SAINT PAUL—The Secretary of State’s Office today released the monthly notice of vacancies that have occurred in multi-member state agencies, pursuant to
Minnesota Statutes, Section 15.0597, subdivision 4 (see the list of current vacancies below).

In accordance with the Minnesota Open Appointments Law, the Secretary of State acts as an administrator in publishing vacancies, receiving applications, and recording appointments. Applications will be reviewed and appointments made by the appointing authorities for these various agencies; questions about specific vacancies and appointments should be directed to the appointing authority. Applications submitted by August 25, 2009 are assured of full consideration by the appointing authority. Appointing authorities for these agencies may choose to review applications received by the Secretary of State after that date. Applications are kept on file for a one year period. Advise the Commissioner of Human Services on matters of policy and funding for the prevention and treatment of chemical dependency. Five members will have training or interest in alcohol dependency and abuse and five will have training or interest in drugs other than alcohol. Meetings are held on a quarterly basis, on the third Friday of every 4th month, in St. Paul.

The board examines, licenses and registers dentists, dental hygienists, and dental assistants and enforces the Minnesota Dental

The Clean Water Council will advise on the administration and implementation of the Clean Water Legacy Act, and foster coordination and cooperation. The Clean Water Legacy Act was created to facilitate compliance with the federal Clean Water Act's requirements to protect, restore, and preserve the quality of Minnesota's surface waters. The Clean Water Council is responsible for preparation of an implementation plan and biennial work plans for setting priorities to address impaired waters, with the first plan due
December 1, 2006; providing recommendations to the Governor how money from the clean water legacy account should be appropriated each biennium; biennial reports to the legislature on how the clean water money has been spent; and advising on appropriate processes for expert scientific review. Membership includes: The commissioners of natural resources, agriculture, and the
Pollution Control Agency, and the executive director of the Board of Water and Soil Resources shall appoint one person from their respective agency to serve as a member of the council. Agency members serve as nonvoting members of the council. Nineteen (19) additional nonagency members of the council shall be appointed by the governor as follows: Two members representing statewide farm organizations; two members representing business organizations; two members representing environmental organizations; one member representing soil and water conservation districts; one member representing watershed districts; one member representing nonprofit organizations focused on improvement of Minnesota lakes or streams; two members representing organizations of county governments; one member representing the interests of rural counties and one member representing the interests of counties in the seven-county metropolitan area; two members representing organizations of city governments; one member representing the
Metropolitan Council established under section 473.123; one township officer; one member representing the interests of tribal governments; one member representing statewide hunting organizations; one member representing the University of Minnesota or a
Minnesota state university; and one member representing statewide fishing organizations. Members appointed by the Governor must not be registered lobbyists. In making appointments, the governor must attempt to provide for geographic balance. The members of the council appointed by the governor are subject to the advice and consent of the senate. No council member may participate or vote on a council decision if the member has a personal financial interest. Meetings are held on the third Monday of the month at the

Review laws, codes, rules, standards, and licensing requirements relating to building construction. The CCAC consists of the following members: the commissioner or the commissioner's designee representing the department's Construction Codes and
Licensing Division; the commissioner of public safety or the commissioner of public safety's designee representing the Department of
Public Safety's State Fire Marshal Division; one member appointed by the commissioner, engaged in each of the following occupations or industries: (i) certified building officials, (ii) fire chiefs or fire marshals, (iii) licensed architects, (iv) licensed professional engineers, (v) commercial building owners and managers, (vi) the licensed residential building industry, (vii) the commercial building industry, (viii) the heating and ventilation industry, (ix) a member of the Plumbing Board, (x) a member of the

The board shall administer and enforce the provisions of MN Statutes 144E and other duties as assigned; advise applicants for state or federal emergency medical services funds, review and comment on such applications, and approve the use of such funds unless otherwise required by federal law; make recommendations to the legislature on improving the access, delivery, and effectiveness of the state's emergency medical services delivery system; and establish procedures for investigating, hearing, and resolving complaints against emergency medical services providers. The fifteen members appointed should be arranged in this fashion: one emergency physician, one representative of Minnesota hospitals, one representative of fire chiefs, one full-time firefighter serving as a first responder and is a member of a professional firefighter's union, one volunteer firefighter who serves as a first responder, one attendant currently practicing on a licensed ambulance service who is a paramedic or emergency medical technician, one ambulance director for a licensed ambulance service, one representative of sheriffs, one member of a local board of health representing community health services, two representatives of regional emergency medical services programs (one who must be from the metro regional emergency medical services), one RN currently practicing in a hospital emergency department, one pediatrician certified by the American board of pediatrics w/ experience in emergency medical services, one family practice physician involved in emergency medical services, and one public member. Meetings are held six times a year at the EMS Regulatory Board Office Bldg.

The board is the governing body for the Minnesota academic Excellence Foundation (MAEF). MAEF is established in MN127D.94 as a non-profit, public-private partnership to be the primary advocate for the promotion and recognition of academic excellence in
Minnesota elementary students, schools, and communities. As a catalyst for advancing student success through high levels of school performance, MAEF programs challenge students to stretch themselves academically; support schools to learn and to produce results;

and enables the public to support high expectations for school performance and student achievement. The 21 members of the board include the Commissioner of Education who shall serve as secretary, 12 members who represent various business groups, and eight members who represent various education groups. Members serve four-year terms and are responsible for securing the resources for the foundation operations and programs, including fund raising to gain private gifts and working with the Legislature to gain public support. Members also establish policies to guide the operations of the foundation and work cooperatively with the Minnesota
Department of Education. Meetings are held at 1500 Hwy 36 W., Roseville, MN.

Vacancies: One (1) - Licensed Social Worker – State Agency Social Worker
The Board must perform duties necessary to promote and protect the public health, safety, and welfare through the licensure and regulation of persons who practice social work in this state. Membership Requirements: (a) All social worker members must have engaged in the practice of social work in Minnesota for at least one year during the ten years preceding their appointments. (b) Five social worker members must be licsned social workers according to section 148D.055 subdivision 2. The other five members must include a licensed graduate social worker, a licensed independent social worker, and at least two licensed independent clinical social workers. (c) Eight social worker members must be engaged at the time of their appointment in the practice of social work in
Minnesota in the following settings: (1) one member must be engaged in the practice of social work in a county agency; (2) one member must be engaged in the practice of social work in a state agency; (3) one member must be engaged in the practice of social work in an elementary, middle, or secondary school; (4) one member must be employed in a hospital or nursing home licensed under chapter 144 or 144A; (5) onemember must be engaged in the practice of social work in a private agency; (6) two members must be engaged in the practice of social work in a clinical social work setting; and (7) one member must be an educator engaged in regular teaching duties at a program of social work accredited by the Council on Social Work Education or a similar accreditation body designated by the board. (d) At the time of their appointments, at least six members must reside outside of the 11-county metropolitan area. (e) At the time of their appointments, at least five members must be persons with expertise in communities of color. Six meetings are held per year at the MN Board of Social Work office.

Advises the Commissioner of Health regarding licensing standards, enforcement of licensing statutes, action on licensing applications and disciplinary actions; provide for distribution of information on occupational therapy practitioners licensing standards.The seven members include two public members, two occupational therapists, two occupational therapy assistants, two public members, and one other credentialed practitioner who works collaboratively with occupational therapy practitioners. Meetings are held on a quarterly basis. Meetings are held at MN Dept. of Health, Snelling Office Pk., 1645 Energy Park Dr., St. Paul, MN 55108.

The Board is advisory and makes recommendations to the commissioner as the commissioner requests with regard to real property appraiser rules, examination and standards for the industry. The Real Estate Appraiser Advisory Board consists of 15 members appointed by the commissioner of commerce. Three of the members must be public members, four must be consumers of appraisal services, and eight must be real estate appraisers of whom not less than two members shall be registered real property appraisers
(trainee), licensed real property appraisers, or certified residential real property appraisers, not less than two members shall be certified general real property appraisers, and not less than one member shall be certified by the Appraisal Qualification Board of the Appraisal
Foundation to teach the Uniform Standards of Professional Appraisal Practice. The terms of the members shall be three (3) years with the terms ending on the first Monday in January. Meetings are held every 6 months or at Board discretion.

1 Non-audiologist hearing instrument dispenser recommended by a
Professional association representing hearing instrument dispensers.
The council advises the Commissioner of Health on matters relating to the licensing and regulation of speech-language pathologists and audiologists including: licensing standards; enforcement of the licensing rules; and continuing education. Effective 8/1/05 - The commissioner shall appoint 12 persons to a Speech-Language Pathologist and Audiologist Advisory Council. The 12 persons must include: three public members, as defined in section 214.02. Two of the public members shall be either persons receiving services of a speech-language pathologist or audiologist, or family members of or caregivers to such persons, and at least one of the public members shall be either a hearing instrument user or an advocate of one; three speech-language pathologists licensed under sections
148.511 to 148.5196, one of whom is currently and has been, for the five years immediately preceding the appointment, engaged in the practice of speech-language pathology in Minnesota and each of whom is employed in a different employment setting including, but not limited to, private practice, hospitals, rehabilitation settings, educational settings, and government agencies; one speechlanguage pathologist licensed under sections 148.511 to 148.5196, who is currently and has been, for the five years immediately preceding the appointment, employed by a Minnesota public school district or a Minnesota public school district consortium that is authorized by Minnesota Statutes and who is licensed in speech-language pathology by the Minnesota Board of Teaching; three audiologists licensed under sections 148.511 to 148.5196, two of whom are currently and have been, for the five years immediately preceding the appointment, engaged in the practice of audiology and the dispensing of hearing instruments in Minnesota and each of whom is employed in a different employment setting including, but not limited to, private practice, hospitals, rehabilitation settings, educational settings, industry, and government agencies; one nonaudiologist hearing instrument dispenser recommended by a professional association representing hearing instrument dispensers; and one physician licensed under chapter 147 and certified by the
American Board of Otolaryngology, Head and Neck Surgery. Meetings are held at the MN Dept of Health, Snelling Office Park, 1645
Energy Park Drive, St. Paul, MN 55108.

The Board evaluates applicants for licensure; renews annual licenses for physical therapists and physical therapist assistants; enforces the physical therapy practice act. The Board shall consist of eleven members, citizens and residents of the state of Minnesota, cromprised of five physical therapists, one licensed and registered doctor of medicine, two physical therapist assistants, and three public members. The physical therapist members and the physical therapist assistant members must be licensed in this state, and have at least five years' experience in physical therapy practice, physical therapy administration, or physical therapy education. The five years' experience must immediately precede appointment. Meetings are held every two months, with some additional committee meetings. Meetings are held at 2829 University Ave. SE, Mpls., MN.

The Council will provide policy and strategic advice to the Minnesota Geospatial Information Office and is not intended to address detailed technical or operational issues.By statute, members must represent state agencies and constitutional offices, including the Office of Enterprise Technology and the Minnesota Geospatial Information Office. All appointed members will be voting members. Meetings will be held at least six times per year in St. Paul.

To advise state government on the performance of Minnesota's vocational rehabilitation programs, a component of the state's
Workforce Center system. The SRC particularly advises on eligibility and the extent, scope and effectiveness of services, assists the
Rehabilitation Services Branch in preparation of the State Plan for Vocation Rehabilitation Services, analyzes consumer satisfaction with vocational rehabilitation services, and reports to the governor and the U.S. Commissioner of Education on the status of vocational rehabilitation in the state. A majority of members must be persons with a disability, including at least: one representative of the
Statewide Independent Living Council; one representative of a parent training and information center; one representative of the client assistance program; one vocational rehabilitation counselor; one representative of community rehabilitation service providers; one representative of the directors of the American Indian VR Projects in Minnesota: one representative of the State Workforce Investment
Board, one representative of Special Education from the Department of Children, Families and Learning; four representatives of business, industry and labor; representatives of disability advocacy groups; and current or former applicants for or recipients of vocational rehabilitation services. The Director of the designated State VR unit shall be an ex officio member of the Council. Council members are appointed for three-year terms and no member may serve more than two consecutive terms.Meetings are held the fourth
Wednesday of every month, except for July, and a combined November-December meeting is held the first week of December., Other exceptions are determined by the council.

No more than 20% of the members may be employees of a State agency. All appointed members will be voting members. Meetings will be held on a quarterly basis in St. Paul.
