The document to which this cover statement is attached is submitted to a Formulating Group or
sub-element thereof of the Telecommunications Industry Association (TIA) in accordance with the
provisions of Sections 6.4.1–6.4.6 inclusive of the TIA Engineering Manual dated March 2005, all of

It’s become tenuous developing a quorum. Industry stakeholders are continually
encouraged to support the ACTA and fill vacant seats on the Council for their interest
segment.
Reorganization of the ACTA’s industry segments has been on the ACTA’s agenda for
some time, and after a number of drafts and considerable discussion segment
reorganization will probably occur at the September meeting after which nominations for
new two-year terms will be solicited and elections will occur. Perhaps the reorganization
will take the form:

ACTA Adopts Addendum TIA-968-A-5 to its Technical Criteria

Washington, D.C. – The Administrative Council for Terminal Attachments (“ACTA”) herein issues notice
of the adoption technical criteria from an American National Standards Institute (“ANSI”) accredited
standards developer the Telecommunications Industry Association (“TIA”) entitled: “Telecommunications
– Telephone Terminal Equipment – Technical Requirements for Connection of Terminal Equipment to the
Telephone Network – Addendum 5, TIA-968-A-5, July 2007.” As noted by TIA, TIA-968-A-5 is an
Addendum to TIA-968-A. This addendum provides technical criteria for VDSL2 (very high speed digital
subscriber line 2) terminal equipment.
Pursuant to the ACTA Operating Principles and Procedures, and in accordance with the Federal
Communications Commission’s (“FCC”) rules and regulations governing the adoption of mandatory
technical criteria, technical criteria submitted for ACTA-adoption was made available for download from
the ACTA web site at http://www.part68.org for a 30-day public review, comment, and appeal period.
No appeals were filed within the 30 days allotted, thus the Administrative Council has adopted the
specified technical criteria as a requirement by the FCC. The newly adopted technical criteria and further
information about the ACTA can be obtained from the ACTA Website at http://www.part68.org.
Telephone Terminal Equipment (“TTE”) approved for connection to the Public Switched Telephone
Network (“PSTN”), or certain private-line services requiring such approval, must comply with all
applicable rules and regulations of FCC Part 68, and with the applicable technical criteria adopted by
ACTA.

ACTA Website Temporarily Off-Line for Maintenance 17-19 August
The ATIS website (www.atis.org), the ATIS TechThink website (www.techthink.org), the
ATIS Contributions site (contributions.atis.org) and the ACTA Part 68 website
(www.part68.org) will be unavailable from 7:00pm ET Friday, August 17th, through
Sunday, August 19th, for a major upgrade. You will be unable to access these websites
or to download documents either from the ATIS website or from the ATIS Document
Center during this time. You also will be unable to upload or download contributions on
the ATIS contributions server during this time.
This downtime is standard maintenance and server upgrade done every two years to increase the
speed and performance of our web service
Update on ACTA-06-09-14-09:
In the apparent absence of “Program Rules” for guiding NIST’s TCB accreditors (ANSI
and/or A2LA) in assessment of TCBs, an ACTA working group was formed and
completed its update of the document titled ANSI-ACP-FR-026, “TCB Evaluation Form”.
It was decided the existing ACTA WG would review the document.
ANSI may be requesting TR41.9’s assistance updating the remainder of the document’s
Scope C.

Dear ACTA,
Base[d] on the FAQ information on ACTA web site, we found something is not clear regarding of the
continuing compliance.
The following is the quotation from the web site:
Question: Under the new provisions for Part 68 registration through SDoC to ACTA, how is continuing
compliance addressed?
Answer:
Responsible Party's must retain test results, description of test procedures, analyses, evaluations,
quality control standards and quality assurance standards necessary to demonstrate that the terminal
equipment complies with and will continue to comply with all the applicable technical criteria
In our previous experience, in every year, TCB is required to perform market surveillance for our products.
However, according to the statements in FAQ, is the annually market surveillance still necessary?
Or we can just simply retain all those documents stated on the web site?

the ACTA Secretariat, ATIS in Washington, D.C. We encourage
any/all to attend!
Following the September meeting, the remaining 2007 fall and winter General Meeting dates are:

General Meetings of the Council are open to the public. Contributions to the meetings may be made by any
person or organization by the procedure described in the ACTA Operating Principles and Procedures.
Contributions should be submitted through the Contribution Template available for download at the ACTA
website and transmitted by electronic mail to the ACTA Secretariat at acta@atis.org.
Unless otherwise announced, Face-to-Face meetings will take place at the ATIS Conference Center in
Washington, DC, but will be simultaneously hosted by virtual meeting. Those wishing to attend these
meetings in-person are asked to RSVP to the ACTA Secretariat prior to the meeting date. Information on
in-person meeting attendance can be found on the ATIS website at http://www.atis.org/directions.shtml.
Information for attending the virtual meetings will be announced prior to each meeting date by the ACTA
email exploder lists.
