Regional Emergency Preparedness and Response Capability – July 2002 Up-Date
Recommendation:
That the following report be received for
information

On January 29, 2002 City Council
passed the following motion:
A. “That the Administration provide
reports outlining the issues and
potential strategies on the following
topics and that the reports come back
to Council:
1. Through Community Services
Committee on:
a) Police and Security
b) Ambulance
c) Emergency Response
d) Education Services …
Report Summary
Further to City Council’s direction, this is a
status report regarding the development of
an integrated approach to regional disaster
planning. A comprehensive analysis of
emergency preparedness in the capital
region is now complete. A proposed
regional submission to the Federal and
Provincial Governments, to finance the
required investment, is attached.
Previous Council/Committee Action

On April 23, 2002 City Council passed
the following motion in relation to
“Equitable Relationship”:
“…….
3.
Emergency Response Issues:
a. Council reaffirm its position with
respect to ongoing financial
support from the Federal and
Provincial governments as
approved at the November 6,
2001, City Council meeting; and
b. upon completion of the work by
the Regional Partnership on
Emergency Preparedness, the
Mayor write a letter to the
Federal Minister of Health and
the Provincial Minister of
Municipal Affairs inviting them
to meet with Council and other
invited stakeholders.
The Mayor write to the Edmonton
Members of the Legislative Assembly
providing them with an update of these
strategies.”

On November 6, 2001, City Council
passed the following motion:
1. That the Administration prepare, in
discussions with the City of Calgary
and with the involvement of its
regional partners in disaster and
emergency services, a submission
generally based on the information
contained in Attachment 1 (of the
October 26, 2001 Emergency
Response Department report), to the
Governments of Canada and Alberta
for their sustained financial support
of the City’s and region’s biochemical terrorism response
capability.
2. That the Mayor forward the letters as
outlined in Attachment 2 (of the
October 26, 2001 Emergency
Response Department report), on
behalf of City Council, respecting
the City of Edmonton’s needs for
support and assistance.

Following the September 11, 2001
terrorist attacks on New York City and
Washington, D.C., City Council
considered a report from the Emergency
Response Department concerning the
matter of disaster preparedness.
The Federal and Provincial Governments
were advised that they would be
approached for assistance once a review
of the region’s preparedness was
completed.
The “Capital Region Emergency
Preparedness Partnership” (CREPP) has
completed a review of the Alberta
capital region’s emergency preparedness
needs. CREPP was founded in 1998; its
stakeholders include government, nongovernment, not-for-profit and private
industry. The emergency preparedness
needs defined by CREPP have been
prioritized, costed and have been vetted
through senior administrative leadership
of the stakeholder groups.
A Submission titled the “Capital Region
Emergency Preparedness Partnership
Initiative” (the CREPP Initiative)
requests sustained funding from the
Government of Canada and the
Government of Alberta, to finance
proposed short-, mid- and long-term
needs (See Attachment 1).
Attachment 1 will be given a final
review by the CREPP Core Group on
July 10, 2002. Once approved by the
Core Group, the Initiative will be
submitted by CREPP to the Federal and
Provincial orders of Government for
funding consideration.

The CREPP Initiative is now also in the
process of being presented to municipal
councils and Boards of the CREPP
stakeholders.
Pursuant to part 3.b. of City Council’s
April 23, 2002 motion, once CREPP has
forwarded the Submission the
Administration will arrange the indicated
meeting and draft the appropriate letters
for the Mayor’s signature.
