STANDARD OPERATING PROCEDURE
Corps Regulations and Cadet Manual
2013-2014
Purpose
1. To establish the corps regulations for the Grissom High School Army Junior Reserve
Officer’s Training (JROTC) “Tiger” Battalion.
2. To provide a procedure for the implementation of these regulations.
Cadet Duties
1. Each cadet is required to have the skills and knowledge appropriate to his or her Leadership
Education Training (LET) level, rank, and position.
2. Cadets will attend all required formations, activities, and unit events. Written excuses for
absences must be signed by a cadet's parent and must be approved by the Senior Army Instructor
(SAI).
3. Cadets must uphold the integrity of the battalion and the Cadet Corps at all times. Cadets are
to abide by all Corps’ rules and all school rules.
4. Failure to perform duties in a proper manner will result in grade penalties and possible
removal from the program. Although cadets are high school students, they are expected to
represent the Grissom JROTC unit in a positive manner. This means you are to act with
respect, courtesy and display self discipline not only when in JROTC classes but in all
situations. Disrespect to other school personnel will not be tolerated. Leadership
Education and Training (LET) I students (9th Graders) will receive a weekly leadership
grade. LET II (10th Graders), LET III (11th Graders) and LET IV (12th Graders) will also
receive leadership grades when applicable. Simply stated, a portion of the Cadet’s grade
will be based on their attitude, adherence to Cadet Command Regulation 145-2
(regulations pertaining to Army JROTC), school administrative policies, and school code of
conduct.
5. Academic Standard: All cadet progress is monitored during and screened at the end of the
semester as well as at the end the end of the school year for eligibility and subsequent retention in
the program. If a cadet fails to progress to the next required grade level, they will be ineligible
for retention in JROTC. All cadets desiring to return to JROTC must have the approval of the
Senior Army Instructor.

Wearing of the Uniform
1. The JROTC uniform is always worn in its entirety in a proper, dignified, and respectful
manner throughout the designated uniform day. Excuses to change out of the uniform must be
authorized by the Senior Army Instructor or Army Instructor.
2. The male Class A uniform consists of: low-quarter shoes, black socks, green trousers, belt,
light green shirt, a plain white T-shirt as an undershirt, black tie, and green jacket. All authorized
insignia, awards, badges, nameplate, and accouterments will be properly displayed on the green
jacket. Headgear will be worn at all times whenever outdoors.
3. The female Class A uniform consists of: Army Regulation shoes, black issued socks, green
trousers, a plain white T-shirt as an undershirt, light green shirt, neck tab, and green jacket. All
authorized insignia, awards, badges, nameplate, and accouterments will be properly displayed on
the green jacket. Headgear will be worn at all times outdoors.
4. The males Class B uniform consists of the exact same components as the male Class A
uniform (#2) except that the tie and the jacket are not worn. The top button of the light green
shirt is to be unbuttoned. All authorized insignia; awards, badges, nameplate, and accouterments
may be displayed properly on the light green shirt but is optional. The belt buckle must be
shined. Black jackets are also issued for the class B uniform. When the jacket is worn, it must
be zipped at least two-thirds of the way up. Headgear will be worn at all times outdoors.
5. The female Class B uniform consists of the exact same components as the female Class A
uniform (#3) except that jackets and neck tabs are not worn. The button of the light green shirt
will be unbuttoned. All authorized insignia, awards, badges, nameplate, and accouterments may
be displayed properly on the light green shirt. The belt buckle must be shined. Black
windbreaker jackets will also be issued for the class B uniform. When the jacket is worn, it must
be zipped at least two-thirds of the way up. Headgear will be worn at all times outdoors.
6. The male and female Class C uniform (ACU’S) consists of: ACU cap, boots, ACU trousers
bloused at the boot, belt, ACU shirt, and "brown 436" T-shirt as an undershirt.
7. All uniforms will be neatly pressed Shoes are shined, and brass is polished. All buttons are
fastened. The belt's metal tip is to the cadet's left for males and to the right for females. Nonprescription sunglasses are not worn in uniform while in formation. No government owned
military clothing may be worn with civilian dress or on non-uniform days.
8. Any cadet who fails to wear the uniform on the designated uniform day will receive a
grade of ZERO, and will be required to wear it the following day. The highest grade you
may receive for the second day is a 70.
9. Cadets should expect an inspection is to be assumed for every uniform day. Uniforms are
judged for overall neatness, including, but not limited to: shoes, brass, ribbons, and haircuts and
shaves for male cadets. Grades will be assigned based on uniform appearance.

10. Uniform Responsibilities: It is a cadet’s responsibility to safe guard all property issued to
you. You will be held financially responsible for any missing uniform items or equipment. All
cadets will report immediately (to your instructor) any loss, theft, or damage occurs. Cadets will
pay to replace any items lost or damaged due to neglect. Losses that occur resulting from fire,
theft, vandalism, or routine usage will be replaced at no cost. Finally, you are responsible for
routine laundry and dry cleaning uniforms while in your possession.
Personal Appearance
JROTC is a uniformed organization which is judged, in part, by how a Cadet wears a prescribed
uniform and maintains their personal appearance. Therefore, a neat and well-groomed appearance by
all Cadets is fundamental to JROTC and contributes to building the pride and esprit essential to an
effective Corps of Cadets.
a. Hair Styles. Many hairstyles are acceptable, as long as they are neat and conservative.
Hair will be neatly groomed. The length and bulk of hair will not be excessive or present a
ragged, unkempt, or extreme appearance. Hair will not fall over the eyebrows or extend below
the bottom edge of the collar. Lines or designs will not be cut into the hair or scalp. If dyes, tints,
or bleaches are used, colors used must be natural to human hair and not present an extreme
appearance. Applied hair colors which are prohibited include, but are not limited to, purple, blue,
pink, green, orange, bright (fire-engine) red, and fluorescent or neon colors. It is the
responsibility of instructors to use good judgment in determining if applied colors are acceptable,
based upon the overall effect on Cadets’ appearance.
(1) Males. Sideburns will be neatly trimmed. The base will not be flared and will be a
clean-shaven, horizontal line. Sideburns will not extend below the lowest part of the exterior
ear opening. The face will be clean-shaven, except for permitted mustaches. Males are not
authorized to wear braids, cornrows, or dreadlocks (unkempt, twisted, matted, individual
parts of hair) while in uniform. Hair that is clipped closely or shaved to the scalp is
authorized. No earrings of any size or shape may be worn in uniform for a male
cadet. Once again, this means that male cadets will not wear earrings at any time
while in uniform. If caught wearing earrings, male cadets will lose their 25
leadership points and be dropped from the program.
(2) Females. Hairstyles will not interfere with proper wearing of military headgear.
Hair holding ornaments (barrettes, pins, clips), if used, must be transparent or similar in color
to hair, and will be inconspicuously placed. Beads or similar ornamental items are not
authorized. Females may wear braids and cornrows as long as the braided style is
conservative and the braids and cornrows lie snugly on the head. Hair will not fall over the
eyebrows or extend below the bottom edge of the collar at any time during normal activity or
when standing in formation. Long hair that falls naturally below the bottom edge of the
collar, to include braids, will be neatly and inconspicuously fastened or pinned, so that no
free-hanging hair is visible.
b. Fingernails. Cadets will keep fingernails clean and neatly trimmed so as not to interfere
with performance of duty. Females may wear polish that is not exaggerated, faddish, or of extreme
coloring (such as purple, gold, blue or white) while in uniform.

c. Hygiene and Tattoos. Cadets are expected to maintain good hygiene while in uniform.
Tattoos are authorized except in areas of the body which would cause the tattoo to be exposed while
in Class A uniform. Tattoos or brands that are extremist, indecent, sexist, or racist are prohibited,
regardless of location on the body, as they are prejudicial to good order and discipline within the
unit, the school, and the community.
d. Religious wear.
(1) Cadets may wear religious headgear while in uniform as long as it meets the
following criteria.
(a) It must be subdued in color (black, brown, green, dark or navy blue, or a
combination of these colors).
(b) It must be of a style and size that can be completely covered by standard
military headgear.
(c) The headgear cannot bear any writing, symbols, or pictures. CCR 1451 February 2012 101
(2) Exceptions to appearance standards based on religious practices.
(a) The term ―religious apparel‖ is defined as articles of clothing worn as
part of the observance of the religious faith practiced by the Cadet. Religious articles
include, but are not limited to, medallions, small booklets, pictures, or copies of
religious symbols or writing carried by the individual in wallets or pockets. Except as
noted below, Cadets may not wear religious items if they do not meet the standards
of this regulation. Requests for accommodation will not be entertained.
(b) Cadets may wear religious apparel, articles, or jewelry with the uniform,
if they are neat, conservative, and discreet. ―Neat conservative, and discreet‖ is
defined as meeting the uniform criteria of this regulation. In other words, when
religious jewelry is worn, the uniform must meet the same standards of wear as if the
religious jewelry were not worn. For example, a religious item worn on a chain may
not be visible when worn with uniforms. The width of chains worn with religious
items should be approximately the same size as the width of the ID tag chain.
Once again, male cadets will not wear earrings at any time while in uniform. If caught
wearing earrings, male cadets will lose their 25 leadership points and be dropped from the
program.
Military Courtesy
1. Proper military courtesy is observed by all cadets in uniform and/or in formation.
2. Cadets in uniform are to salute all superior cadet officers and all U. S. Armed Forces Officers
when outdoors. The cadets should hold the salute until the officer returns it.
3. Cadets should always greet superiors, officers and Noncommissioned Officers (NCOs) as
appropriate (For example: Good Morning/Afternoon Sir, Sergeant, or Ma’am).

4. At the beginning of the class period, when the SAI, enters, the first cadet to see him/her
should call the class to “Attention”. When role is taken he/she will respond with “here Sir or
Sergeant,” Or here First Sergeant.
5. In the absence of the SAI, AI, or class aide, the senior cadet present will be in charge and act
with the authority of the SAI/AI.
Chain of Command
1. The proper chain of command will be followed in all cases (unless obviously inappropriate)
for all approvals, requests, orders, etc.
2. The lowest level in the formal chain of command is the squad leader. The squad leader is in
charge of the cadets, privates, privates first class, corporals and sergeants that make up his /her
squad.
3. For reporting purposes, the squad leader reports to the platoon sergeant. The platoon sergeant
reports to his/her platoon leader.
4. The platoon leader reports to the company commander. The company commander reports to
the Battalion Commander, who is at the top of the student chain of command.
5. The informal chain of command, the NCO chain, headed by the Command Sergeant Major,
may be used if the formal chain is not available.
6. The Battalion Executive Officer (XO) assumes command in the absence of the Battalion
Commander (BC). While not part of the formal chain of command, the Battalion XO is the
principal staff coordinator.
7. All cadets have the right to bypass the student chain of command if he/she feels it necessary to
go to the SAI or AI, otherwise all affairs should be settled by use of the cadet chain of command.
Extracurricular Teams
1. Cadets will not be allowed to participate in ANY JROTC extracurricular activity unless the
following requirements have been met:
a. Cadets must maintain a 70 overall average each semester in all classes.
b. Cadets must pass TWELVE out of FOURTEEN classes each two semester periods.
c. Cadets must NOT fail any of their four core academic classes.
d. Cadets must maintain a 70 average for their respective JROTC class each nine-week
Grading period.
e. Cadets must not receive any significant disciplinary action (i.e. suspension from
school).

** The SAI will determine the course of action taken when a cadet has received any
disciplinary action. **
2. If a cadet does not meet requirements a-c (above), they will not be allowed to participate until
AFTER the average(s) have been raised or the class (es) have been made up.
3. If a cadet does not meet requirements d-e (above), disposition rests with the SAI.
4. The Grissom High School JROTC Battalion fields three competition teams: the Raider Team,
the Drill Team, and the Color Guard Team.
5. Additional qualifications for membership vary for each team as set by the team commander or
the Battalion Commander, as do the qualifications for dismissal. It is the responsibility of every
team member to be aware of the rules of his/her team as well as Huntsville City School rules
which govern JROTC teams at all times.
6. Team members who have competed may wear cords with the Class A or B uniforms. The
cords are worn on the left shoulder. Cadets who leave a team for any reason wear the cords on
the right shoulder only. Only cadets who have competed in a meet are authorized to wear the
cords.
7. Satisfactory participation on the Grissom High School JROTC Raider Team earns the cadet a
Grissom Varsity Letter. In addition, participation on any of the three Grissom High School
JROTC competition teams earns the cadet to the team participation ribbon and the Varsity
Athletic Ribbon.
Activities, Formation, and Physical Training
1. Cadets must attend all scheduled Corps formations, team practices, and other unit activities.
Cadets must also participate in all scheduled physical training activities while wearing the
applicable exercise attire.
2. Excuses for absence from any activity or training must be requested prior to the absence or
promptly afterward. A parent or doctor must sign excuses. Unexcused absences result in grade
penalties.
3. The GHS JROTC unit participates in a Veteran’s Day Parade each year. Participation is
mandatory. All cadets will wear Class A or B uniform (according to which is assigned). No
boots, berets, or ascots will be worn. Color Guard will wear their standard uniform.
4. Cadets are also required to attend the end of year Awards ceremony April the 17th at 4pm in
the Grissom Auditorium.

Grading
1. Grades in JROTC classes are based upon:
Academic grades: 75%
Leadership grade: 25%
2. Academic grades include class performance, examinations, and good wear of the uniform.
3. Leadership grades reflect conduct, proper attitude, initiative, demonstrated ability, and
appearance. Outstanding conduct or show of leadership may help a cadet’s leadership grade
whereas; a cadet’s grades may suffer from poor behavior or failure to wear the uniform.
