It has been observed that this satellite concept (amongst others) includes the use of terrestrial repeaters as part of the satellite system. The aim of such terrestrial repeaters is to achieve coverage in areas where full coverage by satellite emission is not possible due to path obstructions and in-house penetration loss. It has been described that such repeaters may be fed by using the same frequency bands, not allocated to FSS, using FSS allocated frequency bands, Other media like terrestrial FS links or cable/fibre optics applications. From a regulatory perspective the status of such terrestrial repeaters, envisaged as terrestrial transmitting base stations for systems of satellite component of IMT-2000 has to be clarified. 2 Proposal ECC PT1 shall take the following decision and contribute this view to ITU-R WP8F as the CEPT position on the regulatory status of terrestrial repeaters within Satellite component of IMT-2000: Terrestrial repeaters within satellite systems will operate for the transmitting part under the Mobile Service allocation. Any IMT-2000 concept using base station transmitter or receiver on the surface of the earth is part of terrestrial component of IMT-2000 only. This includes in particular the operation of terrestrial repeaters independently from their way of feeding via satellite or by terrestrial means. Hence, If satellite systems are considered to be within the IMT-2000 family the transmitting part of repeaters will be part of terrestrial component of IMT-2000 only. As a consequence, such applications must be in full compliance with the Radio Regulations (RR) and the detailed frequency arrangements of terrestrial component of IMT-2000 in the 2500-2690 MHz band as to be defined by the revision of ECC Decision[XXX], and ITU-R Recommendation M.1036 accordingly, planned for the year 2004. Any restriction in terms of flexibility and possible options in the 2500-2690 MHz band caused by the introduction of repeater concepts is totally unacceptable.
