Organisational requirements include the documented policy, procedures, and
methodologies of the organisation. They include requirements documented in
organisation and site health and safety plans, quality assurance documents, and
contract work programmes.
Outdoor visitor structure is a structure not intended for human habitation and open for
public access which may include but is not limited to – boardwalks, pedestrian
bridges, viewing platforms, stairs, stiles, ramps, cableways.

Candidates are required to provide evidence of three different outdoor visitor
structure inspections.
Elements and performance criteria
Element 1
Carry out pre inspection planning and processes for inspecting an outdoor visitor structure
(OVS).
Performance criteria
1.1
Outdoor visitor structure is identified as due for inspection using organisational
information.
Range
1.2
information includes but is not limited to – OVS type, location of
OVS, previous inspection results, work reports.
Resources and equipment required to carry out inspection are collected and
checked in accordance with organisational requirements.
Range
equipment and resources may include but are not limited to –
materials, tools, documents, inspection schedule, safety
equipment, recording equipment.
Element 2
Carry out an inspection of an outdoor visitor structure.
Performance criteria
2.1
OVS identified as due for inspection is physically located using organisational
information.
2.2
OVS is inspected and its condition is recorded in accordance with
organisational requirements.
2.3
Any defects are identified and recorded in accordance with organisational
requirements.
2.4
Minor defects are repaired in accordance with organisational requirements.

2.5
Where major defects are identified measures are taken to ensure public safety
in accordance with organisational requirements.
Range
measures may include but are not limited to – restricting public
access to dangerous areas, posting signage, posting hazard tape,
safety notices, changing OVS status to closed.
2.6
OVS is photographed and/or sketched, where applicable, in accordance with
organisational requirements.
2.7
Inspection of the OVS is carried out safely in accordance with organisational
requirements.
Element 3
Carry out post inspection processes.
Performance criteria
3.1
Inspection information is transferred and recorded in accordance with
organisational requirements.
3.2
Photographs and/or sketches are processed, where applicable, in accordance
with organisational requirements.
3.3
Any major defects and hazards identified during inspection are reported to the
appropriate personnel in accordance with organisational requirements.
Range
appropriate personnel may include but are not limited to –
managers, engineers, specialist inspectors, tradespersons.
Please note
Providers must be accredited by NZQA, or an inter-institutional body with delegated
authority for quality assurance, before they can report credits from assessment against
unit standards or deliver courses of study leading to that assessment.
Industry Training Organisations must be accredited by NZQA before they can register
credits from assessment against unit standards.
Accredited providers and Industry Training Organisations assessing against unit standards
must engage with the moderation system that applies to those standards.
Accreditation requirements and an outline of the moderation system that applies to this
standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The
AMAP also includes useful information about special requirements for organisations
wishing to develop education and training programmes, such as minimum qualifications for
tutors and assessors, and special resource requirements.
