Landfill Manager Position Description General Summary: The Landfill Manager administers the efficient and cost effective operation of the landfill while meeting or exceeding the requirements of the landfill operating license and the environmental laws, rules and standards of the State of Maine and Federal Government. This is an exempt position reporting to the General Manager in Portland, Maine. Essential Job Functions: * Monitors the operation of the landfill and prepares environmental compliance reports for the Maine DEP and City of Portland. * Administers the Landfill budget, approves purchases and payments related to Landfill operations. * Prioritizes and schedules maintenance of landfill facilities, equipment and infrastructure. * Designs and supervises infrastructure additions and/or improvements. * Prepares and administers contracts for site contractors and consultants. Reviews and approves designs prepared by consultants. * Reviews and approves environmental and geotechnical monitoring reports prepared by consultants. * Calculates ash disposal volumes and densities from surveys completed by ecomaine staff. Performs and/or supervises surveying by staff and/or consultants as needed for site maintenance, environmental or geotechnical monitoring. * Responsible for developing and maintaining labor relations with bargaining unit employees. * Prepares reports and summaries for the General Manager and/or Board of Directors. Supports the General Manager and follows through with details as assigned. Landfill Manager Continued… Page Two Essential Job Functions: (continued) * * Reviews and updates the landfill operations plan, stormwater pollution prevention plan, environmental monitoring plan and integrated contingency plan. Collects samples and/or performs testing of water, soil and landfill gas as needed. Other Duties and Responsibilities: Prepares annual landfill budget based on cost projections, new projects and estimated operating costs. Proposes capital improvements and oversees current projects. Prepares Requests for Proposals, Specifications and Contract Documents, Task Order Memoranda and Change Orders for capital improvements Other duties as assigned, and as needs are determined. Skills/Experience/Training Required: Duties require knowledge of landfilling and solid waste disposal and earthwork, drainage and utilities design and construction. Experience with the utilization of earthmoving equipment including bulldozers, backhoes, loaders, and trucks is desirable. A Bachelor’s Degree in Engineering or a related field is required. A Professional Engineering License and 5-10 years of experience in the field or a related field is required. A Master’s Degree in environmental or geotechnical engineering is desirable. Maine Professional Engineer License or ability to obtain by comity within 6 months is required Certified as a Landfill Manager (SWANA) or ability to obtain certification within 1 year is required Prior experience in the waste disposal and/or Waste-to-Energy field very desirable Basic surveying experience with Total Station surveying instruments and the ability to train staff in its use. Ability to prepare topographic survey drawings and calculate waste and earthwork volumes using CAD software. Knowledge and experience with erosion control practices and devices Knowledge of DEP rules and regulations, particularly Chapter 400 waste management rules and Chapter 500 Stormwater Management rules. Analytical thinker who can multi-task, is a self-starter and is very organized Proven leader, motivator, clear communicator and team player Solid knowledge of Microsoft Office Suite of products Good verbal and written communication skills Valid State of Maine driver’s license and current insurance, must be insurable under company policy Landfill Manager Continued… Page Three Supervisory Responsibility: Responsible for interviewing, selecting and ensuring training and development needs are met for staff members, laborers, and vendors associated with project work Provides Annual Performance Evaluation and feedback to team members, utilizes coaching and counseling techniques, as well as progressive discipline for performance deficiencies.
