Scope of Appropriation
This appropriation is limited to the provision of advice (including second opinion advice and
contributions to policy advice led by other agencies) to support decision-making by Ministers on Tertiary
Education related matters.

Scope of Appropriation
This appropriation is limited to services (other than policy advice) provided by the Ministry of Education
in its role as steward of the tertiary education system. It includes services to support Ministers in
discharging their portfolio responsibilities (other than policy decision-making).
Reasons for Change in Appropriation
This appropriation increased by $431,000 to $10.541 million owing to implementation of the Tertiary
Information Enhancement project as part of the Tertiary Information Future State programme.

Appropriations
3.1 - Non-Departmental Output Expenses
Community Education (M14)
Scope of Appropriation
This appropriation is limited to funding for adult and community education and literacy, numeracy and
English language provision.
Reasons for Change in Appropriation
This appropriation increased by $325,000 to $71.484 million owing to additional demand from refugees
for English language provision.
Managing the Government's Investment in the Tertiary Education Sector (M14)
Scope of Appropriation
This appropriation is limited to developing, implementing and managing an investment system that
aligns planning, funding, monitoring and quality assurance of tertiary education in accordance with the
provisions of the Education Act 1989 and other relevant legislation.
Reasons for Change in Appropriation
This appropriation increased by $1.925 million to $42.770 million owing to a combination of:
 extension of the New Zealand Benchmarking Tool ($1.300 million increase) transferred from
non-departmental output expense Tertiary Education: Student Achievement Component
 transfer from non-departmental output expense Training for Designated Groups for additional audits of
tertiary education organisations to strengthen the integrity of the tertiary funding system ($1 million
increase), and
 transfers for various programmes from 2014/15 to outyears partly offset by transfers from 2013/14 to
2014/15 ($375,000 net decrease).
Tertiary Education: Student Achievement Component (M14)
Scope of Appropriation
This appropriation is limited to funding for teaching and learning services for enrolled students in
approved courses at tertiary education organisations to achieve recognised tertiary qualifications.
Reasons for Change in Appropriation
This appropriation decreased by $15.902 million to $2,047.489 million owing to
 lower than expected demand for tertiary tuition funding in 2014/15 only, which will partly offset the
costs of tertiary tuition and other priorities in 2015/16 and 2016/17 ($15 million decrease), and
 delays in implementation of Exemplary Postgraduate Initial Teacher Educator courses resulting in the
transfer of funds to subsequent years ($902,000 decrease).

Training for Designated Groups (M14)
Scope of Appropriation
This appropriation is limited to the purchasing and arranging of training linked to the New Zealand
Qualifications Framework and the purchase of both on-job and off-job training places, including delivery
of fully or partially funded training places and other industry-training related projects.
Reasons for Change in Appropriation
This appropriation decreased by $7.878 million to $326.533 million owing to a combination of:
 lower than expected demand for youth guarantee and industry training programmes in 2014/15 only,
which will partly offset the costs of tertiary tuition and other priorities in 2015/16 and 2016/17
($14.346 million decrease)
 re-allocation of Youth Guarantee Fees-Free places to fund additional Trades Academy places in Vote
Education under non-departmental output expense Secondary-Tertiary Interface ($3.025 million
decrease)
 transfer to non-departmental output expense Managing the Government's Investment in the Tertiary
Education Sector for additional audits of tertiary education organisations to strengthen the integrity of
the tertiary funding system ($1 million decrease)
 provision for unpaid National Certificate of Educational Achievement fees of Youth Guarantee
students transferred to non-departmental output expense Secondary School Assessments in Vote
Education ($250,000 decrease), and
 transfers from 2013/14 after delays in payments of re-boot funding to eligible apprentices and their
employers ($10.518 million increase) and for World Skills ($225,000 increase).
3.2 - Non-Departmental Benefits or Related Expenses
Apprenticeships Re-boot (M14)
Scope of Appropriation
This appropriation is limited to payments to eligible apprentices towards their tools and other training
related costs.
Reasons for Change in Appropriation
This appropriation increased by $10.518 million to $20.668 million owing to a transfer from 2013/14 after
delays in payments of re-boot funding to eligible apprentices and their employers.

Scope of Appropriation
This appropriation is limited to funding to support the Starpath initiatives at the University of Auckland.
Reasons for Change in Appropriation
This appropriation increased by $197,000 to $1.379 million owing to transfer of funds from 2013/14 to
provide more time for University of Auckland to meet conditions for payment.

capabilities).
