Abstract This project proposal is built on the results of the former RESTAURO (InterregIIC) and RESTAUROnet (InterregIIIBMedocc) projects. Such projects permitted the development of a large Mediterranean network, including 25 historic cities, exchanging experiences, organising three major Mediterranean Forums and elaborating an important number of thematic pilot projects. This critical mass of activities and outputs is taken as the basis for a new Program Med project proposal looking forward to perform capitalisation of developed activities and upgrading of the network on specific highlighted initiatives. The project’s target is taking under consideration the UNESCO perspective launched by the Vienna MoU (2005) for definition of a new heritage category, the Historic Urban Landscape (HUL), supposed to be object of recommendation by 2009, and the UNESCO headlines for historic heritage management plans. The project’s performance is also considering the European Urban acquis for integrated urban development, the World Bank method for City Development Strategy and the UGIS study for successful urban development program. The aim of the project is to launch tools for Mediterranean historic cities that need specific support for improvement of planning and management performances putting tangible and intangible heritage at the basis of a sustainable urban development. Such tools are looking forward to strengthen a Mediterranean macro regional competitiveness of historic centres, on the international arena of investments and tourist exploitation. Safeguard policies, conservation methods, regulations for restoration, are well known and performed in the majority of regions, but are not enough to guarantee a lasting and competitive role of historic cities as economic engines of local sustainable development. A new perspective for strategic visions and integrated methods of urban development are needed to enhance the specific weight of historic centres and promote marketing campaigns, fund raising operations and, last but not least, a balanced development, action and citizen oriented. Activities will proceed performing further “RESTAUROnet” Mediterranean Forums, developing local pilot plans for strategic local decision making, direct involvement of decision makers, stakeholders and citizens, experimental action and heritage management plans, integrated applications for concrete urban development projects for historic centres. At the end of the day the project will define recommendations and methodological tools able to be integrated in local rules and regulations, empowering local authorities to be efficient and winning in their development challenges for historical centres. A secretariat will be built for post project lasting technical assistance to Mediterranean cities. Potential partners profile Mediterranean Municipalities of Historic Centres facing the challenge to develop a strategic perspective for built heritage safeguard and development in a balanced, sustainable and integrated performance. Up to 7 partners will compose a partnership for the Program MED submission. Time line and budget The project period is envisaged for approximately 30 months and the total budget is estimated 1,6MEuros. The ERDF co financing rate is 75% and 85% (for Cyprus, Slovenia, Malta).
