The Global Synthetics Monitoring: Analyses, Reporting and Trends (SMART) Programme assists Governments in enhancing their capacity to generate, manage, analyse, and report information on synthetic drugs, in particular amphetamine-type stimulants (amphetamines, methamphetamines, ecstasy) and new psychoactive substances. RESPONSIBILITIES: In the implementation of the Global SMART Programme, UNODC seeks the services of an international consultant to conduct research on specific issues related to amphetamine-type stimulants and new psychoactive substances and prepare drafts for relevant documents. Specifically, the consultant will conduct research on health risks (pharmacology, toxicology), risk awareness and risk communication of new psychoactive substance, draft and review analytical reports on synthetic drugs, review and analyse information and identify relevant issues and trends, and monitor trends with respect to the illicit manufacture, trafficking and abuse of synthetic drugs. QUALIFICATIONS: Advanced university degree in international relations, social affairs, economics or another relevant field; minimum of one year experience with research and drafting analytical reports in a relevant field; demonstrated capacity and substantial experience in preparing reports including proven record of contributions to published material; experience in drafting analytical reports in the field of illicit drug research; excellent organizational and analytical skills; computer literate, including Excel; cultural sensitivity, sound professional judgment; sound advocacy, liaison skills and ability to interact and relate with people at any level; professional fluency in English, including excellent drafting skills.
