Introductions — Standards Committee Chair Scott Henry will lead the introduction of committee members and determine if there is a quorum. Mr. Henry will thank the outgoing Standards Committee members, and welcome those who were newly elected to the committee. The current Standards Committee roster is provided in Attachment 1a. b. NERC Antitrust Compliance Guidelines — Maureen Long will review the NERC Antitrust Compliance Guidelines provided in Attachment 1b. It is NERC’s policy and practice to obey the antitrust laws and to avoid all conduct that unreasonably restrains competition. This policy requires the avoidance of any conduct that violates, or that might appear to violate, the antitrust laws. Among other things, the antitrust laws forbid any agreement between or among competitors regarding prices, availability of service, product design, terms of sale, division of markets, allocation of customers or any other activity that unreasonably restrains competition. It is the responsibility of every NERC participant and employee who may in any way affect NERC’s compliance with the antitrust laws to carry out this commitment. c. Election of Officers and At-Large Executive Committee Members — S. Henry The Standards Committee Charter requires that the Standards Committee elect its chair and vice chair from among its members during the first regularly scheduled meeting of each year. The Standards Committee’s nominating committee provided the following slate of nominees: Chair: Scott Henry Vice Chair: Allen Mosher The Executive Committee Structure and Responsibilities document requires that the Standards Committee’s elect its three at-large members no later than the end of the second regularly scheduled Standards Committee meeting. Henry Scott Henry will review the meeting agenda and ask if there are any additions, deletions, or modifications to the agenda. e. Waiver of 10-day rule — If there are items submitted to the Standards Committee for action with less than 10 days notice, those items cannot be added to the agenda without the unanimous consent of the members present. If any items fall into this category Scott Henry will ask the Standards Committee to vote on waiving the 10-day rule. 2. Consent Agenda a. Approve the Consent Agenda Standards Committee Meeting Draft Agenda January 14–15, 2009 4 The consent agenda allows the Standards Committee to approve routine items that would normally not need discussion. Any Standards Committee member may ask the chair to remove an item from the consent agenda for formal discussion. SAR for Protection System Reliability — Authorize posting the SAR; determine if a SAR drafting team is needed and if needed direct staff to solicit SAR drafting team nominations Background: The System Protection and Control Task Force (SPCTF) submitted a SAR for the development of a standard with a set of requirements that addresses system performance during equipment failures within protection systems. The proposed standard would require a detailed review and analysis process to determine system performance during certain defined protection system failures. The SPCTF developed a technical justification for the proposed requirements, and drafted a proposed set of requirements. The SPCTF identified three major disturbances that involved the failure one or more elements of a protection system. During the December 2008 Standards Committee meeting, the Standards Committee reviewed the SAR and the supporting documents and remanded the SAR and asked the requesters to add more details in the scope; to revise the technical paper so that specific references to requirement numbers were replaced with the phrase, the “proposed requirement”; add more clarity to the term “system”; and eliminate any redundancies with the TPL standard revision effort. The SPCTF made the proposed modifications to the SAR and technical paper. Standards Committee Meeting Draft Agenda January 14–15, 2009 5 Request: Authorize posting the SAR and technical paper for comment. Recommendation: The standards staff supports this request. b. SAR for Revisions to FAC-008-1 and FAC-009-1 and Proposed Standard — Authorize Posting the SAR and Standard Simultaneously; Appoint the requesters to serve as the Standard Drafting Team Background: The Facility Ratings Standard Drafting Team developed a standard that merged FAC-008-1 and FAC-009-1 into a single standard, FAC-008-2. The standard was balloted in the fall of 2008 and achieved a quorum and a high enough weighted segment approval to pass, but there were negative ballots submitted with comments. There were two central themes to the negative comments — one theme focused on whether Generator Owners should be required to document the methodology used to rate their facilities; the other theme focused on whether the standard should include “Requirement R7,” a requirement that had been added solely to meet a Commission directive, but without any obvious link to reliability. During the recirculation ballot sufficient balloters changed their affirmative votes to negative votes to cause the ballot to fail. Members of the Facility Ratings Standard Drafting Team developed a new SAR and standard that proposes making the same modifications to FAC-008-1 and FAC-009-1 that were made previously, but with the exception that the new standard does not include “Requirement R7.” Request: Authorize posting the SAR and proposed standard for comment; appoint the requesters to serve as the standard drafting team. Recommendation: The standards staff supports this request. 6. Subcommittee Activities a. Officers — S. Henry i) Standards Committee Charter The Chair, Scott Henry will lead a review of the Standards Committee’s charter, with a focus on the six areas of responsibility: Manage Standards Development Manage the Standards Process Review the Effectiveness of the Balloting Process Coordinate with Compliance Program Coordinate with NAESB Coordinate with NERC Board of Trustees, Regulators and Industry Groups, and Stakeholders The Standards Committee has two subcommittees and an Executive Committee to assist in meeting the above responsibilities. Standards Committee Meeting Draft Agenda January 14–15, 2009 6 ii) Subcommittee Scope Document The Standards Committee Subcommittee Organization and Procedures document identifies the responsibilities of the Standards Committee’s two subcommittees and provides a framework for the scope of work assigned to each of the subcommittees. These subcommittees meet outside the regularly scheduled Standards Committee meetings and bring their work to the full Standards Committee for review. iii) Status of 2008 Goals and Review of 2009 Goals Chair, Scott Henry will lead a review of the Standards Program’s 2008 Goals and the Standards Committee’s contributions towards those goals. The committee will then review the goals for 2009 with an opportunity to identify areas where the committee should identify assign specific tasks to one of its existing or possibly a new subcommittee, task force, or liaison. iv) Status of BOT CGHR Activities — L. Campbell Linda Campbell, a past chair of the Standards Committee and a member of a task force assembled by the NERC Corporate Governance and Human Resources Subcommittee (CGHR) to look at the standards process, will report on the January 6, 2009 BOT CGHR task force’s most recent actions. The committee will discuss whether there is a need for the Standards Committee to take any action in response to the CGHR’s January 6, 2009 conference call. b. Report from Process Subcommittee — L. The first change clarifies that the nomination process is Standards Committee Meeting Draft Agenda January 14–15, 2009 7 used for filling not only a normal vacancy for a two-year term, but also vacancies for one-year terms. The second change clearly states that if there are two vacant positions (a vacancy for a one-year term and a vacancy for a two-year term) within a single industry segment, the nominee with the greatest number of votes will be assigned to the two-year term. Request: Approve the proposed revisions to the Procedures for Election of Members of the Standards Committee. iii) Response to Comments on Process for Handling Interpretations iv) Proposed Revisions to Draft Process for Handling Interpretations The Process Subcommittee has responded to all the comments submitted on the draft process for handling interpretations and made some conforming changes to the draft process.
