Contra Costa County operates on a budget of over one billion dollars and employs approximately 8,000 employees. The County management team has the challenge of managing a complex organization consisting of the criminal justice system, health, hospital and clinic system, general services, social services and employment, planning, transportation and community development, public works, fire protection, building inspection, libraries, finance, and a variety of other departments. July 1981-May 1984 ASSISTANT COUNTY EXECUTIVE, SANTA CLARA COUNTY Participated as a member of the county executive team charged by the Board of Supervisors with the overall management of the County which employed over 13,000 employees. Conducted a comprehensive assessment of all programs in order to develop an operating plan which allowed the County to maximize its resources effectively during periods of declining revenues. Worked with County department heads to build a positive service delivery system, and a creative and productive work environment, which would foster positive employee morale, and open channels of communication which fostered the flow of honest feedback from all employees, and made possible the preparation of appropriate training programs for all individuals in the organization. October 1979-July 1981 DIRECTOR OF REVENUE AND SYSTEMS AGENCY, SANTA CLARA COUNTY Responsible for the supervision and administration of six County departments, employing over 600 employees, and involving the operation of all departments concerned with assessment, collection, and investment of revenue for the County, including the handling of approximately $400 million in property taxes. June 1978-October 1979 DIRECTOR OF PERSONNEL AND ADMINISTRATION AGENCY, SANTA CLARA COUNTY Supervision and management of a $36 million budget for six County departments, including Personnel, Information Technology, Registrar of Voters, Recorder, Insurance and Risk Management, and Emergency Services. Also maintained concurrent responsibility as County Personnel Director. March 1977-June 1978 PERSONNEL DIRECTOR, SANTA CLARA COUNTY Responsible for the administration of a system to provide for the personnel requirements of 13,000 employees. Also responsible for supervising the development and implementation of all countywide management training and employee benefit programs. December 1974-March 1977 BUDGET DIRECTOR, SANTA CLARA COUNTY Responsible for the preparation and maintenance of a $500 million annual budget. Managed the preparation of 200 separate budget units which provided for the funding needs of a diverse and complex number of county agencies. RECIPIENT OF OUTSTANDING PUBLIC ADMINSTRATOR AWARD Presented by the American Society for Public Administration for outstanding contributions in Managing Public Agencies.
