Project Plan: Knowledge Building and Research
(January – December 2009)
Project name: Knowledge Building and Research
Project team: Mary (50%) as team leader, linking to global team Jyrki (8%), Roxana (17%), Niamh (16%), research assistant (1%) regional levels Alex (3%), Patti
(27%), Ashish (13%), Esther (26%), regional analyst (20%) and country programmes Senthil (2%) and Denise (2%)
Background
The global emphasis on building knowledge societies has compelled organizations and agencies to nurture environments that encourage individuals and teams to
engage in permanent cycles of learning. Senge (1994)1 suggests that learning in organizations involves the continuous testing of experience, and the
transformation of that experience into knowledge that is accessible to the whole organization and relevant to its core purpose. GeSCI’s core business is
‘knowledge for all’ and the processes of building knowledge and research underpin all programming - supporting the strategic advisory services provided to
partners, while informing advocacy strategies at global, regional and national levels. The challenge will be to capture the continuous dynamic engendered by
vertical and horizontal synergies in what are essentially the ‘messy realities’ of our engagement environments in a manner which is systematic and which will foster
learning and development.
The Knowledge building and research objectives are to:
 Develop mechanisms to nurture systematic organizational review of progress and emergent change
 Build appropriate partnerships and collaborations to facilitate the work of research and development in areas identified through review process
 Support global, regional and country programmes with services and products underpinned by sound and rigorous research
 Develop a platform to facilitate the sharing of tools and good practices and dissemination of knowledge created
GeSCI organizes its knowledge building and research activities on ICT in Education around five "thematic areas" where there are common gaps in knowledge,
expertise or capacity identified in engagements with partner countries and/or in regional and global forums. The five thematic areas are:
1. Educational Management and ICTs including Monitoring and Evaluation
2. ICT Infrastructure, Connectivity and Accessibility
3. Integration of ICTs into Teaching and Learning
4. Teacher Education and ICTs
5. Educational Content and ICTs

Project structure and logic:
Project log frame
Goal:
To improve education through
sustainable and effective deployment,
use and integration of ICTs in
education thereby contributing to
systemic and sustainable
transformation of education systems to
improve educational outcomes.
Purpose:
1) Development of high-quality and
relevant knowledge products for
ICT in Education to be shared with
all partners and sharing on
selected focus areas of
knowledge.
2) Facilitation of joint North/South
inter-university ventures on
targeted research and
collaborative projects
3) Adoption of good practices in ICT
policy and strategy by partners
which is based on sound research
and knowledge created on a
national/ regional/ global scale
Output 1:
Identify common recurring issues,
challenges and gaps in knowledge
Output 2:
Seek and develop partnerships with
other organizations to develop
knowledge products
Objectively measurable and
verifiable indicators

plans, strategies
 Data collected about national or
large-scale ICT deployments and
integration in education as provided
through annual independent
surveys commissioned by GeSCI
Assumptions
That policy makers and practitioners
make the best use of knowledge
obtained to develop/ improve policies,
