The Bulimba Barracks redevelopment is anticipated in the Bulimba District Neighbourhood Plan,
City Plan 2014, and therefore has been considered in strategic transport modelling for the City, in the Brisbane Strategic Transport Multi ‐ Model Model (BSTM-MM).
Transport Planning and Strategy has also undertaken transport modelling specifically to inform the preparation of the Draft Bulimba Master Plan. In the limited time available to develop the transport models, the focus of the modelling was to:
Ensure a robust transport model is developed to test low and high development scenarios and possible future road infrastructure requirements.
Provide a measure of comfort that the Barracks development will not cause undue impact on the external road network if the land use assumed in City Plan 2014 is exceeded.
Have a transport model to test future a development applications for actual road infrastructure requirements that can be directly attributed to the development, under the Sustainable Planning
Act.
A Network Simulation Model (SATURN) and selected individual intersection models (using SIDRA) were developed to test the following scenarios within the study area:
Development years: 2015 and 2031 for the AM & PM peak hours
Development scenarios: 1,000 and 2,500 dwelling units, including 6000m2 centre type development
Access to Lytton Road scenarios:
Apollo Road (signalised) only
Apollo Road & Taylor Street (both signalised) only
Apollo Road & Taylor Street (signalised); Baldwin & Bolan Street (unsignalised).

Road upgrades to Wynnum Road, Lytton Road and Thynne Road are likely to be required in future, due to increased development in the surrounding areas, regardless of the Bulimba Barracks redevelopment (APPENDIX
– SATURN Model – Network Performance Summaries). Timing of these upgrades is dependent on competing priorities across the city. This assessment has not assumed that any external road upgrades will be constructed prior to redevelopment of the Bulimba
Barracks. However, the Wynnum Road Stage 1 upgrade (Latrobe Street to Canning Bridge) is likely to undertaken in parallel to the Bulimba Barracks development.
The minimum local road infrastructure, required for the site under the low growth development scenario (1000 dwelling units), would be the signalisation of the Lytton Road / Apollo Road, regardless of which access scenario is used.
Depending on the actual development at the Bulimba Barracks, the Lytton Road / Taylor Street intersection may require signalisation.
Other future road infrastructure improvements that may be required (depending on the order of improvements) in the longer term (2031) to accommodate increased traffic demands in the Bulimba area (and surrounds), of which the Bulimba Barracks would be one, are:
Lytton Road / Thynne Road intersection signalisation
Upgrade Lytton Road to 4 lanes from Thynne Rd to Junction Road
Lytton Road / Junction Road intersection upgrade
Wynnum Road upgrade from Hawthorne to Riding Roads, including intersection upgrades at
Hawthorne and Riding Road intersections
Oxford Street roundabout upgrade
Localised intersections improvements along Hawthorne Road, Riding Road and Lytton Road to improve accessibility out of local areas
Wynnum Road / Burrai Street upgrade (depending on the effects of other upgrades).
If the Bulimba Barracks was developed to the 2,500 dwelling unit high growth scenario, the following additional intersection upgrades may be required in the longer term (depending on the effects of other upgrades) at:
Wynnum Road / Thynne Road
Thynne Road / Burrai Street
Junction Road Baringa Street.
The Bulimba Barracks Master plan proposes approximately 855 dwelling units on the site.
Therefore, the low development modelled scenario of 1000 dwelling units has already been included in previous city transport modelling.
Consequently, whilst future upgrades are required along the Wynnum and Lytton Road corridors, these upgrades will not be triggered or significantly brought forward by the scale of development proposed in the Master Plan.
Any future development of the Bulimba Barracks will require a Transport Impact Assessment (TIA) to assess the transport infrastructure requirements directly attributable to the development, at the time of development.
As part of the TIA, at least the following intersections will be included (timing subject to staging of future development approvals):
Lytton Road / Apollo Road – signalised, as a minimum requirement
Lytton Road / Baldwin Street – altered to left-in/left-out movements only
Lytton Road / Bolan Street – no upgrade required
