AT(2015)196 Strasbourg, 15th May, 2015 HEREIN: for European heritage policies “Country and regional Workshops” Terms of Reference Introduction In 2014, the Steering Committee for Culture, Heritage and Landscape encouraged the 43 participating member States to increase their efforts and involvement in the HEREIN System. So far the results have underlined HEREIN’s capacity to contribute to the Council of Europe’s objectives relative to the follow-up of the Heritage Conventions and the development of international co-operation: The number of member states which have published their national reports is continuously increasing, the diversity and quality of data collected in the System are progressively improving, national Co-ordinators are becoming more mobilised and the number of competent services in member States contributing to HEREIN is rising, HEREIN’s tools are improving, and so on. In order to keep up and accelerate the ongoing activities in line with the objectives fixed at the 10th Coordinators meeting (Mons, November 2014) and to achieve concrete and illustrative results as rapidly and efficiently as possible, the Council of Europe Secretariat is preparing a new set of tools which will be made available to the HEREIN National Co-ordinators: Country and Regional Workshops. Objectives To provide training, coaching and assistance to the HEREIN Co-ordinators on the use and the potential of HEREIN; To increase HEREIN visibility in participating countries; To raise awareness of main stakeholders in HEREIN; To promote the exchange of best practices and co-operation between HEREIN co-ordinators. Form The Country and Regional Workshops are held over 2 days maximum They propose a “peer review” sort of approach involving, as a priority, one or several voluntary HEREIN Co-ordinator(s) from another (other) country(ies), who have made a meaningful contribution to HEREIN thereby ensuring the exchange and promotion of best practices. The HEREIN webmaster as well as one member of the Council of Europe Secretariat may also be present. Content Two types of workshops are proposed: a. Country Workshops Country Workshops are designed to respond to specific situations in each country. The HEREIN Co-ordinators requiring such assistance are invited to justify their request, specifying the difficulties they are meeting in achieving their tasks, the origin of these difficulties, and the assistance required. The workshops should be designed to increase the visibility of HEREIN within the country, raise awareness of its uses and potential, help the HEREIN Co-ordinator to establish and improve co-operation with the different relevant departments and services as well as his/her hierarchy, consolidate the political backup given to HEREIN, boost the progress of the HEREIN Action Plan in the country, etc.. The Country Workshops could include some or all of the following components: Technical training and assistance (use of the System); Elaboration of communication plan and communication training; Presentation/promotion of the HEREIN System/raising awareness; Establishing administrative co-operation between relevant departments in order to collect comprehensive data; Practical work with relevant departments to collect information for the national report; Assessment and analysis of the situation (role, potential, difficulties) relating to the development of HEREIN in the country and potential impacts; Discussion about potential partnerships; 2 b. Regional Workshops Regional Workshops are designed to provide technical and strategic support to HEREIN Coordinators facing similar problems or wishing to share their experiences/help each other in achieving their tasks. The workshops are focused on improving capacities and providing tools and Co-ordinators’ understanding of the HEREIN System and how to use it. Conditions - - The organisers are HEREIN Co-ordinators who have addressed formal assistance requests to the Council of Europe Secretariat (see procedure below). The organisers have the responsibility to define, in coordination with the Council of Europe Secretariat, the structure, the specific objectives and the content of the workshop programmes. The Council of Europe Secretariat, in coordination with the organisers, designate the international participants registered on the “HEREIN Network Experts Pool” (see procedure below) The travel and accommodation expenses of international participants are organised and covered by the Council of Europe, if so required by the organisers. Hosting authorities should provide fully-equipped premises with all relevant facilities, including interpretation if needed. The organisers must be present during the whole duration of the workshop. The organisers must make sure that all necessary national participants are formally invited, meeting times and objectives are confirmed, and that all necessary documents/information are disseminated to national participants prior to the workshops. The Council of Europe may provide financial contribution to the organisers if required, through the signature of an Administrative Arrangement (subject to the usual Council of Europe administrative procedure and delays). Procedure Country and Regional Workshops are organised at the request of HEREIN Co-ordinators, who should address a formal message to the Council of Europe Secretariat. However, the Council of Europe Secretariat may contact and propose to HEREIN Co-ordinators to organise workshops where processes are not progressing sufficiently according to the Action Plan. The Council of Europe Secretariat consults the HEREIN Co-ordinators and identifies those who have made a meaningful contribution to HEREIN, and have the possibility to travel to set up a HEREIN Network Experts Pool. On mutual agreement, the Council of Europe Secretariat publishes the list of “HEREIN Network Experts Pool” on the HEREIN web page. The form, the content and the programmes (including the list of national stakeholders to be invited) are agreed between the Council of Europe Secretariat and the organisers, in co-ordination with the “HEREIN Network Experts Pool”. Practical arrangements (translation of documents, dissemination of documents, organisation of interpretation, etc.) must be confirmed sufficiently in advance the workshops. The organisers must produce a report immediately after the workshops. The report should include the description of the results and expected results, as well as next steps to be undertaken by the HEREIN Co-ordinator(s). 3
