MANCHESTER COMMUNITY COLLEGE SUPPLEMENTAL JOB DESCRIPTION INCUMBENT: FLSA: Exempt EEO-6: 3-34 (Professional) CLASSIFICATION: Program Specialist III CLASSIFICATION CODE: 712500 IN-HOUSE TITLE: ICU-Healthcare Project Manager POSITION #: M1G00003 SOC CODE: 11-9199 DATE ESTABLISHED: 2/8/12 DATE OF LAST AMENDMENT: 7/8/13 SCOPE OF WORK: Manages and oversees the statewide implementation of activities associated with the US Department of Labor’s ICU-Healthcare H-1B Skills Training grant awarded to Manchester Community College. Ensures success and compliance with all terms and conditions of the grant and serves as the primary resource for all project partners in all phases of grant implementation. ACCOUNTABILITIES: Manages and oversees the implementation of activities to ensure timely execution and compliance with all terms and conditions of the H-1B grant and with appropriate NH policies and procedures. Works closely with college leadership, established industry consortium, and other stakeholders in NH to maximize successful outcomes and long-term sustained impact of the project. Works closely with the assigned US DOL Federal Project Officer (FPO) to continuously monitor and report project status and outcomes to maintain compliance. Will also work with the FPO to initiate any change requests or project modifications as needed. Monitors implementation of the grant, tracks performance measures and assesses progress toward grant goals. Coordinates data collection and analysis to provide quarterly, annual, and final reporting according to grant requirements. Oversees development of processes for recruiting and selecting unemployed and underemployed program participants, tracking participant performance, and sharing results with consortium partners and others. Determines potential barriers that may impact success of targeted participants, and troubleshoots/creates programmatic solutions to maximize participant success. Works with staff of MCC to develop effective academic and training opportunities and programs in response to needs identified by industry healthcare providers and consortium partners and ensures that targeted training participants can access required prerequisite training as necessary, and complete their training within the grant period. Develops a strong team environment both internally at MCC, and with external project team (industry partners, workforce development representatives, other academic institutions, etc.) to maximize project outcomes and goals. Assists in hiring process of additional project personnel identified under the H-1B grant: Project Assistant, Job Placement Coordinator, and Career Success Mentor as needed. Trains and supervises project personnel; such managerial oversight shall include assigning work, monitoring and evaluating performance, handling personnel matters in compliance with policies and procedures. Establishes procurement and approval processes, and drafts and executes memorandums of understanding (MOUs) & agreements with industry consortium partners to create mechanisms for (1) reimbursement of incumbent participant training expenses, and (2) communication/articulation of project goals. Also, prepares appropriate RFP’s needed to meet targeted outcomes related to training. Develops a process to analyze and interpret data related to industry employment trends and opportunities within healthcare, open job requisitions and upcoming employment opportunities within healthcare industry Oversees development of marketing strategies to assure that potential targeted participants are identified; and these individuals are aware of project offerings and can easily access its resources. Complies with all system, college, campus, state and federal rules and regulations. Performs other duties as assigned. MINIMUM QUALIFICATIONS: Education: Bachelor's degree from a recognized college or university with a major in education, business administration, psychology or other related field. Each additional year of approved formal education may be substituted for one year of required work experience. Experience: Four (4) years' professional or paraprofessional experience in grant management or workforce development, with responsibility for program implementation, direct service delivery, planning or program evaluation. Each additional year of approved work experience may be substituted for one year of required formal education. License/Certification: Eligibility for New Hampshire driver's license, necessary for travel throughout the state. PREFERRED QUALIFICATIONS: Experience working with immigrant/refugee populations is preferred. Familiarity/direct experience with the healthcare delivery system in NH is also preferred. SPECIAL REQUIREMENTS: For appointment consideration, Program Specialist III applicants must successfully participate in a structured interview measuring possession of knowledge, skills and abilities identified as necessary for satisfactory job performance by this class specification.
