Reallocation of Infrastructure Canada-Alberta Program Funding from Mill Creek Pond Project to Gold Bar Wastewater Treatment Plant - Combined Sewer Overflow Project Recommendation: That the reallocation of $1.272 million of federal and provincial Infrastructure Canada-Alberta Program funding, from the Mill Creek Pond Capital Priorities Project #01-31-0141 to the Combined Sewer Overflow Control Enhanced Primary Treatment – Federal Infrastructure Program Capital Priorities Project #02-23-3300, be approved. Report Summary This report recommends that the federal and provincial funds remaining upon completion of Mill Creek Pond construction be reassigned to the Combined Sewer Overflow Enhanced Primary Treatment - Federal Infrastructure Program Project. Previous Council/Committee Action At the April 9, 2001, City Council meeting, Council authorized Administration to submit formal project applications to Infrastructure Canada-Alberta Program for nine projects, including the Mill Creek Pond project and the Combined Sewer Overflow Enhanced Primary Treatment – Federal Infrastructure Program Project. These projects qualified under the ICAP category of Green Municipal Infrastructure. Report Infrastructure Canada-Alberta Program (ICAP) funding of $85.6 million and $24.0 million was dedicated to municipally-nominated and Canada/ Alberta-nominated projects respectively. This funding is cost-shared equally between the municipal, provincial and federal governments. Routing: Delegation: Written By: August, 9, 2005 File: 2005PWD090 The funding of $85.6 million for the municipally-nominated projects was equally distributed between two categories: the “Green Municipal Infrastructure” and “Other Local Infrastructure.” Under ICAP guidelines, the application deadline was March 31, 2004, and new project applications will not be considered. However, any unspent federal and provincial entitlement can be reallocated to a previously ICAP approved project within the same category. The project must be completed by March 31, 2006. The Mill Creek Pond and Combined Sewer Overlow (CSO) Enhanced Primary Treatment – Federal Infrastructure Program (FIP) Projects both qualified under the ICAP category of Green Municipal Infrastructure. The total cost-shareable ICAP funding for these projects was $6.3 million and $19.9 million respectively. Mill Creek Pond construction experienced substantial cost savings as a result of a design change to reduce the amount of tree clearing required. The change in design maintained a larger number of the original trees in the wetland design, thus reducing both the cost of clearing and the tree replacement cost. To conform to ICAP guidelines and to ensure that all of the ICAP funding is utilized, it is recommended that the funds be transferred to the CSO Enhanced Primary Treatment - FIP Project. Siu Asset Management and Public Works Department (Page 1 of 2) Reallocation of Infrastructure Canada-Alberta Program Funding from Mill Creek Pond Project to Gold Bar Wastewater Treatment Plant - Combined Sewer Overflow Project These funds will be used for the construction of a transmission system to convey effluent from the Enhanced Primary Treatment (EPT) facility to the existing ultraviolet (UV) disinfection facility. This will allow for the disinfection of an additional 100 to 200 mega litres per day (MLD) of plant effluent prior to release to the North Saskatchewan River, further mitigating water quality impacts. This will also defer the need for dedicated EPT effluent UV disinfection facilities, and allows for the full utilization of the existing UV disinfection system. This system was originally identified as part of the CSO Enhanced Primary Treatment – FIP Project, but was removed from the scope due to insufficient funding. This will provide the opportunity to complete this work. Mill Creek Pond to the Combined Sewer Overflow Control Enhanced Primary Treatment - FIP Project is the best utilization of the unspent ICAP funds. Background Information Attached 1. Tustian, General Manager, Corporate Services Department Budget/Financial Implications The estimated cost of the proposed CSO EPT Effluent Conveyance System is $1.92 million. Under ICAP guidelines, the federal and provincial shares will be $1.272 million with the balance of $0.648 million funded by the sanitary utility retained earnings. Justification of Recommendation Under ICAP guidelines, it is not possible to apply any unspent ICAP entitlement funds to a new project. To make use of all of the ICAP entitlement, the monies should be reallocated to an existing project already qualified under the Green Municipal Infrastructure category.
