Agency summary: New York State Homes & Community Renewal (HCR) is responsible for the supervision, maintenance, and development of affordable low-and moderate-income housing in New York State. HCR performs a number of activities in fulfillment of this mission, including oversight and regulation of the State's public and publically assisted rental housing; administration of the State's rent regulations and protection of rent regulated tenants; and administration of housing development and community preservation programs, including State and Federal grants and loans to housing developers to finance construction and renovation of affordable housing. New York State Homes & Community Renewal assists and supports the state’s response and recovery to disasters to ensure the affected communities and the entire region build back their areas smarter and stronger than ever. Job summary: Superstorm Sandy was the largest storm in New York’s recorded history. The State aspires to set the model for future disaster recovery through staffing the right people on the Sandy Recovery Team. The Coastal Infrastructure Recovery Liaison will have the unique opportunity to play a leading role in restoring the State’s coastal and natural infrastructure and preparing it to better withstand future disasters. Under the general direction of the Executive Director (ED), the Coastal Infrastructure Recovery Liaison will work with the Governor’s Office, State and Federal agencies, and local governments to help manage the recovery of the State’s coastal infrastructure, including beaches, dunes, sea walls, boardwalks, and natural infrastructure (oyster reefs, wetlands, etc.). Duties include, but are not limited to: • • • • • Coordinating with the Governor’s Office and State agencies to manage and develop processes to ensure ontrack progress of coastal infrastructure recovery and mitigation projects Monitoring and regularly communicating the progress of coastal infrastructure recovery and mitigation to the Recovery Team and State leadership Advising and assisting the ED in handling ongoing issues related to coastal infrastructure recovery policies and programs, including communications with governmental officials, members of the press, and members of the public Drafting policy statements and other documents related to coastal infrastructure recovery Working with local officials to track and help trouble-shoot on coastal infrastructure recovery projects Desired skills & experience…do you have what it takes? Bachelor’s degree in humanities or business field, preferably public policy with a focus on environmental sciences or coastal infrastructure, or a related field, required. Minimum of two years of related experience. Significant additional experience may be substituted for bachelor degree requirement. Candidate should be comfortable working in a rapidly changing, fast-paced environment, taking on leadership and proactively managing work streams. The following skills will also be required: Project Management experience Analytics (e.g., Excel) Critical thinking Crisp verbal and written communications Consensus-building Performance management and tracking Highly desired attributes Graduate degree in Environmental Sciences or Civil Engineering preferred.
