Responses to the Typhoon Morakot
On August 5, 2009 20:30 NFA has made sea typhoon warning
announcement, and stationed its personnel in Emergency Operation
Center for further emergency measures. NFA has sent 5 groups of 10
coordination officers, and in August 9 16:00 has established advance
command post at Pingtung County government police department,
headed by Minister Liao as the command officer, and launched series of
rescue operations.
Because of persisting extreme torrential rain, the damages are also
persist, especially in southern Taiwan and some towns in Taitung County
the damages are still expanding, once the victims life is threatened, NFA
will send its special SAR team, Kaohsiung Harbor Fire Brigade, Taipei City
Fire Department, Taipei County Fire Bureau, Keelung City Fire Bureau,
Taoyuan County Fire Bureau, Hsinchu City Fire Bureau, Miaoli County
Fire Bureau, Taichung City Fire Bureau, Changhua County Fire Bureau,
Yunlin County Fire Bureau, Chiayi City Fire Bureau, Tainan City Fire
Bureau immediately. There are in total of 422 personnel, 80 boats and
vehicles and other equipments are sent into the disaster regions
(Pingtung County government, Kaohsiung County government, Tainan
County government, Chiayi County government, and Taitung County
government), transporting materials, and rescuing people’s lives.
At Xiaolin Village and Namaxia Village, Jiaxian Township, Kaohsiung
County, there are more than a hundred people are buried because of
landslide, the entire village are destroyed. NFA has sent its 30 special SAR
team personnel, 23 Taichung City government Fire Bureau salvage team
personnel, 23 Tainan City government Fire Bureau salvage team
personnel, 50 United Special Forces personnel, in total of 123 personnel,
and are sent using 5 helicopters to the disaster area.
NFA special SAR team head officer in August 10 has contacted
township representative Zhong-Tai Lui via maritime satellite, and
mentioned since August 8 22:00 there are more than 150 houses of
more than 500 people are buried because of landslide at Zhongyi Rd.,
Neighborhood 11, Xiaolin Village, and after the team arrived in the area
they immediately took the picture and sent it back to the Emergency
Operation Center. The sides of the mountain in neighborhood 9-18,
Xiaolin Township are buried, the barrier lakes are all flooded, mud flows,
rescuing operations are taken immediately. In Xiaolin Township there are
45 persons trapped are saved on August 10, 9 persons are saved on
August 11, 1300 kg of materials are sent, there are also 20 persons from
Minsheng community, 100 persons from Minzu community, 50 persons
from Minquan community, 6 persons from Xiaolin northbound tunnel, 30
persons from Xi’an mountain, and 5 persons from Namaxia village are
being saved.
