Meeting Results Tuesday, May 5 José A. Lozano and Sally G. Shuller welcomed the participants. Sally Shuller informed about the accomplishments and new directions of the NRSC and handed out printed information, among other the NSRC Strategic Business Plan Summary 2008-2013. Guillermo Fernández de la Garza, director of FUMEC, and leader of one of the IBSE projects in Mexico, the largest in Latin America, and winner of the last version of the PURKWA prize, invited the participants to the Fifth International Conference in Monterrey, in 2010, on “Pedagogical quality in the growth of IBSE projects”. There will be a preliminary meeting in Panama in June 2009. Oscar Harasic, in representation of OAS, expressed the satisfaction of his organization for the accomplishments of the IANAS Science Education Project and the willingness to give IANAS a continuous support. Jorge Allende presented a complete report on the FEMCIDI project from 2007 to 2010 He also informed on activities carried by the IAP International Science Education Program which he has been leading since 2004. (Annex 1. Presentación FEMCIDI-IAP 2009) José A. Lozano presented the execution of the budget for 2008 and the proposal for 2009 for the IANAS SEP/IAP. (Annex 2. Ejecución Presupuestal 2008). The representatives of the Academies presented their reports on activities executed and those proposed for the future (Annex 3A. to 3G.) Pat Rowell informed that there is a budget of only $ 7,000 dollars for teachers visiting Canada in 2009. She suggested contacting Canadian mining operations in different American countries to ask them for support for IBSE activities. It is expected that secondary school Canadian experts could travel to other countries to offer advice. IBSE project is covering already 200 schools in the 15 Chilean regions. European Union has approved 1,300,000 Euros for a social cohesion project, which will add to the IBSE project. 15 schools are implementing IBSE at secondary level. It is expected that a new project “SCOPE” will be in operation. Germany, France, Colombia, Chile and China will be associated IAP/IANAS Participant List – May 4 & 6, 2009 * Not in Attendance 9 for “SCOPE”. In January 2010 a workshop on professional development of teachers will take place in Santiago within the framework of the bicentennial celebration of independence. Costa Rica will start a pilot project in July 2009. Panama started a pilot project with 5 schools 5 years ago, now it covers 200 which represents 5 % of the schools of the country and about 10% of children in elementary school. Venezuela started 2 years ago in 5 schools. Now it is operating in 33 schools. They hope to produce a very good model of IBSE to be presented to the Nation when conditions become favorable. The NSRC is working with eleven different countries. The institution will be 25 years old in 2010. They published 49 manuals and other documents in 2009. Now, they have reached 30% of the children in the U.S., in 2015 this percentage will increase to 50%. Wednesday, May 6 The Hemisferic Council accepted the offer made by the Focal Point from Brazil, Diogenes Campos, to have the 2010 Focal Point meeting in Brazil. It will take place during late May or early June. The IANAS SEP – IAP budget for 2009 was approved for USD$25,000, which was the final amount approved by IAP. Monica Gómez, FEMCIDI Regional Manager for South America, announced that the budget of USD$119,000 requested for the IANAS -SEP – FEMCIDI,2009-2010 was approved and was sent to Chile to be signed. She also informed the program was qualified as excellent. IAP/IANAS Participant List – May 4 & 6, 2009 * Not in Attendance 11 A new project has to be presented because, according to the rules, the present project can not be extended in time. Jorge Allende expressed he could not continuous as coordinator and proposed José A. Lozano to be in charge. Lozano said the Colombian Academy do not have the necessary staff to assume that responsibility. Finally it was agreed that the representatives from Chile (Allende) Guatemala (Samayoa), Brazil (Campos) and Colombia (Lozano) will work in the preparation of the project. In the mean time a decision will be taken about the coordinator. A pre-proposal has to be presented on July 15, a more elaborated proposal has to be presented in October and a final one in December 15. The project will be presented for a period of four years and for an amount of USD600,000.oo. Jorge Allende collected proposals of activities for the near future, in order to prepare the new FEMCIDI – project. Several ideas were proposed for the focus of the new project like contextualizing secondary education, putting IBSE in the framework of communities; building capacity to create consciousness about the importance of IBSE (governments, academies, educational institutions, industries, business); seamless science education (bridging the gap). It was also agreed that NSRC will present other project on behalf of IANAS to the “Kellogg Foundation” to have a strategic planning workshop each year in a different country. Pat Rowell (Canada), Maria del Carmen Samayoa (Guatemala) and Sally Shuller (USA) will work on the project. They will prepare a booklet about the present state and future developments of the IBSE project in each country. This booklet will be printed by the NRSC using the USD$5,000 that were assigned for this Focal Points meeting in the FEMCIDI-Project budget. In early June a template will be send to be filled by each country. There are a number of countries which do not have yet academies and would like to participate in our program. Other countries have created new academies such and Honduras and Nicaragua. It would be nice to invite all these countries to be part of our program but then money would not be enough. It was concluded that we should go slowly in incorporating new countries. We should require them to show they are doing efforts in the same direction.
