article 14
a)
Without prejudice to any graver punishment provided for in any other Law, any person
who breaches the provisions of article 10 of this Law shall be punished with imprisonment
for a period not exceeding three (3) months and/or payment of a fine not exceeding five
thousand Qatari Riyal (QR 5000),
1. A fine not exceeding two thousand Qatari Riyal (QR 2000) shall be imposed on any person
who breaches the provisions of paragraph (a) of article 9 of herein.
