Board member Pennebaker made a motion, seconded by Board member Sliger, to approve the minutes of the Regular Meeting held May 4, 2012. The vote was cast 6 for, 0 against. 2. Receive and Discuss Board member Reports regarding the “Litter Hot Spots”. The Board members volunteering to monitor specific litter hot spots reported as follows: Gale Sliger: Hwy 67 – Cockrell Hill to Wintergreen – The area was much better than in the past. She also noted that on Memorial Day, the litter was an issue at Main Street by Costco due to the wind as well as the high grass catching the litter, and the litter at the County offices on the corner of Main and Wheatland was excessive. Discussion followed regarding whether the County building has outdoor trash cans and notifying the County Commissioner about the issue. Sue Heigele: Cedar Hill Road – Between Santa Fe and Danieldale -- The area seems to be worse after the weekends and the ditch is a collection pit. Items noticed included beer bottles and cans, fast food bags, etc. Discussion followed regarding requiring bottles and cans with a return deposit to be sold in the City, the materials and laws required, and the trade-off for the environment due to cleaning and sanitizing the returned containers. Madeline Kelly Schwoch: Greenstone – Adjacent to Byrd Middle School – She didn’t see a lot of trash. Most of the trash appeared to be due to high winds and the litter catching on the fences. She also noted that the trash was cleaned by the next day. She also provided photos of the area at Main Street and I-20. Becky Hall: Streets near Reed Middle School – Some trash was noted but it was picked up the next day. Discussion followed regarding trash cans for intersections, i.e. ineffectiveness, cost, and litter around the cans. SL Henley reported that the Parks Manager Frank Allen has offered to provide additional focus to any areas requested by the Board. Suggestion was made to place an ad in the Champion for volunteer groups to be responsible for certain areas, and to include Code Enforcement’s contact number. Comments were made regarding the importance of providing visibility and education to the public and the positive impact the elementary school programs presented by Mother Nature and Recycle Man have had on students as well as their family members. 3. Discuss and Consider a Citywide Litter Poster Contest. Following discussion, it was the consensus of the Board to hold the Litter Poster Contest in the fall and that it should be open to all ages. Board member Sliger volunteered to solicit prizes for winners in the adult category. SL Henley will research the necessary rules and guidelines for a citywide contest and the Board will discuss further at the July, 2012 meeting. AS Jones will report to the DCEDC Board at their June 13, 2012 meeting and invite the DCEDC Board members to attend the KDB meeting to give their input. 4.
