LEICESTERSHIRE BOROUGH/DISTRICT AND BOROUGH COUNCILS' CONTRIBUTION TO THE CHILDREN ACT – STAY SAFE (28 August 2008) Outcome Aim Stay Safe S1 Safe from maltreatment, neglect, violence and sexual exploitation LAA Ref Actions District Update Develop and implement a ‘Child Protection Policy’, with relevant guidelines and protocols and ensure all relevant Council employees are trained and CRB checked. The development of a toolkit for District Councils to self assess their progress to their safeguarding responsibilities under Section 11 of the Children Act 2004 is now in the process of being completed and should be showcased to other District Council’s in the East Midlands during the Autumn of 2008. Te NSPCC has clearly appreciated the time and support that the seven district council’s in Leicestershire have given towards it development. One of the outcomes of the development of the tool was the identified need for tailored training specific to the needs of the District Council both to staff and members. To this end, a bid was submitted to the Leicestershire and Rutland Improvement Partnership for training on the Council’s safeguarding duty. (The bid was actually more extensive and covers Section 10, Section 11 and participation duties). This bid was successful and arrangements are in place for developing the final training package. There will be a separate training package for members than for staff and different tiers of training for staff. This will ensure that ALL staff within the council will have had an element of awareness raising and will be issued with an A5 card which guides them what to do in the case of a suspected case of abuse. It is anticipated that the training will start in the Autumn of 2008 and should be completed by the end of March 2009 where upon an evaluation of the training will have been completed and a recommendation made of how the training can be sustained in the future. In addition to this, District Council’s will be able to access an on line elearning training provided by the Local Safeguarding Children Board and the Virtual College. This is available for staff and support agencies including housing and leisure providers until the end of March 2009. Stay Safe S2 Safe from accidental SC7 HC3 To provide diversionary activities for young people by 'Positive Futures' project rolled out to work in priority neighbourhoods and joined up with YISP/Youth Service workers where possible - NWLDC. injury and death CYP7 Stay Safe S4 Safe from crime and antisocial behaviour in and out of school (Ref: C2) SC3.1 working pro-actively with partners. Work towards equality standards in activities offered to young people. To produce a proactive and responsive multi-agency approach to reduce the incidents of anti social behaviour and increase public awareness of anti crime initiatives. Care leavers in suitable accommodation To ensure effective provision of suitable accommodation working with the caring agencies Number of 16/17 year olds presenting as homeless To reduce the numbers by increasing available options HBBC achieved level 3. Links to the new YOT Impact Team are being developed in all districts. NWLDC Multi agency JAG meeting addresses this issue (NWL). NWLDC obtained Respect award for funding for promoting community engagement and young people. LCC Children and Young Persons services is working with Districts to develop a pilot trainer flat scheme for young people leaving care. Post funded to develop a supported lodgings scheme in all districts. Bridge project in Charnwood piloting a single point of access for 67/17 year olds. This has been successfully in reducing the numbers going on to make a full homeless declaration and will be rolled out across the other districts. Develop top quality and accessible leisure, culture and play facilities across district/borough. All districts signed up to the Pledge. Partnership summer activities taken place in NWLDC & HBBC between the District and Youth services. February 2008 half-term multi-sports programme held at Oadby and Wigston Leisure Centre at discounted price. New countywide GP referral scheme being developed in partnership with PCT and Districts. Cultural Services are linked in a number of NATs (Neighbourhood Action Teams), with Hinckley and Bosworth along with key stakeholders (HBBC). New Oadby and Wigston Inclusive MultiSports Club set up for young people with special needs. Tourism offer is being developed across the Districts via the Tourism Blueprints. District Update The 'Hear by Right' Standards has been adopted and are in the processing of working towards the emerging status by the required date of March 2009. The District Council’s are all at different levels of progress as some of the Youth Council’s are more established than others. However the District’s are confident that the emerging status will be achieved. Some of the Districts have an internal officers group who have the responsibility for monitoring the progress of the Action Plans and these are done on a regular basis. One key positive action which can be shown to the commitment to the involvement of young people is their involvement in the staff and member training around participation which is part of the overarching LRIP package on District Council’s duties under Section 10, Section 11 and participation. Compact agreement agreed by NWLDC District council and Youth Council, HBBC is in the process of agreeing their compact agreement with a target completion date of the end of 2008 and other Districts are following a similar approach. Countywide youth project commenced in April. Positive results from the Arts Award project (YOT and HBBC) held at Markfield, which targeted young offenders through education and mentoring (HBBC). Impact project now rolled out throughout the County with a positive partnership approach to young offenders. Districts in the planning stages on how they can positively contribute to the 2009 Disability games being held in Leicester and the 2012 Olympics. Series of new Club Connect leaflets to be distributed to Hinckley and Bosworth schools and libraries in May 2008 (HBBC). External funding successful for providing 'street games' within Harborough District Council (HDC). New Oadby and Wigston Inclusive Multi-Sports Club set up for young people with special needs. Successful Youth Games event held at Loughborough University – over 1,000 competitors CYP1 CG4.2 Develop top quality and accessible leisure, culture and play facilities across district/ borough. To promote Green Gym style activities to children and young people in districts and boroughs. In partnership with neighbouring district and boroughs, seek opportunities for funding to support activities and programmes. Successful bids to Big Lottery for £200,000 each for development if new play projects locally. £1m+ Countywide submission to Play builder funding is being developed. Numerous new Multi Use Games Areas established across Leicestershire. MUGA's provide outdoor space for teenagers. New five-hour cultural offer is being developed for Leicestershire. County successful in becoming top 10 pilot for a national scheme to improve the ‘Cultural Offer’ Rollout of the programme is being developed.
