2004 – 2011
Recruited by the MOD in the £1.25bn 25 year Northwood Development PFI construction & soft
services project to fill a key operations post. Transferred to Carillion PLC in same role in Mar 10.
Project Management





Rightly sharing credit with the Director for high accolades for governance & risk; Defence
Estates partnership maturity; Defence Audits effective contract management full
assurance; and Partnership Bulletin Awards 2011 winners for Best Operational Project.
Implemented and managed a governance and project management structure that delivered
requirement in acknowledged atmosphere of auditable due diligence, trust and partnership.
Managed the joint Risk Register that successfully controlled risks and issues such that
there were no programme delays or significant cost overruns.
Devised and instigated stakeholder-contractor solution development process which
successfully ensured all involved parties formulated the required rebaselined £161m
solution to time and budget, a fact acknowledged by every user department.
Facilitated client, architect and soft services teamwork that ensured departmental methods,
design and service support were developed concurrently for improved efficiency and FM
contractor capabilities.
Communication



Conceived and introduced new communications strategy that satisfied aspirations of four
significant onsite HQs, confronted hierarchical expectation and intrusion, and implemented
range of briefings, inductions and online information to satisfy pre and post decant
customer care, higher management control and contractor education.
Pioneered and conducted lessons learnt and knowledge transfer briefings to numerous
visiting groups from the UK and non-UK defence and the public & private sectors.
Jointly responsible for pre/post contract negotiations for proposals including design,
security, counter terrorism, signage & wayfinding, decant and corporate identity.

Established and edited the quarterly newsletter, acknowledged as the key to community
information, planned and undertook project focussed open days and celebratory events.
Results




Defined and delivered all operational space and supporting community, accommodation
and sports facilities and security requirements; on a 43 acre site for over 2,300 personnel.
Moved nearly 1,500 staff into new and refurbished office, community and accommodation
space without hitch or loss of operational or business output.
Designed and controlled a coherent and effective design change process against a
backdrop of severe financial constraint and ever changing needs, such that changes were
minimised to an unusually low count of 42 formal changes over a 5 year period.
Analysed military classified storage requirements, leading to an approved business case
for a 30% reduction, a saving of nearly £250,000.

2003 – 2004
Responsible for Customer Interface and Business Development in support of MOD’s initiative for a
web-enabled managed information service for the Royal Navy.



Created and conducted successful client education & awareness briefings.

Proposed a Centre of Business Excellence in the Naval Base, approved and implemented.

Responsible for bid & resource management, marketing and customer management for a
significant List X Defence consultancy.





Created and implemented a successful Prospects & Tender control system including
resource & skills identification, project management and quality control.
Managed the control of bid and project costs and project forecasts in line with agreed
budgets.
Developed Private Sector marketing strategy expansion including material design and
production.
Designed and conducted Moroccan BREEZE presentations for joint industry/DTI/DESO
seminar.
Devised and conducted studies and briefings including: Military Awareness for DERA;
Philippines Navy advisor on operations (3-day Manila workshop), leading to preferred
