HERE TO DISCUSS AND SHARE IDEAS ON HOW WE ARE GOING TO DEAL
WITH THE FUTURE CHALLENGES IN SECURING OUR COUNTRIES AS
WELL AS THE REGION. SINCE OUR CORE BUSSINESS IN THE FIELD OF

THAT THE MAIN DUTIES OF THE COUNTRY (GOVERNMENT) ARE TO
PROTECT ITS PEOPLE, TO DEVELOP PROSPERITY, TO DEVELOP ONESELF
MIND OF ITS PEOPLE BY PROVIDING THEM WITH A BETTER
EDUCATION, AND ALSO TO PARTICIPATE IN THE PROMOTION OF
WORLD PEACE BASED ON FREEDOM, PEACE AND SOCIAL JUSTICE.
THESE MAIN DUTIES THEN TRANSLATED INTO A GRAND NATIONAL
CONCEPT FOR NATION AND CHARACTER BUILDING, WHICH WAS
STATED BY INDONESIA’S FOUNDING FATHER MR. SUKARNO, THE
FIRST PRESIDENT OF THE REPUBLIC OF INDONESIA, AS THE LONG TERM
NATIONAL OBJECTIVE TO ACHIEVE PROSPERITY AND SOCIAL JUSTICE
FOR THE INDONESIAN PEOPLE.
THIS NATIONAL OBJECTIVE IS SUPPORTED THROUGH A GRAND
NATIONAL STRATEGY TO DEVELOP NATIONAL STRENGTH, CAPACITY
AND CAPABILITY, TO DEVELOP NATION VALUES, IDEOLOGY, POLITICS,
ECONOMY, SOCIO-CULTURAL CONDITIONS, MILITARY, DEFENSE AND
SECURITY (SOCIAL DETERMINANTS OR FIVE ASPECTS KNOWN AS
PANCA GATRA) AND TO EXPLOIT GEOGRAPHY AND DEMOGRAPHIC

POTENTIAL AS WELL AS NATIONAL RESOURCES AVAILABILITY
(NATURAL DETERMINANT S OR THREE ASPECTS KNOWN AS TRI
GATRA).
THESE SOCIAL AND NATURAL ASPECTS, ARE KNOWN IN THE
TERMINOLOGY OF THE INDONESIAN NATIONAL RESILIENCE INSTITUTE
AS A CONCEPT OF NATIONAL RESILIENCE (EIGHT ASPECTS KNOWN AS
ASTA GATRA).
EXPANDED, THIS CONCEPT OF NATIONAL RESILIENCE
IS THE DYNAMIC CONDITION OF A NATION, INCLUDING TENACITY AND
STURDINESS, WHICH ENABLES IT TO DEVELOP NATIONAL STRENGTH
TO RESPOND TO ALL CHALLENGES, THREATS, OBSTRUCTIONS AND
DISTURBANCES COMING FROM OUTSIDE AS WELL AS FROM WITHIN
THE COUNTRY, DIRECTLY OR INDIRECTLY ENDANGERING THE
NATIONAL EXISTENCE AND THE STRUGGLE FOR NATIONAL
OBJECTIVES. EVERY NATION CHERISHES CERTAIN LOFTY AND GREAT
IDEALS THAT IT STRIVES TO REALIZE, WHICH ARE USUALLY KNOWN
AS NATIONAL OBJECTIVES.
IN STRIVING FOR THESE NATIONAL OBJECTIVES, A COUNTRY MAY
ENCOUNTER CHALLENGES, THREATS, OBSTACLES AND DISTURBANCES
THAT MUST BE CONQUERED. TO BE SUCCESSFUL, ANY NATION MUST
BE STRONG, CAPABLE, RESISTANT, AND HAVE PERSEVERANCE. THESE
NATIONAL QUALITIES ARE CALLED NATIONAL RESILIENCE.
NATIONAL RESILIENCE MUST ALWAYS BE NURTURED AND
DEVELOPED. FOR, THE MORE DEVELOPED THIS NATIONAL RESILIENCE
IS, THE STRONGER WILL BE THE BARGAINING POSITION OF THE
NATION, IN DOMESTIC AS WELL AS IN EXTERNAL AFFAIRS.
THEREFORE, NATIONAL RESILIENCE IS ESSENTIALLY A CONCEPT TO

STRIVE FOR THE REALIZATION OF WELFARE, PROSPERITY, AND THE
DEFENSE AND SECURITY OF A NATION.
FOR INDONESIA, NATIONAL RESILIENCE IS ALSO A CONCEPT OF GEOSTRATEGY TO BE USED IN THE NATIONAL DEVELOPMENT PROGRAM.
THE STRATEGIC ENVIRONMENT NOWADAYS IS DYNAMIC, AND LESS
CERTAIN, CREATING GREATER COMPLEXITY IN HUMAN LIFE
GLOBALLY, AND LEADING TO MORE TURBULENT TIME FULL OF
UNPREDICTABLE, SURPRISED, AND COMPLEXS SITUATION. GLOBAL
SECURITY IS NATURALLY OF CONCERN TO THE ENTIRE WORLD, AND A
GLOBAL RESPONSE IS INCREASINGLY REQUIRED FOR EMERGING
CHALLENGES THAT INCLUDE NON TRADITIONAL THREATS SUCH AS
ENVIRONMENTAL DEGRADATION, NATURAL DISASTER, DISEASE,
EPIDEMIC, TERRORISM, TRANS-NATIONAL ORGANIZED CRIMES, INTRA
STATE CONFLICT, BORDER DISPUTES, INTER STATE CONFLICT, AND
TRADITIONAL THREATS OF LARGE SCALE WAR. ALL OF THESE
CHALLENGES ARE ELEMENTS OF STRATEGIC TRENDS AT WORK IN THE
NEW MILLENNIUM; WHICH INDEED HAVE IMPLICATIONS FOR
INDONESIA. INDONESIA MUST HAVE THE CAPACITY AND THE
NATIONAL RESILIENCE TO FACE SUCH CHALLENGES.
FOLLOWING THE FALL OF SUHARTO REGIME IN 1998, INDONESIA IS
STILL IN THE PROCESS OF RECOVERY, UNDER THE LEADERSHIP OF
PRESIDENT SUSILO BAMBANG YUDHOYONO. INDONESIA MOVING TO
THE RIGHT DIRECTION: ECONOMIC GROWTH HAS INCREASED
SUFFICIENTLY, AND POLITICAL STABILITY HAS BEEN RESTORED,
DEMOCRACY IN INDONESIA HAS FLOURISHED, MAKING INDONESIA
THE 4TH LARGEST STATE DEMOCRACY IN THE WORLD, AND DOMESTIC
SECURITY IS RELATIVELY STABLE, INTERNATIONAL DIPLOMACY HAS
ALSO CONTRIBUTED IN FOSTERING AND INCREASED ROLE FOR
INDONESIA IN GLOBAL AFFAIRS.

CURRENTLY INDONESIA IS A NON PERMANENT MEMBER OF UNITED
NATIONS SECURITY COUNCIL. ALTHOUGH INDONESIA HAS MADE
REMARKABLE PROGRESS AWAY FROM CRISIS OVER THE PAST DECADE,
THERE IS NO GUARANTEE AGAINST DIFFICULTIES IN YEARS TO COME.
GIVEN THE EMERGING COMPLEXITIES OF THE 21ST CENTURY
STRATEGIC ENVIRONMENT, THERE WILL NO DOUBT BE NEW AND
SIGNIFICANT THREATS AND CHALLENGES IN THE FUTURE THAT NEED
TO BE FACED BY THE WORLD, INCLUDING INDONESIA THEREFORE,
ALL OF US NEED TO PREPARE OUR FUTURE LEADERS WHO WILL HAVE
RESPONSIBILITY FOR MAINTAINING THE SECURITY AND PROSPERITY
OF THEIR NATION. LEMHANNAS HAS A ROLE IN THIS OBJECTIVE
THROUGH DELIVERING A WELL PLANNED PROGRAM OF EDUCATION
TO THESE FUTURE LEADERS.
DISTINGUISHED PARTICIPANTS, LADIES AND GENTLEMEN, FURTHER
MORE I WOULD LIKE TO TALK ABOUT: EMERGING CHALLENGES IN
STRATEGIC ENVIRONMENT.
THE EMERGING STRATEGIC ENVIRONMENT OF THE 21ST CENTURY HAS
SEEN A SIGNIFICANT EVOLUTION FROM THAT OF THE 20TH CENTURY,
DURING WHICH WORLD SECURITY ISSUES WERE DOMINATED BY THE
COLD WAR FOR MORE THAN HALF CENTURY IN THE AFTERMATH OF
WORLD WAR II, THE AMERICAN SCHOLAR JOHN LEWIS GADDIS, NOTES
THE SHIFT FROM WHAT HE CALLED THE ‘LONG PEACE’ OF THE 20TH
CENTURY COLD WAR TO THE 21ST CENTURY ‘LONG WAR’ AGAINST THE
DIFFUSE FORCES OF GLOBAL INSURGENCY (KNOWN AS THE 4TH
GENERATION OF WAR WHICH IS MORE COMPLEX), ASYMMETRIC
THREATS, AND THE GREATER COMPLEXITIES OF SECURITY
CHALLENGES AS INVOLVING POLITICO-MILITARY-SOCIAL AND
ECONOMIC ISSUES.

IN THE LONG PEACE OF THE COLD WAR, WHILE THERE WERE
REGIONAL CONFLICTS FROM KOREA THROUGH TO VIETNAM TO
AFGHANISTAN AND IRAQ, THE STRUCTURAL STABILITY OF THE
BIPOLAR NUCLEAR WORLD CREATED A RELATIVELY PREDICTABLE
PATTERN OF GEOPOLITICS.
HOWEVER, IN THE 21ST CENTURY LONG
WAR, THIS PATTERN OF PREDICTABILITY HAS BEEN REPLACED BY
FLUID CURRENTS OF UNPREDICTABILITY WHEREBY SECURITY
THREATS HAVE BECOME MORE DYNAMIC, DIVERSE, NETWORKED AND
CONSTANTLY EVOLVING.
WHAT MAKES THE 21ST CENTURY STRATEGIC ENVIRONMENT SO
TURBULENT IS NOT CHANGE ITSELF, BUT THE RAPID COMPRESSION,
IMPLEMENTATION AND INTERCONNECTEDNESS OF CHANGE BECAUSE
OF THE USE OF ELECTRONIC NETWORKS. A MORE GLOBALIZED
SECURITY ENVIRONMENT HAS BROUGHT WITH IT THREE IMPORTANT
STRATEGIC TRENDS. THE FIRST TREND IS A SHIFT IN THINKING AWAY
FROM TERRITORIALITY TOWARD CONNECTEDNESS AND THE
DIMINISHING FREQUENCY OF INTER-STATE WAR. THE SECOND TREND
IS A BLURRING OF DISTINCTIONS BETWEEN STATE AND SOCIETY, AND
FOREIGN AND DOMESTIC POLICIES SO CREATING A NEED FOR
INTEGRATED NATIONAL SECURITY SYSTEMS. THE THIRD TREND IS A
MERGING OF CONVENTIONAL AND UNCONVENTIONAL MODES OF ARM
CONFLICT AND A MERGING OF TRADITIONAL AND NON TRADITIONAL
THREATS.
INCREASINGLY INTO THE FUTURE, ENVIRONMENTAL ISSUES WILL
BECOME A SIGNIFICANT INFLUENCER ON REGIONAL AND GLOBAL
AFFAIRS. INCREASINGLY SCARCE RESOURCES AND THE FOOD
DEMANDS OF THE EXPONENTIALLY INCREASING WORLD POPULATION

WILL MAKE ACCESS TO CLEAN WATER AND ARABLE LAND VITAL
OBJECTIVES.
POPULATION GROWTH WILL HEIGHTEN COMPETITION
FOR THE WORLD’S FISHERIES, ESSENTIAL AS A SOURCE OF PROTEIN,
AND THE AVAILABILITY OF ELECTRIC POWER AND THE REQUIREMENT
FOR EVER-INCREASING ECONOMIC GROWTH WILL CHALLENGE THE
REGIONS TO ADDRESS AIR QUALITY STANDARDS AND MINIMIZE
CROSS-BORDER POLLUTION CAUSED BY CARBON FUELS, FOREST FIRE
AND INDUSTRIAL WASTE.
ENVIRONMENTAL ISSUES OFTEN HAVE TECHNICAL COMPONENTS
THAT REQUIRE ACCESS TO DATA OR INFORMATION NOT AVAILABLE
REGIONALLY. MOREOVER, THE TRANSNATIONAL DIMENSIONS OF
MOST ENVIRONMENTAL ISSUES MAKE IT DIFFICULT FOR ANY
COUNTRY TO ADDRESS THEM EFFECTIVELY WITHOUT THE
COOPERATION OF OTHER REGIONAL STATES.
THEREFORE, TO DEAL WITH ENVIRONMENTAL ISSUES AND MAINTAIN
REGIONAL ECONOMIC, AND POLITICAL STABILITY IN THE COMING
YEARS, INCREASED COOPERATION BETWEEN REGIONAL STATES AND
BETWEEN STATE GOVERNMENT AGENCIES WILL BE INCREASINGLY
IMPORTANT.
PERHAPS SURPRISINGLY ONE OF THE MOST VALUABLE RESOURCES IN
ADDRESSING ENVIRONMENTAL ISSUES HAS PROVEN TO BE THE
MILITARY.
THIS TREND WILL CONTINUE, CAPABILITIES DEVELOPED
FOR TRADITIONAL MILITARY MISSION LEND THEMSELVES WELL TO
THE RESOLUTION OF ENVIRONMENTAL PROBLEMS.
FREQUENTLY THE MILITARY IS THE BEST RESOURCES OF ALL
GOVERNMENT AGENCIES. AS IT GENERALLY HAS ACCESS TO
SUBSTANTIAL TRANSPORTATION ASSETS AND CONSTRUCTION
ENGINEER CAPABILITIES TO BUILD PRIMARY WATER TREATMENT

FACILITIES AND TO RESPOND EFFECTIVELY TO ENVIRONMENTAL
DISASTERS. MOREOVER, THE MILITARY BRINGS AN UNDERSTANDING
OF THE PHYSICAL GEOGRAPHY OF THE STATE, WITH A PRESENCE
THROUGHOUT MOST REGIONS OF A COUNTRY INCLUDING DISTANT
BORDER AREAS WHERE MANY GOVERNMENTS FIND IT DIFFICULT TO
ADDRESS PROBLEMS CRITICAL TO THE LOCAL POPULATION.
ANOTHER INCREASING REGIONAL AND GLOBAL CHALLENGE IS THAT
OF NATURAL DISASTERS SUCH AS EARTH QUAKES, TSUNAMIS, GLOBAL
WARMING, FOREST FIRES, AND FLOODS. INDONESIA IS ONE OF THE
COUNTRIES MOST AFFECTED BY, MOST EXPERIENCED IN RESPONDING
TO, NATURAL DISASTERS BECAUSE OF ITS GEOGRAPHIC LOCATION IN
THE RING OF FIRE.
ALL OF THESE FACTORS AND CHALLENGES MENTIONED CONTRIBUTE
TO EXISTING POLITICAL, ECONOMIC, SOCIAL AND SECURITY
PROBLEMS AND THEIR IMPACT IS FELT BY INDONESIA. THESE
PROBLEMS MUST BE SOLVED TOGETHER BY THE INTERNATIONAL
COMMUNITY USING ALL AVAILABLE RESOURCES TO ACHIEVE TOTAL
STRENGTH AND THE CAPABILITIES TO FACE FUTURE THREATS AND
CHALLENGES. ONE OF THE MOST IMPORTANT RESOURCES TO
ACHIEVE THIS IS LEADERSHIP.

INSTITUTION.
BEFORE ELABORATING ON THE CONCEPT OF CURRICULUM, I WOULD

ESTABLISMENT OF LEMHANNAS, TO PROVIDE YOU WITH A BETTER
UNDERSTANDING OF THE ENVIRONMENT IN WHICH WE OPERATE.

BACKGROUND.
THE NATIONAL RESILIENCE INSTITUTE WAS FORMED
IN RESPONSE TO THE EMERGENCE OF A STRATEGIC ENVIRONMENT,
BOTH NATIONAL AND INTERNATIONAL, WHICH REQUIRES STABLE AND
DYNAMIC INTEGRATION AND COOPERATION AMONG ALL CIVIL
AGENCIES – INCLUSIVE OF THE ARMED FORCES, THE NATIONAL STATE
POLICE, AND NATIONAL POLITICAL, INDUSTRY AND NGO LEADERS –
TO RUN THE NATIONAL GOVERNMENT ADMINISTRATION.
THE FIRST PRESIDENT OF REPUBLIC OF INDONESIA, MR. SUKARNO,
DECLARED ON THE 20TH OF MAY 1965 THE ESTABLISHMENT OF THE
NATIONAL DEFENSE INSTITUTE IN ACCORDANCE WITH THE
PRESIDENTIAL REGULATION NO. 37 OF 1964, THIS COINCIDED WITH
THE NATIONAL RESURGENCE DAY OF THE REPUBLIC OF INDONESIA.
THE NATIONAL DEFENSE INSTITUTE ESTABLISHING CEREMONY ALSO
MARKED THE OPENING OF THE INSTITUTE’S FIRST REGULAR COURSE.
THE FORMATION OF THE NATIONAL DEFENSE INSTITUTE WAS
PROPOSED AS A NATIONAL URGENCY TO SUPPORT EFFORTS IN
CONTINUING THE AIMS OF PROCLAMATION AND THE NATIONAL
OBJECTIVES OF THE INDONESIAN PEOPLE, ALONG WITH PROMOTING
THE SURVIVAL OF THE INDONESIAN STATE AND NATION IN THE
INTERNATIONAL POLITICAL ARENA.
DEVELOPMENT OF THE INSTITUTION. TODAY, THE NATIONAL
RESILIENCE INSTITUTE OF THE REPUBLIC OF INDONESIA (LEMHANNAS
RI) HAS CEMENTED ITSELF AS THE NATIONAL ASSET WITH A ROLE TO
PROGRESS THE OBJECTIVES OF THE UNITARY STATE OF THE REPUBLIC
OF INDONESIA. THE INSTITUTION CONTINUES TO MAKE A VALUABLE
CONTRIBUTION TO THE INDONESIAN NATIONAL JOURNEY. MANY
MEMBERS OF THE NATIONAL LEADERSHIP CADRE HAVE BEEN
PRODUCED FROM LEMHANNAS. A KEY LEMHANNAS ROLE IS AS A
STRATEGIC ASSESSMENT INSTITUTION, WHICH HAS PRODUCED MANY

CONCEPTS THAT COLOR STATE POLICY. THESE INCLUDE INDONESIAN
GEO-POLITICS AND GEO-STRATEGY CONCEPTS THAT LED TO THE
NUSANTARA OUTLOOK DOCTRINE AND NATIONAL RESILIENCE
DOCTRINE WHICH HAVE BEEN AGREED COLLECTIVELY AS THE
NATIONAL PARADIGM. THIS MAKES LEMHANNAS IS DIFFERENT WITH
OTHER INSTITUTIONS OR COLLEGES EVEN UNIVERSITIES, BECAUSE IT
DISTINCTION FOCUSING ON NATIONAL RESILIENCE STUDIES.
DURING ITS HISTORY, THE INSTITUTION HAS EXPERIENCED SEVERAL
CHANGES BASED ON THE EVOLVING STRATEGIC ENVIRONMENT,
WHICH HAS CONTINUED AS THE INSTITUTION’S MAIN AREA OF FOCUS.
AT FORMATION, THE INSTITUTION WAS NAMED THE NATIONAL
DEFENSE INSTITUTE AND WAS LED BY A GOVERNOR WITH STATE
MINISTER STATUS AND ADMINISTRATIVELY RESPONSIBLE TO THE
PRESIDENT. THEREAFTER, THE NATIONAL DEFENSE INSTITUTE
EXPERIENCED A TECHNICAL NAME CHANGE TO THE NATIONAL
RESILIENCE INSTITUTE IN ACCORDANCE WITH THE PRESIDENTIAL
REGULATION NO. 4 OF 1994.
FURTHERMORE, IN 2001, BASED ON THE PRESIDENT REGULATION NO. 42
AND 43 OF 2001, THE POSITION AND THE STRUCTURE OF THE
INSTITUTION BECAME ONE OF A NON DEPARTMENT GOVERNMENTAL
INSTITUTION WHICH IS DIRECTLY RESPONSIBLE TO THE PRESIDENT.
IN 2006, LEMHANNAS WAS RESTRUCTURED AND REVITALIZED
FURTHER AS A SPECIAL INSTITUTION WITH THE GOVERNOR AS
MINISTER OF STATE LEVEL BASED ON THE PRESIDENT REGULATION
NO. 67 OF 2006. WITH THIS RESTRUCTURING AND REVITALIZATION
PROCESSES, THE INSTITUTION AIMS TO BECOME A PRESTIGIOUS AND
WORLD CLASS INSTITUTION.

VISION. PREPARING NATIONAL LEVEL LEADERS AND CITIZENS OF
INDONESIA THROUGH DEVELOPMENT OF GOOD CHARACTER, MORALS,
ETHICS OF NATIONALITY, AND COMPARATIVE AND COMPETITIVE
EXCELLENCE IN ORDER TO GUARANTEE AND UPHOLD THE UNITARY
STATE OF THE REPUBLIC OF INDONESIA BASED ON THE FIVE
PRINCIPLES (PANCASILA) AND THE 1945 CONSTITUTION.
MISSION.
1. TO CARRY OUT THE EDUCATION OF THE INDONESIAN CADRE UNDER
PREPARATION FOR NATIONAL LEADERSHIP, INCORPORATING
INTEGRATIVE AND PROFESIONAL THINKING, GOOD MORAL,
CHARACTER AND ETHICS OF NATIONALITY, NATIONAL OUTLOOK, AND

OBJECTIVE. IN ORDER TO REALISE THE VISION THROUGH ACHIEVING
THE MISSION, THE NATIONAL RESILIENCE INSTITUTE HAS DEVELOPED
THE FOLLOWING OBJECTIVES:

CADRE AT THE NATIONAL LEVEL.
2. CONDUCT NATIONAL, REGIONAL AND INTERNATIONAL STRATEGIC

3. CONDUCT NATIONAL VALUES CONSOLIDATION.
4. ESTABLISH POSTGRADUATE EDUCATION COOPERATION IN THE
FIELD OF NATIONAL RESILIENCE, STRATEGIC STUDIES, AND DEFENSE
MANAGEMENT STUDIES WITH OTHER EDUCATIONAL INSTITUTIONS
NATIONAL AND INTERNATIONAL.
5. ESTABLISH STRATEGIC ASSESSMENT COOPERATION AND
NATIONALITY VALUES CONSOLIDATION WITH OTHER NATIONAL AND
INTERNATIONAL INSTITUTIONS.
CURRICULUM. SINCE 2006 THE RESTRUCTURING AND
REVITALIZATION PROGRAM HAS RESULTED IN A REARRANGING AND
REFOCUSSING OF THE CURRICULUM. EACH YEAR THE INSTITUTION
RUNS TWO COURSES: A REGULAR COURSE OF ABOUT 40 WEEKS
DURATION, WHERE THE COURSE PARTICIPANTS WILL SPEND ONE
THIRD OF THE COURSE AWAY FROM CAMPUS USING E- LEARNING AND
A TELECONFERENCE SYSTEM; AND, A SHORT COURSE OF ABOUT 22
WEEKS DURATION ALSO USING SIMILAR TEACHING METHODS AIM TO
PRODUCE MORE EFFICIENT AND EFFECTIVE MEANS TO ACHIEVE THE
OUTCOME OF EDUCATION.
THE GOVERNMENT HAS RECENTLY REQUESTED LEMHANNAS TO
CONDUCT A NEW COURSE WITH CURRICULUM DESIGNED ESPECIALLY

FOR THE GOVERNORS AS CHIEF EXECUTIVES OF PROVINCES, AND FOR
PROVINCIAL CHIEF OF LEGISLATIVE COUNCILS, AND THE NEW COURSE
WOULD HAVE A DURATION OF 3 WEEKS AND FOCUS ON TOPICS
LEADERSHIP, NATIONAL VALUES, NATIONAL RESILIENCE, NATIONAL
OUTLOOK, NATIONAL DOCTRINES, INTERNATIONAL DIPLOMACY,
NATIONAL MANAGEMENT SYSTEMS AND CURRENT ISSUES.
FOR THE REGULAR AND THE SHORT COURSES PARTICIPANTS COME
FROM DIFFERENT GOVERNMENT AGENCIES, POLITICAL PARTIES, AND
NON GOVERNMENTAL ORGANIZATIONS WHO ARE SELECTED BY THEIR
OWN ORGANIZATIONS AS BEING CONSIDERED ELIGIBLE AND CAPABLE
TO JOIN THE COURSE. THE CURRICULUM PACKAGE PREPARED FOR
THE COURSES ARE QUITE BROAD AND INCLUDE STRATEGIC VALUES
THAT TARGET PARTICIPANTS AS FUTURE LEADERS OF THE NATION
REQUIRING GOOD CHARACTER, MORALS, ETHIC OF NATIONALITY AND
SPIRIT OF COMPARATIVE AND COMPETITIVE EXCELLENCE IN ORDER
TO UPHOLD THE UNITARY STATE OF THE REPUBLIC OF INDONESIA
BASED ON PANCASILA AND TH 1945 CONSTITUTION.

RESILIENCE, NATIONAL OUTLOOK, LEADERSHIP, GEO-POLITICS, GEOSTRATEGY, DEMOGRAPHY, NATURAL RESOURCES, NATIONAL VALUES,
IDEOLOGY, POLITICS, ECONOMICS, SOCIO-CULTURE, LAW, DEFENSE
AND SECURITY, DOMESTIC AFFAIRS, REGIONAL AND INTERNATIONAL
AFFAIRS AND CURRENT ISSUES.
HAVING SUCH BROAD STUDY AREA COURSE PARTICIPANTS IS
EXPECTED TO DEVELOP FULL UNDERSTANDING, AND DEEPEN THEIR
ANALYTICAL PERSPECTIVES ON SECURITY AND STRATEGIC ISSUES.
THEY ARE REQUIRED TO DEVELOP THE CONCEPTUAL FRAMEWORK

1. THE 21ST CENTURY STRATEGIC ENVIRONMENT IS VERY DYNAMIC,
THAT MAKES THE WORLD SO TURBULENT CREATING UNIQUE AND
COMPLEX SECURITY CHALLENGES REQUIRING GLOBAL RESPONSE.
CHALLENGES RANGE FROM ENVIRONMENTAL DEGRADATION,
NATURAL DISASTER, DISEASE, EPIDEMICS, TERRORISM, TRANSNATIONAL ORGANIZED CRIME, INTRA-STATE CONFLICT, BORDERDISPUTES, INTER- STATE CONFLICT AND THE POTENTIAL OF OPEN WAR
EQUIPPED BY WEAPONS OF MASS DESTRUCTION.
2. TO FACE SUCH CHALLENGES, IT IS NECESSARY FOR ALL OF US TO
PREPARE OUR FUTURE LEADERS THROUGH WELL PLANNED
PROGRAMS OF EDUCATIONS LEADERS THAT WILL PROVIDE FOR THE
COUNTRIES SECURITY, WELFARE, AND PROSPERITY.
3. ENHANCING REGIONAL AND GLOBAL SECURITY COOPERATION
WILL CONTRIBUTE TO THE WORLD PEACE PROCESS AND THAT WILL
RESULT IN A PEACE LOVING PEOPLE, CONSIDERATE OF THEIR
