The Position
Under the direction of the Superintendent/President, the Dean of Human Resources serves as the
College’s Chief Human Resources Officer and is responsible for leading, planning, administering, and
directing all procedures and activities related to human resources management, including recruitment,
employee relations, equal employment opportunities, negotiations, and contract management.
The Responsibilities of the Dean of Human Resources
Leadership:












Provide counsel to the President on all matters related to human resources and employee relations,
particularly legal, contractual, and confidential personnel matters.
Upon the direction of the President, provide pertinent updates to the Board of Trustees in both closed
and open session meetings of the Board.
Provide advice and counsel to management regarding Board policies, regulatory compliance, state
and federal laws, and contractual agreements related to human resources and personnel.
Demonstrated ability to foster and apply the principles of shared participatory governance, reflecting
the use of strong collaborative decision-making skills.
Provide leadership and counsel to employees and employees’ supervisors about sensitive and
confidential issues related to job performance, complaints, grievances, and other related concerns.
Direct all facets of the college’s recruitment, selection, hiring, and evaluation processes for fairness
and compliance with state and federal laws and regulations.
Coordinate and perform the duty as chief negotiator in collective bargaining and labor negotiations,
including contract negotiations, updating of collective bargaining agreements, and the implementation
of negotiated settlements.
Collaborate with campus leaders to establish and nurture openness in the collective bargaining
process and in the interpretation and implementation of employee contracts.
Assess the training and professional development needs of faculty, staff and management, and
develop and coordinate the professional development program.
Plan, develop, and implement goals and objectives as identified through the annual evaluation and
program review (i.e., data and research) for Human Resources to improve the delivery of services
and programs to the college and the community.
Monitor and assess the achievement of the goals and objectives for the department
Evaluate and infuse appropriate innovative approaches in the delivery of activities, events, and
programs to forward the mission and goals of the college.
Administration:





Develop, administer, and monitor the area budget(s) in accordance with District procedures and
state/federal regulations as required.
Knowledge of Labor Codes, Labor Laws, Equal Employment Opportunity Standards, State of
California Education Code, Government Code and Title 5 Regulations and their application to college
policies and procedures
Develop and institute policies and procedures to address issues related to employer/employee
relations, discrimination complaints, grievances, conflict resolution, and disciplinary actions.
Interpret and implement college policies and procedures related to Human Resources and the college
overall.
Monitor relevant legal and legislative changes and court decisions and make administrative
recommendations to assure compliance with applicable laws and regulations.






Oversee compliance related to ADA, sexual harassment, discrimination, and equal employment
opportunity matters; monitor recruitment and direct hiring activities to assure compliance with diversity
and fairness standards and requirements.
Interpret and manage collective bargaining contracts for all staff.
Hire, supervise, train, and evaluate staff according to specified contracts.
Coordinate Human Resources with other student and instructional programs and units to ensure the
most effective and efficient use of staff and delivery of services to students.
Develop and assess relevant Student Learning Outcomes.
Perform other duties as may be delegated by the Superintendent/President.
Requirements for This Position




Master’s degree from an accredited institution with some course work in the area of human resource
management.
At least three years of leadership experience in the area of human resource management.
Demonstrated written and oral communications skills appropriate to the position.
Experience in recruiting, hiring, and retaining employees from underrepresented groups.

The Assignment
Twelve months – 100% - Academic Management Position, as soon as available, but no later than July 1,
2009.
