Executive Summary
As an implementation of
InWEnt Program after death
math tsunami disaster, InWEnt
gave donation for capacity
building project on coastal zone
management in Nagroe Aceh
Darrussalam. The project it self
also have cooperation with
SLGSR (Support for Local Governance for Sustainable Reconstruction) of GTZ project,
BAPEDALDA Banda Aceh and CCMRS (Center for Coastal and Marine Resources Studies)
as implementator. The aims of this project on the training and qualification on decision
makers of the concerned coastal communities as well as of staff members of province and
district level administration bodies, as far as the are in charge of rehabilitation activities;
providing training in ICZM seeks to enable people to successfully apply sustainable
management and development activities for the rehabilitation of the area.
The training entitled “TOT-Training of Trainer on ICZM (Integrated Coastal
Zone Management)” was one of Training Package 2, that focus on decision makers,
multipliers and facilitators of Government agencies, NGOs, Universities and other concerned
parties. The training it self has been successfully conducted on April 23 - 27, 2007 at
BAPEDALDA Office, Banda Aceh and it has been followed by 24 participants who came
from targeted group as mention above.
Goals of the training as follows: (1) To aware of the concept of ICZM and the opportunities
of its application; (2) To facilitated and to manage the political and social process for
integrated planning for sustainable rehabilitation and development in the target region; and (3)
Transfer the knowledge in the framework of their involvement the construction process.
The activities took 5 full days (from 08.30 AM – 16.30 PM). It was very tight on
curricula but still full of games and exercises. Those curriculums have been discussed before
training implementation to achieve the aims of the training. According with the aims itself,
the training schedule contains AMT (Achievement Motivation Training) for 2 days and ICZM
concept for 3 days.
The AMT it self divided some topic as follows: (1) Personality plus; (2) Group
development and cooperation; (3) Motivation and mind mapping; and (4) Creative thinking,
problem solving and communication. The ICZM concept which has been given during
training has content: (1) The potencies and problems management of coastal and marine
resources in Indonesia; (2) Strategy and policy on coastal and marine development; (3) Case
study at Pangandaran’s ICZM; (4) Case study in the Philippine’s ICZM; (5) Coastal
community characteristic; (6) Economic valuation of coastal and marine resources; (7)
Introduction of coastal and marine resources; (8) Coastal and marine resources rehabilitation;
(9) Coastal and marine resources management with IRCOM concept; (10) Mitigation of
coastal disaster; (11) Information management system; (12) Future search conference.
Day 1, in the morning session was opening ceremony of training with Mr. Ulrich
Hauptmeier from InWEnt, Prof. Tridoyo Kusumastanto, Director of CCMRS IPB and Ir.
Teuku S. Mustafa, Head of BEPEDALDA Province NAD or Governor representative. Mr.
Ulrich warmly welcomed participants and gave explanation about capacity building program
for Aceh people by InWEnt Germany. Prof. Tridoyo gave brief updates on the situation in
Aceh and other areas affected by the tsunami and how CCMRS has involved with capacity
building program and with community empowerment. Mr. Mustafa warmly welcomed
participants also and hopes all participants understood about ICZM program and how the
local government will take part during reconstruction and rehabilitation with ICZM concept.
Attendant of opening ceremony was BRR representative and international NGO like WWF
International.
In the afternoon session, the topic that presented was personality plus until end session
of day 1. Facilitator for this topic was Agus Setiana, Isdahartati and Aminudin. The topic it
self talked about classification of participant on personal characteristic type; understanding
the physical, emotional and psychological of participant so that the participant will understand
about specific personal characteristic and how to manage coastal community with best way.
Day 2, still AMT session. In the morning session, has been facilitated group
development and cooperation and motivation and mind mapping; and in the afternoon session,
has been presented creative thinking, problem solving and communication. During AMT
session, has used COASTMAN Method that suitable for adult person. The method itself
contain andragogy method with emphasizing to activate the participant, game, group
discussion, ice breaker, etc
Day 3 – 5, has been presented ICZM concept. The following topics were presented
based on TNA surveys: (1) The potencies and problems management of coastal and marine
resources in Indonesia by Prof. Tridoyo; (2) Strategy and policy on coastal and marine
development by Prof. Tridoyo; (3) Case study at Pangandaran’s ICZM by Isdahartati; (5)
Coastal community characteristic by Taryono Kodiran; (6) Economic valuation of coastal
and marine resources by Taryono Kodiran; (7) Introduction of coastal and marine resources
by Ario Damar; (8) Coastal and marine resources rehabilitation by Ario Damar; (9) Coastal
and marine resources management with IRCOM concept by Ario Damar; (10) Mitigation of
coastal disaster by Yuli Suharnoto; and (11) Information management system by Yuli
Suharnoto.
Based on group discussion and presentation during training, has been reported about
potencies, problems and how strategy to solve the coastal and marine problem in Pidie, Aceh
Besar and NAD province toward this site after tsunami disaster with ICZM and IRCOM
concept. Main problem in coastal and marine management such as coastal and marine habitat
degradation and water pollution, have no spatial planning especially for coastal and marine
area, have no coordination between institutions, poverty of coastal community, lack of
environmental awareness. Common strategies based on discussion for coastal and marine
resources rehabilitation after tsunami disaster includes spatial planning, capacity building,
extending capital or community empowerment and institutional coordination.
At the end of the training, the evaluation revealed that partly, the objectives of the training
were achieved. After evaluation, has been conducted Future search conference by Aminudin
and the participants felt need to continue networking and linking with each other and among
participants and to intensify efforts in integrating coastal management to build certain area
after the tsunami disaster. The group will be maintained and will be developed by the
program. Because on distant between Pidie and Banda Aceh, the group has been divided for
2 regional groups, which is Regional Pidie and Regional Banda Aceh. Each group will have
meeting in each regional every two week to deepen material so that the participant will
deepen understand and to prepare them to be good trainer on ICZM:
