Major Achievements
Clinical Matrix is a network of independent consultants with experience of the
NHS and of the supplier industry. The work undertaken included Outline
Business Cases, Full Business Cases; Clinical IT Reviews; Clinical coding
strategy reviews; interactive workshops and awareness raising workshops and
initiatives. Clinical Matrix has access to a team of IT experts who will undertake
an IT review of organisations to help plan a future-proofed strategy for existing
and new applications in the context of the new procurement rules.
Project Management: New Ways of Waiting Programme in Scotland
Sean Brennan has recently completed the implementation of ‘New Ways of
Defining and Measuring Waiting Times’ (known as ‘New Ways’). The aim of the
New Ways programme of work was to make measurement and reporting of
waiting more transparent, consistent and fair.
New Ways was introduced nationally on 1 January 2008. The project was
completed on time and within budget.
Clinical Support System Specification & Procurement for Isle of Man
Clinical Matrix provided support for the development of an island wide IT strategy
for electronic health & social care records.
Sean Brennan was key to the subsequent procurement and selection of a partner
to deliver the CCSS to the island.
NORTHGATE INFORMATION SOLUTIONS. HOSPITAL IT VENDOR
2000 – 2002 Head of Healthcare Strategy, Northgate Information Solutions
Head of Healthcare Strategy for a large computer supplier with a large Health,
Police and Local Government presence.
Assess emerging technologies for their potential value to healthcare with a view
to forging business partnerships.
Working with Hospitals in UK to develop their local EPR strategies
DEPARTMENTS OF HEALTH IN ENGLAND AND SCOTLAND
NHS EXECUTIVE (ENGLAND) AND SCOTTISH OFFICE 1998 – 2000
Undertook consultancy to help develop the EPR and EHR strategy and a PACS
strategy for Scotland.
Continued to work in England for the Information Policy Unit on the dissemination
of strategy and as member of a number of national steering groups including the
Antibiotic Resistant Bacteria Inter –Departmental Steering Group.
Major Achievements
Produced a model for EPR/EHR in Scotland. Developed a strategy for Picture
and Archiving Communication System (PACS) for Scotland.
NHS EXECUTIVE (DoH) IN ENGLAND
NHS EXECUTIVE (ENGLAND) Electronic Patient Record Network Project
1997 - 1998
Project managed the Awareness and Dissemination phase of the EPR
programme known as the EPR Network Project.
Produced several papers on EPR including two on the delivery of successful
Electronic Prescribing and Medicines Administration projects and initiated and
developed innovative ways of demonstrating the results of the EPR Programme
to date through facilitating an awareness and PR campaign. Made visual,
through the multi-media CD-ROM, the incremental development of an
organisational EPR – which have now become known as the “EPR 6 Levels
model”.
Project Managed the twelve month EPR Network Project within budget and timescales. Organised a number of workshops and seminars for the EPR Network
including EPMA; Order Communications; Strategies for Document Management.
Contributed towards the new IM&T strategy by organising strategy think-tank
seminars.
1996 - 1997 EPR Programme Manager
Responsible for the project management of the three year R&D programme.
Established a network of over thirty Trusts as EPR Associated Sites Network
(ASN). Initiated, planned and organised a series of ASN meetings and produced
a newsletter for the Network. The Programme was completed on time and within
budget.
Major Achievements
Established Network of Trusts. Arranged series of workshops and resulting
papers. Project Managed the EPR Programme within time and budget.
Contributed to the development of a strategy for the development of EPR.
Developed and implemented an Awareness strategy for the EPR Programme
including a series of local, national and international presentations. Produced an
EPR Information Pack distributed to over two thousand people.
NHS EXECUTIVE (ENGLAND) Clinical Audit Advisor (part time) 1993 - 1996
Management of a £40 million / year top sliced budget to develop clinical audit
throughout the Hospital and Community Health Services of the NHS in England.
Contributed to policy, strategic and operational processes within the Department
of Health and NHS Executive and undertook an ambassadorial role throughout
the country facilitating the implementation of the policy.
Major Achievements
• Administrator on Departments response to National Audit Office Study in clinical
audit.
• Actively contributed to the development, launch and management of the clinical
audit in HCHS policy
• Produced briefing and other material for Secretary of State, Chief Executive of
NHS and other Directors of NHS in clinical audit and clinical effectiveness.
• Established and co-ordinated the national monitoring of the Clinical Audit
Programme.
• Co-ordinated a series of publications on the progress with clinical audit in the
NHS.
• Member of conference planning groups for national and international
conferences.
• Secretariat to the national Clinical Outcomes Group (COG)
• Represented the Department of Health/ NHS Executive at over 150 conference

HUDDERSFIELD NHS TRUST GP Links Project Manager (part
time) 1993 - 1995
Responsible to Director of Business Development for major projects
creating computer links to local GP's and developing a clinical
coding workstation for in and out-patient clinical coding. Developed
a Trust Clinical Audit strategy to move from uni-professional medical
audit to a multi-professional clinical audit programme. Contributed to
the development of a unique "Clinical Development Directorate"
encompassing R&D, Clinical Audit and Postgraduate education.
Major Achievements
• Devised and co-ordinated the development of software systems
linking the Trust to local GP's.
• Devised and co-ordinated the development of a clinical coding
workstation.
• Project Managed the implementation of GP Medi+Link software
into 4 GP practices (14 GP's).

HUDDERSFIELD NHS TRUST Information Manager 1992 - 1993
As Information Manager was responsible for the IT staff, the Resource
Management and Information personnel and the Medical Audit support staff.

programme for the Trust clinical staff.

HOBBIES / OTHER INTERESTS
General interest in sports: Was a keen cricketer and footballer until injury made it
more of a spectator interest.
Occasionally still plays tennis and squash.
Has always had a keen interest in the theatre and produced and performed in
many hospital pantomimes and revues.
Was a member of a successful singing duo with three long-playing cassettes (of
original material) produced and distributed widely. Now available on CD!

Is a speaker on the after-dinner circuit at NHS conference dinners.
When time permits, is a keen gardener of the landscaping/major re-construction
variety rather than the weeding type.
Enjoys painting and writing when time permits. Painting is now usually restricted
to water colours on holiday and painting the house at other times!
